Position Purpose:

This is a professional, consultative and administrative position which requires the employee to be responsible for the development of statewide policies, practices and programs regarding employment services for individuals with an intellectual disability and/or autism.

The incumbent plans, reviews, analyzes and evaluates the employment programs and initiatives within the ODP. Work involves providing guidance and technical assistance both internally and externally to assure statewide compliance with federal and state requirements and objectives. An employee in this job ensures implementation of employment program improvements and recommends best practices to improve the quality of employment services being provided. Work also involves representing ODP at meetings and conferences as well as preparing and delivering presentations and preparing reports.

Reviews, interprets and analyzes federal and state laws and regulations and court decisions impacting the ODP’s employment services to determine the necessity of developing new policies or revising existing policies.

Serves as the ODP Central Office Lead for employment, which includes scheduling meetings and determining the meeting agenda as well as collaborating to interpret regulations, policies and procedures related to employment with the four regional ODP employment leads.

Routinely reviews and evaluates employment reports and data available from the following sources: provider monitoring, supports coordination monitoring of individuals, Independent Monitoring for Quality data, National Core Indicators, utilization data in the Home and Community Services Information System, and ODP's Employment Dashboard. This information is used for the purpose of policy development, making recommendations for quality improvement and ensuring statewide consistency in the application of ODP's employment policies.

Travels across the Commonwealth to provide consultation to employment providers, Supports Coordination Organizations, Administrative Entities and County Mental Health/Intellectual Disability programs regarding policy and regulatory interpretation and management practices. This includes accompanying regional ODP staff to onsite visits to address specific employment issues and to follow up on problems/concerns as necessary.

Advises ODP staff, employment providers, Supports Coordination Organizations, Administrative Entities and County Mental Health/Intellectual Disability programs of best practices to improve the quality of employment services provided to individuals.

Responds to and resolves questions and complaints received regarding employment services.

Responsible for the development and implementation of monitoring instruments and survey tools, analyzing monitoring data, and providing technical assistance to correct identified compliance issues and improving competitive integrated employment outcomes.

Serves as the ODP Central Office Lead for the development and organization of statewide trainings for ODP staff, employment provider staff, Supports Coordination Organizations, Administrative Entities, County Mental Health/Intellectual Disability programs, Office of Vocational Rehabilitation staff, and other stakeholders on employment related topics, including ODP's Regional Employment Symposiums.

Provides training to ODP staff, employment provider staff, Supports Coordination Organizations, Administrative Entities, County Mental Health/Intellectual Disability programs, Office of Vocational Rehabilitation staff, employment coalition meetings, provider association meetings and transition coordinating council meetings on new or revised policies and regulations impacting employment services as well as national and state employment initiatives.

Participates in the development of policy relating to employment, including the development of service definitions, waiver amendments and a means to evaluate the provision of employment services to increase competitive integrated employment outcomes for individuals receiving Medicaid Waiver and state funded home and community-based services.

Participates in the development and ongoing implementation of Memorandums of Understanding (MOU) with other state offices and entities, including the Office of Vocational Rehabilitation.

Reviews and evaluates the employment services provided to individuals by Administrative Entities, Supports Coordination Organizations, and providers, including but not limited to; examining records, administrative policies and practices to ensure federal and state regulations and requirements are met.

Resolves issues, provides clarity and assists with the coordination of referrals and employment services provided by the Office of Vocational Rehabilitation district offices, Administrative Entities and Supports Coordination Organizations.

Serves as the liaison to the Office of Vocational Rehabilitation in developing and providing joint policies, initiatives, and trainings to OVR counselors and human service professionals to increase state and local collaboration and thereby increase competitive integrative employment outcomes.

Participates in the development and implementation of data systems that enhance accountability, quality and oversight of ODP employment programs.

Prepares briefing materials for the Governor, Secretary of Human Services, Deputy Secretary of ODP and other executive staff including responses to letters, press releases, and requests for information regarding employment services.

Prepares materials, narratives, data, graphs, and updates information for both internal and external reports related to employment, employment data, and employment services, including, but not limited to materials and data for ODP's Information Sharing and Advisory Committee (ISAC), DHS PeopleStat Office, the Employment First Oversight Commission (EFOC), and ODP's Employment First Report.

Serves as the ODP liaison for the Pennsylvania Statewide Leadership Team for Transition to improve employment and post-secondary education outcomes for youth with disabilities. Provides updates on behalf of ODP and develops opportunities to collaborate on programs to benefit school age youth with disabilities. Also serves as a member of the planning committee for the annual Secondary Transition Conference.

Participates and presents topical information at national and state conferences, seminars, and symposiums in the area of employment services delivery.

Work is assigned and supervision is provided directly by the Human Services Analyst Supervisor through individual conferences and ongoing review of work in progress and completed assignments. Work is performed with a high degree of initiative and independent judgment. Work includes policy analysis, data program planning and development, training activities and interagency coordination, collaboration and analysis.
