Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a management position in the Bureau of Planning and Research Geographic Information Division Geospatial Services Section responsible for managing personnel involved in major technical activities creating, maintaining, analyzing, and distributing spatial data for transportation planning and engineering purposes.

Description of Duties:

Works with considerable independence managing all aspects of Geographic Information System (GIS) production for transportation planning and highway engineering.

Manages subordinate specialists in transportation planning programs.

Manages the utilization of Esri ArcGIS software to create, maintain, analyze, and distribute spatial data and to produce maps, charts, graphics and other visual displays of data for programs within the Department involving highway, multi-modal, and planning systems.

Prepare budget needs in coordination with bureau budget personnel and timing cycles.
Understands and can discuss GIS based applications such as VideoLog, Interactive Straight-Line Environment (ISLE), PennDOT OneMap, Posted and Bonded Viewer, Roadway Condition Reporting System (RCRS), Crash Data Analysis and Retrieval Tool (CDART).

Manages Bureau involvement in GIS implementation / distribution at District, County, and other Department offices and bureaus. Activities include managing: the District GIS Users' Group, GIS training, mass communications efforts, and GIS scenario analysis.

Composes letters, e-mails, and reports responding to inquiries about spatial products, including executive correspondence and Outlook resource account submissions, in a timely manner.

Provides customers with estimated levels of effort and anticipated delivery dates considering current workload, materials, and data and staff availability.

Prepares and delivers presentations to local, regional, and international audiences on the use of spatial technology as it relates to PennDOT planning and programming.

Keeps apprised of recent automated developments and applications of GIS and mapping technologies, particularly in transportation planning, highway engineering, and related fields.

Anticipates and merges trends with Department initiatives. Identifies a means to utilize techniques to improve Department business and GIS operations in the present and future. When applicable, recommend the procurement of geospatial tools and data.

Assists with the management of consultants engaged in the development of GIS solutions as required.

Participate in consultant selection activities as requested.

Manages the development, implementation, and maintenance of graphic data files such as various boundaries, and centerline files including the rectification to ortho-photography in support of the statewide mapping program and GIS.

Coordinates geospatial needs with Office of Administration (OA) Infrastructure Economic Development Delivery Center (IED) system administration and database staff as required.
Direct and coaches staff to seek the best available data for use in their workflows.
Coordinates the sourcing, evaluation, and integration of external graphic and spatial data sets to support cartographic and geospatial functions.

Conducts regularly scheduled staff meetings; maintains open communications. Identifies and encourages Geospatial Information Section staff to participate in relevant training and professional development activities.

Manages or participates in externally populated spatial groups, task forces, and special projects such as the Planning Partners GIS/Data Work Group, Geospatial Technologies Steering Committee (GTSC), Mid-Atlantic Geospatial Transportation Users' Group (MAGTUG), GeoBoard task forces and work groups, Peer Exchanges, Applications of Enterprise GIS for Transportation (AEGIST), USGS Board on Place Names, and American Association of State Highway Transportation Officials (AASHTO) GIS-T, including the development of agendas, hosting, and publication of minutes.

Manages goal setting efforts of the Geospatial Services Section.

Manages mechanisms to distribute spatial data with internal and external customers.

Manages the creation of spatial metadata for Transportation Planning and Engineering data according to Commonwealth GIS policies and standards.

Manages and serves as a consultant to Department staff seeking guidance on spatial technologies and analyses to improve Department business processes.

Assists the Geographic Information Division Manager with the implementation of Division strategic initiatives set forth by executives and bureau management.

Manages other Bureau and Geographic Information Division business as assigned.

Training, including out-of-state travel, may be required.

The majority of work assigned to this position is performed on a continual basis with limited supervision. New assignments are distributed by the immediate supervisor. Work is reviewed by the immediate supervisor for adherence to overall policy and objectives.

Work is assigned to subordinates orally or in writing based on the nature of the assignment. Progress is reviewed at predetermined milestones and data accuracy is reviewed prior to dissemination.

Essential Functions
