This position's secondary purpose is to assist and conduct pavement testing activities, including, High Speed and Light Weight Profile, Friction, Video, LiDAR, and Location Reference Testing. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Perform the activities and field operations for the Department's Pavement Evaluation and Testing (PET) Unit, Falling Weight Deflectometer (FWD) Program in accordance with management objectives and Department policies and procedures. 1. Act as a lead operator for PennDOT’s statewide pavement deflection testing program. Responsible for operating the Falling Weight Deflectometer (FWD), Hight Speed Laser Profilers, Light Weight Profilers, Friction Testers, Video, LiDAR, and Location Reference Systems. Perform technical work involving the collection of nondestructive pavements testing data using equipment containing sophisticated electronic instruments and a vehicle-mounted PC system. Assist with the interpretation of test data. 2. Conduct the FWD vehicle and ancillary equipment operation by applying deflection test procedures to determine pavement overlay thickness, pavement load limit restrictions, concrete joint efficiency, or void detection beneath pavements. 3. Review data output files from electronic instruments using vehicle-mounted microcomputer software to ensure data is valid and in the proper format. Assist with field edit data files to 1) delete unsuitable or inappropriate information, 2) insert clarifying remarks further defining field conditions outside the scope of electronic data collection or explaining seemingly anomalous data, and 3) in general, prepare the collected electronic information for further and expeditious processing. 4. Conduct routine scheduled maintenance and performance tests to ensure the vehicle, equipment, and software are performing up to standards and within specified tolerances. Assure that all testing is performed in accordance with the standards of the American Society for Testing and Materials. 5. Arrange for traffic control and assist Engineering District personnel with scheduling and implementation to maximize job efficiency. Assist with determining the type of pavement deflection data to be collected, making assisted field decisions on safety matters, and implementing the pavement deflection testing systems. 6. Perform fieldwork assignments and resolve deflection testing problems as they are encountered in the field. 7. Keep accurate records of test locations, miles tested, and other specific deflection test area information. 8. Perform the routine cleaning of test vehicles and related equipment. Move vehicles in/out of wash bay, operate pressure washer, wash vehicles, operate vacuum cleaner, and perform other associated tasks. 9. Maintain current knowledge of state-of-the-art testing and evaluation equipment, data collection instrumentation, and associated technology. 10. Perform the routine cleaning of test vehicles and related equipment. Move vehicles in/out of the wash bay, operate steam jenny, wash vehicles, operate vacuum cleaners, and perform other associated tasks. B. Serve as PennDOT's Light Weight Profiler Specialist, providing technical expertise and information concerning the Annual Verification for the Evaluation of Ride Quality Program. 1.Perform the collection, processing, analysis, and statistical interpretation of Light Weight Profile data for statewide LWP operations to implement-related work procedures. 2.Conduct specialized field IRI verification testing for the Annual Evaluation of Ride Quality Program for projects selected by the Bureau of Construction and Materials' Construction Quality Assurance Division (CQAD) Chief. Testing is conducted concurrently with the contractor's smoothness testing. 3.Determine the manner and method of performing the fieldwork assignments and resolves testing problems as they arise on job sites 4.Ensure all testing procedures are followed, documents are accurately completed, and data is submitted as required in PTM No. 428 for each of the selected projects. 5.Keep accurate records of test locations, miles tested, and other information relating to testing. 6.Participate in all Annual Verification for Ride Quality pre-testing meetings to ensure safety measures are established, parameters of the testing area are defined, and contacts and site locations are understood 7.Use specialized software to collect and report all relevant data (digital and hard copies) following the established standards. 8.Process and analyze profile test data using specialized software. Determine field verification testing for selected projects for the Annual Evaluation of Ride Quality Program. Testing is conducted concurrently with the contractor's smoothness testing. Determines manner and method of performing the fieldwork assignments and resolves testing problems as they arise on job sites. 9.Conduct annual reviews of projects selected as part of PennDOT's Annual Verification for the Evaluation of Ride Quality Program and determine the IRI acceptance as required by the 23 Code of Federal Regulations (CFR). 10.Perform a cost-benefit analysis of activities and business needs related to PennDOT's Annual Verification for the Evaluation of Ride Quality Program. 11.Provide analysis of QA findings versus project payout, including cycle summary reports of benefits, limitations, and improvement opportunities. 12.Conduct analysis as needed to recommend and implement changes to business processes. 13.Perform specialized activities for PennDOT's LWP Calibration Verification and Operator Certifications performed at the Newville facility. Ensure each LWP device is operated proficiently, provides accurate and precise results, and verifies that all LWP devices are calibrated and working correctly. C. Serve as a liaison, technical expert, and source of information regarding FWD equipment, data usage, and data interpretation to management, other PennDOT personnel, other agencies, industry representatives, and the general public. 1. Assist Engineering District personnel with unusual or difficult field conditions and perform other special deflection investigations as required. In addition, assist with Instruction design and maintenance personnel on properly applying deflection data. 2. Assist in research projects involving deflection test operations and perform field deflection testing of new procedures and equipment. 3. Demonstrate the FWD operations to Department personnel, other agencies, and visiting dignitaries. 4. As Section priorities require, serve as a team member for roughness, friction, Location Reference System, and other field testing. 5. Assist in the development and management of training, qualification, and testing of operators of pavement testing equipment Statewide to ensure all necessary personnel employ approved methods and techniques; are trained in the safety, calibration, and operation of equipment; and are familiar with mechanical and electrical repair procedures. In addition, conduct field evaluations to verify operator proficiency. 6. As Section priorities require, serve as a team member for structural, Location Reference System, and other field testing. 7. Participate in at least one training course, session, etc., to learn and/or implement relevant operations, procedures, and/or techniques. 8. Maintain good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public. 9. Perform specialized activities for PennDOT's “Automated Data Collection, Inventory and Analysis of Pavement Distress” (Videologging) Program by management objectives, PennDOT policies and procedures, American Society for Testing and Materials (ASTM) standards, and American Association of State Highway and Transportation Officials (AASHTO) specifications. 1. Evaluate and rate pavement conditions and location of Vendor data from the QA images according to the QA policies and procedures. 2. Schedule and/or attend necessary meetings with other PennDOT personnel and management or other non-PennDOT personnel concerning unit issues, personnel, programs, concerns, and other Division/Bureau/Section issues. 3. Attend scheduled staff meetings. Report concerns, needs, and accomplishments. Determine the unit's direction, policies, expectations, goals, objectives, etc. 4. Exhibit good work ethics by adhering to all time and attendance policies, as well as safety rules and regulations. 5. Participate in at least one training course, session, etc. to learn and implement relevant information regarding field testing and department needs. E. Safety 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report any incident, unsafe practice, or near miss to your supervisor. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc. Know the "safety six" evacuation route, what to take with you, where to go, who to check with, your ability to evacuate, and your responsibility while waiting. F. Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. G. Follow PennDOT and Bureau policies, expectations, goals, and objectives. 1. Act professionally and foster positive relationships with peers, supervisors, Engineering District and County Personnel, vendors, and the general public. 2. Attend necessary meetings with other PennDOT personnel and management or non-PennDOT personnel concerning unit issues, personnel, programs, concerns, and other Division/Bureau/Section issues. 3. Attend and participate in scheduled staff meetings. Report concerns, needs, and accomplishments. Determine the unit's direction, policies, expectations, goals, objectives, etc. 4. Exhibit good work ethics by adhering to all time and attendance policies, as well as safety rules and regulations. 5. H. Succession Planning: Participate in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department Green Plan Policy (Pub 712) and the associated principles.
