Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is an administrative and technical position which is responsible to serve as the lead Business Analyst within the Motor Vehicle Production Application Support Section (PASS), this section is within the Driver and Vehicle Services (DVS) Program Management Office (PMO). This position serves as the functional expert for several highly complex Information Technology (IT) systems within DVS. This employee oversees the conceptualization and implementation of any new modules for existing IT applications which may be mandated by state and/or federal or regulation or changes in the business priorities or practices. This position serves under the supervision of a Motor Vehicle Program Applications Business Analyst 4. This position is responsible for advanced analytical work in the adaptation and maintenance of various systems such as: Commercial Motor Vehicles (CMV), dotCentric, Inspection, and Dealers. These applications support over 13 million Motor Vehicle registration holders, Law Enforcement, numerous PennDOT Business Partners. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. •Serves as lead when providing technical and analytical support associated with the development and maintenance of complex, automated data processing systems. •Applies System Development Life Cycle (SDLC) methodologies to ensure that the development proceeds in the most effective and efficient manner. •Supervises a staff responsible for the development and maintenance of the 20+ Applications and Interfaces listed below: Inspections, Dealers, FA (Financial), Enterprise Content Services (ECS), Enterprise Security Services (ESEC), VR Payment Cards, Report/Data Requests, Electronic File Transfer (EFT) Support, Call Center, Finalist, Commercial Motor Vehicles (CMV), dotCentric, Digital Image Exchange (DIE), Business Partner Support, DotImage, PDIF, IRP, Messengers, OLM’s, OLRP’s, TSO, ITOM’s. •Direct, Plan, Schedule, and Evaluate the work of all Motor vehicle related systems including CARATS / MVDLS and additional applications. • Manages Unit work efforts to achieve Bureau and Deputate goals within established management policy and facilitate the acquisition of resources and training needed to support Bureau initiatives. • Lead small to mid-sized project-based development teams, coordinating analytical and development efforts associated with the adaption of various systems. • Communicates verbally and in writing with management level personnel within PennDOT, Bureau of Solutions Management (BSM), Bureau of Infrastructure and Operations (BIO), Contractors,(IE: Application Management Services (AMS)), Internal Business/Processing Areas (IE: VR Suspension, Paid Information, DEX, Medical, School Bus, Counter, PRRS), External Business Partners (IE: OLM’s, OLRP’s AAMVA, Integrators) , Product Vendors (IE: POLK, Precisely, SAPIENT), Law Enforcement (IE: JNET, PSP, DOS, DOR, DOH) and others as assigned. • Communicates periodic projects status reports to executive management. Critical issues are communicated immediately for resolution. • Directs and organizes task assignments within the Section. • Participates in interviews and selection to fill posted vacancies. • Assess cause(s) and solutions with options for resolution of application system problems/enhancements. • Meets with appropriate requesting agency personnel to define the problem outlined in the original request, to analyze it in terms to computer systems applicability, to assist in determining a method of solution and define desired output. • Serves as project lead and subject matter expert for as applicable. • Provide Technical Expertise to support maintenance for CARATS and other applications. • Participates in the development of flow charts, input/output requirements, programs, and test data. • Manages change requests utilizing assigned/applicable tracking tools. • Oversees and facilities business requirement gathering and documentation sessions with IT and programmatic/business staff to develop a total IT solution that meets all the business needs. • Acts as contact person for business staff when problem is encountered with the business applications. • Acts as the Release Manager for all quarterly releases for CARATS application enhancement updates as well as any other system changes which impact CARATS applications. • Acts as the lead in weekly critical path meeting to ensure that identified enhancements/defects are completed on schedule. • Responsible for prioritizing, coordinating, and assigning the work done by Business Analysts for each quarterly release. • Responsible for writing and cataloging One-Page write ups for all proposed CARATS system changes. • Works with IT staff to prepare, provide, and catalog Ball Park Estimates (BPE) of requested CARATS and MVDLS changes. •Responsible for ensuring that the correct fee waiver code is used and properly documented whenever a fee waiver is necessary to process a customer transaction. Complies with all aspects of the Fee Wavier Guidelines. •Responsible for keeping a desk manual on all tasks performed within this position. •Comply with the Driver and Vehicle Services Customer Service Policy and ensure that Commonwealth Information Technology Bulletins (ITBS) are utilized in all work performed. •Performs a full range of supervisor duties. |

Assignments are reviewed for completeness and analytical correctness. •This position is responsible for highly complex decision making in regard to the support of existing IT applications used by Driver and Vehicle Services. |
