Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manages and coordinates District and County Maintenance Organization Safety Programs funded by Transportation Improvement Program (TIP) money and designated as Highway Safety Improvement Projects (HSIP). Liaises with the Highway Safety and Traffic Operations division of Central Office regarding the HSIP program, District Highway Safety Plan, and other safety related topics. Develops and administers the District’s Risk Management program addressing highway hazards, promoting safety, and managing TORT liability in the District. Manages 715 Safety Funds and recommends prioritization, project scope, and funding for District-led low-cost safety improvement projects. Develops and monitors a comprehensive list of low-cost safety projects for County Maintenance safety spending plans. Coordinates the activities of the County Maintenance organizations with regard to expenditures of safety funding. Recommends safety projects for the Transportation Improvement Program (TIP) funding through fact-based analysis and stakeholder input (includes Section 148 HSIP Funding and traditional TIP funding categories). Develops, administers, and maintains a District Highway Safety Plan for the purpose of reducing highway crashes and fatalities. Collects and analyzes safety data to select locations and develop corrective action plans as part of the annual District Highway Safety Plan. Conducts and reviews safety studies. Analyzes proposed safety projects and recommends a plan to address and improve existing conditions. Prepares and reviews safety analyses utilizing PennDOT Highway Safety Manual analysis tools, AASHTO ISATe, the Benefit Cost Analysis tool, and other accepted methods. Prepares Plans, Specifications, and Estimate (PS&E) bid packages for traffic engineering projects related to signalization, new intelligent transportation systems (ITS), ITS maintenance, safety, signing, line painting, etc. Prepares contract bid documents for multi-county contracted safety projects. Administers consultant agreements and manages projects including, but not limited to, the following: Safety Milled-Rumble-Strip Contract; TIP projects such as Interstate Guide Sign Upgrades, Guide rail, Safety Line Items, etc. Performs Project Management for assigned traffic unit contracts including but not limited to guiderail, high-friction surface, and rumble strips. Administers and/or assists with grant programs such as Automated Red-Light Enforcement (ARLE) and Act 89 (municipal traffic signal) funded initiatives. Coordinates and manages guiderail review for the District Traffic Unit. Investigates complaints, responds to inquiries, attends meetings, provides training and guidance, and prepares related correspondence on policies and regulations for legislative, municipal, law enforcement, and the public. Manages District Bicycle Pedestrian Coordination efforts and Trail Crossing Administration for the purpose of accommodation, enhancement, and promotion. Reviews Bicycle Pedestrian and Trail Crossing projects and performs field reviews for compliance and proper placement and functioning. Assists with processing Bicycle Pedestrian and Trail Crossing agreements, shared use path agreements, and reviewing crossing plans for conformance to Department standards. Coordinates contact from members of the legislature, municipal officials or interested citizenry regarding safety concerns. Responds to complaints concerning traffic problems or hazardous roadways or intersections. Coordinates and communicates with partners, agencies and consultants in monitoring project schedule development. Also required to monitor these projects through construction, including compliance to design commitments, etc. Represent the District Traffic Engineer when needed. Performs other related duties as required. Safety (all employees): 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate contractor operations: -Immediately stop unsafe actions -Engage in ongoing safety dialogue with the contractor’s leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: -Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. -Continuously communicate the safety direction. -Inspire employees to be a MODEL for safety. -Encourage and support safety initiatives and programs by participating and involving staff. -Recognize safety daily. -Acknowledge EXTRAORDINARY achievements. -Learn and improve through After-Action Reviews (AAR’s) -Enforce accountability. Succession Planning: (Employees): Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Managers/Supervisors Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): For Supervisors: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
