Position Purpose:

Under the direction of the Water Quality Specialist Supervisor, this position is responsible for professional work in the field of Environmental Protection with emphasis on the storage tank program. An employee in this class performs a variety of duties within the northeast region, to ensure compliance with the Commonwealth's Rules and Regulations governing storage tanks.

If this position is filled as an environmental trainee, the individual will serve a 12-month training period. During this training period, there will be greater oversight of the employee's duties, formal training, and field inspection oversite.

Description of Duties:

An employee in this job performs the below listed duties, within an assigned geographical area consisting of one to eleven counties located within the Northeast Regional Office. The geographical assignment is dependent on staffing and work requirements.
Involves the oversight of regulated storage tank facilities to ensure compliance with the Commonwealth’s rules and regulations, permits and laws governing regulated storage tanks.

Responds to the reports of releases from non-regulated storage tanks and evaluates compliance with the PA Clean Streams Law. Deploys absorbent material, constructs interceptor trenches or underflow dams as needed. Performs follow up inspections to maintain interim remedial actions until no longer needed.

Investigates complaints and determines whether violations of the Storage Tank Act, Chapter 245 and or PA Clean Streams Law are warranted. Enters results of inspection into Complaint Tracking System.

Inspects regulated underground and aboveground storage tank systems and facilities. Completes and documents the inspection and any violations by completing inspection report, map and photograph documentation.

Reviews third party inspection reports for completeness and evaluates for compliance with the Storage Tank Act and Chapter 245. Moves forward with appropriate actions depending on compliance status.

Calculates preliminary civil penalties, issues Field Notices of Violations, Notices of Violations and Notices of Proposed Assessments and participates in administrative conferences at the facility.

Initiates and or participates in escalated enforcement actions.

Enters inspection results and enforcements in eFACTS.

Reviews submitted documentation for compliance for regulations and closes violations and enforcements in eFACTS when warranted.

Reviews closure reports for completeness and issues appropriate letters.

Collects water, air and soil samples, enters sample information into SIS, reviews sample results and issues letter to property owner reporting sample results.

Completes and submits Notices of Reportable Releases.

Collects GPS points at regulated and non-regulated sites.

Maintains assigned vehicle and complies with vehicle usage requirements per DEP policy.

Reviews eFACTS data for accuracy and completeness.

Maintains assigned personal protective equipment such as hard hat, safety goggles and air monitoring equipment.

Provides compliance assistance and training to facility owners/operators, municipal officials, third party certified inspectors and tank handlers and to the general public on the Storage Tank Act, Chapter 245, the PA Clean Streams Law and other policies and procedures.

Assists Professional Geologists and Geologic Specialists at Leaking Underground Storage Tank sites in performing an operational inspection, sample collection or evaluation of remedial actions
