Position Purpose:

Provides direct supervision for the overall operation of the Office of OSII to include the Criminal/Administrative Investigations Unit, Background Investigations Unit, CLEAN/NCIC, JNET TAC Coordinator, the Clerical Unit and the Department’s Intelligence Unit. In this capacity, the responsibilities include ensuring that efficient and effective investigations are completed in each unit, along with ensuring that appropriate and factual intelligence is garnered by the Intelligence Unit. Facilitate support in all areas for staff, both in-house and Department wide to ensure integrity and security is maintained.

Responsible for the supervision of directing of investigations, gathering of intelligence, completing thorough Background investigations, ensuring all CLEAN/NCIC and JNET applications are completed within established guidelines and all clerical functions are completed in a timely fashion. Review, approve and coordinate for dissemination confidential reports regarding prison radicalization generated by the Intelligence Unit. Conduct debriefings as necessary in conjunction with intelligence gathering.

Supervision includes planning and organizing work, assigning work, determining work priorities, reviewing work performance, receiving and resolving complaints, interviewing and recommending employee selection, reviewing and approving leave requests and evaluating the training needs of subordinate staff. Work performance and effectiveness of program development are reviewed by the Secretary of Corrections through conferences and evaluation of reports.

Supervises criminal/administrative investigators and participates in investigations of allegations made by inmates, relatives, judges, legislators, civilians and concerned organized groups regarding improper care and treatment of inmates and staff at state correctional facilities. Prepare executive summaries on completed investigations for distribution to executive staff. Supervises criminal/administrative investigators and participates in investigations of alleged crimes committed by agency employees and inmates and conducts other investigations assigned by the Secretary of Corrections. Initiates contact with prosecutorial agencies or DOC Labor Relations relative to criminal/administrative proceedings against employees, inmates and/or visitors. Provides testimony as required at subsequent hearings and or trials.

Supervises the DOC Intelligence Unit, a unit that is dedicated to Prison Radicalization ensuring that all intelligence garnered is factual and precise. Maintains a liaison with the Joint Terrorism Task Force (JTTF) and provides necessary briefings to the Secretary of Corrections and the JTTF either through written communication or verbally. Ensures that staff assigned to this Unit maintain liaisons with outside agencies including the FBI, Secret Service, Homeland Security, PSP and any other entity that has interest in National Security and all Departmental Security Offices in order to gather, analyze, and appropriately disseminate the Intelligence gathered. Identify, validate and monitor all Security Threat Group (STG) members and provide intelligence that is monitored to facility administrative and security staff. Provide a quarterly intelligence report documenting all intelligence efforts and accomplishments to the Secretary of Corrections, the Executive Deputy Secretary of Corrections and the Superintendent for Internal Security, SCI Graterford.

Supervises and participates in investigations of reported escapes and suicides occurring in correctional institutions and facilities.

Supervises the Abuse and Training Unit that is responsible for the review of all abuse investigations that are conducted by the State Correctional Insitutions. This unit tracks all abuse investigations and maintains investigative files for those cases.

Ensure that confidentiality is maintained within all units of OSII.

Provides technical assistance to Central Office staff and DOC facilities relative to criminal and administrative assignments.

Develops and maintains liaisons with federal, state and local law enforcement agencies

Plans and organizes work, assigns work, determines work priority and reviews work performance of staff supervised.

Evaluates employee performance and prepares and signs employee Performance Evaluation Reports. Reviews and signs employee Performance Evaluation Reports as reviewing officer.

Receives complaints, conducts initial investigation into causes and conditions, discusses with employee and resolves or recommends solutions to complaints received.

Interviews prospective employees and recommends employee selection or ranks applicants as determined through the interview process for employment.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Approves or disapproves leave requests.

Evaluates training needs of subordinates and trains and/or requests further training for subordinates.

Performs other related duties as required by the Secretary of Corrections.

Requests for investigations are generated from the Secretary of Corrections, Executive Deputy Secretary and Deputy Secretaries. All other investigations and assignments are at the sole discretion of this employee. Supervision of all units assigned to the Office of Professional Responsibility.
