Position Purpose:

This is professional educational work providing leadership and technical assistance in the development, improvement and expansion of educational programs at the elementary and secondary level. The primary focus of effort is to improve teaching and learning to assist students to achieve high academic standards. An employee in this position provides advisory, consultative and developmental services to school districts, intermediate units, non-public schools and charter schools on the following significant educational programs totaling over $800 million of the Every Student Succeeds Act: Title I, Part A; Improving the Academic Achievement of the Disadvantaged; Title I, Part D, Neglected and Delinquent Institutions; Title II, Part A, Supporting Effective Instruction; Title III, Part A, Language Instruction for English Learners and Immigrants; Title IV, Part A, Student Support and Academic Enrichment.

This position also acts as program manager for the Title IV, Part A, Student Support and Academic Enrichment as well as coordinates the federal quarterly LEA Data Collection requirements.

This professional also works with members within the communities on issues which impact student achievement and attendance. In this position, the employee will provide technical assistance on the development of high quality educational programs that focus on student support and academic enrichment to assist students in achieving high academic standards. This professional will also engage in monitoring and evaluating educational programs consistent with federal and state laws and regulations. Collaboration with other division and bureau staff as well as with federal and other state agencies is also a significant part of this employee’s professional responsibilities.

Description of Duties:

1. Division of Federal Programs Regional Coordinator. Duties include:
~Provide technical assistance to school districts, intermediate units, vocational technical schools, non-public schools, charter schools and community agencies regarding the development of programs under the federal Every Student Succeeds Act (ESSA) which impact student achievement and attendance. Primary focus of employee effort is to improve teaching and learning to assist students to achieve high academic standards.
~Develop and provide training for state and national conferences and workshops for teachers, administrators, counselors, parent groups, service providers and others involved in the development and implementation of a variety of educational programs. Primary focus of employee effort is to improve Title IV, Part A programs focusing on student support and academic enrichment in order to achieve high academic standards.
~Provide consultation and technical assistance services to local public and non-public school entities, including intermediate units, local government and community agencies in the development, maintenance and evaluation of programs for students in public and non-public schools. Primary focus of employee effort is to improve teaching and learning to assist students to achieve high academic standards.
~Provide consultation, technical assistance, support and monitoring to consultants, program reviewers, peer review panelists and others as appropriate.
~Work cooperatively with other divisions, bureau staff, and State and Federal Departments on the integration of educational support programs with other programs designed to assist in the improvement of student achievement.
~Develop and conduct program monitoring and evaluation activities which will improve student achievement.
~Develop reports, materials, guidelines and publications which will assist professionals in the schools and community members on the development of effective programs in order to assist students achieve high academic standards.

2. Program Manager for Title IV, Part A (Student Support and Academic Enrichment) of ESSA. Duties include:
~Managing the LEA grant application on eGrants;
~Provide technical assistance and guidance to LEAs and DFP staff on the allowable costs and guidelines related to the implementation of the program at the LEA and state level;
~Develop and update state policy based on reviews of federal law and guidance;
~Review and approve grant applications to ensure they comply with all federal, state and local guidelines;
~Develop monitoring protocols to be used for statewide monitoring of LEA programs;
~Conduct program and fiscal monitoring visits;
~Serve as the state point of contact with the United States Department of Education regarding the administration of this grant;
~Attend meetings, as needed, with USDE to ensure state compliance with all federal regulations;
~Present Title IV, Part A updates for LEAs at state/local meetings and workshop;
~Train and/or update DFP staff on changes in the Title IV, Part A law, as needed.

3. Other related duties and responsibilities assigned by Supervisor.
