Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for serving as the Pennsylvania Insurance Department’s (PID) primary liaison with the Office of Information Technology (OIT) on the planning, development, and implementation of PID information technology projects and initiatives; advises on Department IT strategy; and leads the review and improvement of Department business processes. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Information Technology Project Management Liaison: Serves as PID’s business process and IT system functionality expert for all IT system development and modernization projects for the Department. Works in conjunction with OIT staff as PID’s primary liaison for IT projects, operations, and strategy. Leads, coordinates, and monitors work performed by Department staff including PID program leads. Coordinates interactions among Department staff, Department information technology staff, and vendor/contract staff. Represents the Department with internal and external stakeholders for PID projects, builds and maintains relationships with key stakeholders including insurance industry and consumer representatives. Oversees the implementation of the project scope document for projects. Oversees the change management process to ensure the implementation of the requested project scope. Adjusts project scope as necessary to meet program needs, timelines, and budgetary constraints. Assists in developing and maintaining the project schedule and leading its implementation in relation to PID program staff tasks. Works with program and IT leads to continually monitor the progress of project phases and to identify potential revisions needed to the initial schedule. Monitors project status and adherence to Service Level Agreements. Ensures issues are resolved within deliverable timeframes and ensures projects are completed within the scope and cost provided for in Change requests, Statements of Work, and maintenance contracts. Works closely with Department Executive Staff and project stakeholders to provide reports and updates of project status and to ensure the project meets Department and Administration initiatives and goals. Identifies, collects, analyzes, and reports on critical project metrics to evaluate project performance. Manages the project plan in relation to PID program staff tasks and coordinates with OIT to ensure that project staff implement and adhere to the plan. Ensures that all project stakeholders are in agreement with the project plan and any changes proposed to the project plan. Manages and defines project tasks, roles, and responsibilities for all PID program staff. Ensures that adequate resources are in place to complete project tasks and identifies gaps that may impede project progress. Notifies Executive staff and project stakeholders of anticipated risks and issues and oversees solutions to address project needs. Creates, manages, controls, distributes, and archives project management deliverables specific to PID program staff tasks. Develops and implements project risk management plan, procurement plan, staffing plan, communications plan, and quality assurance plan. Responsible for justifying and requesting changes to the budget in order to meet project needs as well as accommodate project changes. Ensures contracted resources are adhering to all agreed upon requirements. Oversees and reviews all future requests for contracted resources and ensures requests meet all appropriate Commonwealth and Department policies and procedures. Provides project management guidance and leadership to section leads including the program leads, information technology leads, and contract leads. Information Technology Strategy and Business Process Reengineering Oversees the strategic direction of the Department’s technology initiatives designed to improve the efficiency and effectiveness of agency technology resources with an emphasis on customer experience, consumer protection, and human-centered design. Advises Department executive staff and program management on Department IT needs and issues. Plans and organizes the prioritization of business process review and IT project requests for the Department. Works with program management and end users, including both internal and external stakeholders, to evaluate IT system effectiveness in meeting business process goals. Investigates and recommends business process changes and/or technology solutions to address goals and customer needs. Works extensively with Department executives and the OIT to represent and manage the technology needs of the Department to OIT. Provides review and analysis for updates of IT systems and/or business processes due to new legislation, policy initiatives, or case law. Reviews, evaluates, and comments on Statements of Work for future system development and/or enhancements. Leads Department efforts when new IT vendor contracts are needed. Engages appropriate staff and business partners to ensure requirements are gathered and clearly stated in requests for proposals and/or amendments to existing contracts. Coordinates user acceptance testing for the Department and ensures that systems are fully tested and all issues referred to the vender/OIT for review within contractual timeframes. Leads the planning and budgeting to obtain and deploy IT equipment and resources for the Department. Understands and communicates system capabilities and limitations as well as the interrelationship between the Department’s business processes and IT systems. Ensures effective communication of technology changes and updates with internal and external stakeholders. Prepares technical assistance guides, information communications, presentations, and instructions for both internal and external stakeholders. Leads and facilitates continuous process improvement throughout the department and its functions through the utilization of Lean principles and methodologies. Performs related duties as required. |
