Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as the District Bonded Roads Coordinator, the Marcellus Shale Coordinator, and as an Assistant Permit Engineer for District 4. Supervises departmental and consultant inspectors.

Applies engineering knowledge in the review and inspection of permits-related projects; and in the review and approval of letters of local determination; and to calculate and determine needed and appropriate repairs and upgrades to damaged bonded roads. Oversees the permit review process coordinating project development with the permit applicant, their engineer, and other units within the Department.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides engineering guidance related to PennDOT’s engineering policies, standards, and requirements to permit customers and departmental personnel in counties and other units. Works with county Maintenance personnel to determine which roads are to be posted for reduced weight limits. Assists the Assistant District Engineer for Maintenance with the establishing of rules and procedures governing the maintenance of roads under heavy haul agreement.

Conducts traffic and engineering studies such as pavement studies for the purposes of posting weight restriction on bonded roads. Applies engineering knowledge related to pavement structure and regional geotechnical features to perform calculations and recommend weight restriction. Reviews engineering studies such as pavement analysis, and reviews letter of local determination including total expected loading, and historical roadway performance. Applies engineering practices and principles to perform more advanced review of applications for letter of local determination. Issues letters of local determination and revokes as necessary.

Performs engineering calculations to determine Estimated Annual Life (ESAL). Evaluates submissions based on usage, and on current and available ESALs for De Minimis use permits.

Applies engineering knowledge to assist in the design of road upgrades and repairs for bonded road usage Excess Maintenance Agreements (EMAs). Reviews the proposals for repairs and upgrades provided by the hauler’s engineer to ensure compliance to PennDOT standards.

Makes preliminary reviews of posted routes to determine existing damage prior to the execution of hauling agreements; completes all necessary forms for establishing heavy hauling agreements; prepares all letters and correspondence concerning routes under agreements; maintains necessary file for each agreement.

Coordinates bonded roads and local determination with the special hauling permit staff.

Works with District fiscal staff to coordinate invoicing and unpaid bills relating to bonding agreements.

Applies engineering knowledge in the review of Highway Occupancy Permits and plans for accuracy in conforming to sound engineering practices and Department regulations and standards, which includes location, drainage, safety and geometry. Coordinates the review of permit plan submissions by other units for drainage, safety and signalization, geometric designs and structure analysis. Reports to and coordinates all activities through the District Permits Engineer.

Uses engineering judgment in the research of existing Highway Occupancy Permits to conclude if existing conditions are parallel to conditions stated in the permit. Assists the Permit Engineer in gathering existing roadway conditions for documentation on extensive Highway Occupancy Permit projects (i.e., sewer or water main installations).

Estimates extent of damages of occupancy requests for security requirements. Reviews occupancy sites before and after completion in order to act on the permit and to determine if applicable Departmental specifications and other requirements have been met.

Provides technical assistance on problem areas relating to restoration for permit inspectors assigned to specific projects.

Reviews routes and agreements periodically to determine damage resulting from heavy hauling; informs user of needed repairs; ensures that user performs required maintenance and repairs to routes under agreement; informs Department maintenance force of the types of needed repairs required to be performed by them on routes under agreement.

Performs final inspections of routes under agreement prior to the termination of agreements.

Serves as the Marcellus Shale Coordinator with a concentration on field repairs, reconstruction, inspection, and planning of all operations.

Reviews and approves blasting plans and mining permit applications.

Performs the full range of supervisory duties over departmental subordinates. Schedules, assigns, and reviews work and inspection reports of departmental and consultant Transportation Construction Inspectors (TCIs) for completeness and provides guidance regarding proper report completion. Reviews and approves consultant time and mileage sheet.

Reviews and approves M-805 monthly sign offs for the staff vehicles. Assigns initial, interim, and final inspections to the TCIs. Creates and maintains a schedule for the roadway condition surveys for the TCIs to complete.

Schedules construction repair inspection staff for bonded company upgrade projects and when bonded companies are repairing road damages. Provides guidance and updates to the TCI staff regarding, and ensures compliance to the Posted and Bonded Roads policies and procedures and Pub 213 compliance.

(FLSA) - Fair Labor Standards Act

Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of
