Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Acts as the Secretary of Human Services designee in reviewing liability imposed on residents of State owned and operated mental health hospitals and intellectual disability centers and units. Develops, assembles and disseminates reports for use within and at levels above the Section, prepares procedural updates to the Facility Reimbursement Operations Manual (FROM) and provides direction to field offices located in state-owned mental health and intellectual disability hospitals and centers. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Approves or denies requests of reduction in liability for clients residing at the State's mental health hospitals and intellectual disability centers and units. This responsibility includes, but is not limited to, comprehensive review of requests for reduction in liability based on hardship or clinical considerations, active gathering of additional data to facilitate decision making, deciding whether or not to approve elimination (abatement) or partial reduction (modification) of liability or to deny the request. Researches, reviews, analyzes and prepares/disseminates procedural guidance with regard to application of 55 PA code Chapter 4310, Client Liability - State MH/ID Facilities. Appraises changes to methodology for gathering client financial information and assessing client liability. Based on these appraisals, establishes and furnishes procedures for use by the reimbursement offices covering the state facilities. Ensures that these procedures are reviewed, approved and distributed by appropriate staff. Represents the Department at hearings conducted by the Bureau of Hearings and Appeals (BHA) on appeal of denial and responding to requests for reconsideration of BHA hearing official's decisions on behalf of the Secretary of Human Services. Reviews all requests for Write-Off that are submitted to ROS Central Office and makes recommendations to the supervisor either to approve or deny. Develops and maintains all reports associated with this process. Performs independent or team-centered analysis of records and on-site review of data and methods at facility reimbursement offices designed to gauge the effectiveness of operational procedures, work processes and staff structure. Renders reports which recommend changed work methods to improve productivity, enhance automation and to upgrade management practices. Prepares correspondence for the Section Administrator and/or the Division/Bureau Director which issue improved methodologies to field supervisors/program office heads and/or facitity administrations statewide. Preparing and conducting topic specific training for reimbursement operations facility, field, management and support staff. Facility and field staff training includes, but is not limited to, preparing training packages and visuals for a comprehensive presentation of the regulatory, assessment and appeals processes of the reimbursement function. Management and support staff training includes, but is not limited to, providing overviews and one-on-one training in the abatement/modification/appeals process to facility and/or other section staff to enhance their understanding of these processes and to facilitiate management decision making. Acts as the Reimbursement Operations Section's interface with the Department's Management Services Division in the restructure, design, development, final production and distribution of reimbursement office specific forms. Conceptualizes and prepares forms, obtains management approval, introduces formats to the Management Support Division, proofs drafts to final and directs initial distribution. Decides stockage level and method of obtaining subsequent supply of forms. Develops, assembles and disseminates reports. Analyzes data contained in field reports. This function includes, but is not limited to, the Quarterly Fee-For-Service Statistical report and the Monthly Reimbursement Report. Posting of bank deposits to SAP for site facilities, as needed. Generates sweep of monies from local bank to Treasury account. Prepares daily record of deposits for Comptroller and Treasury review and is responsible for records management of all related documentation. Develops and updates training documentation for use by Central Office staff. Prepares responses to inquiries on patient liability for the signature of the Secretary, Deputy Secretary for Administration, Bureau Director, Division Director and Section Administrator. Maintains and updates the 100 and 200 portions of the FROM (Facility Reimbursement Operations Manual). Provides on-site technical assistance as needed. Performs other job-related duties as assigned. |
