Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Operates Districts Intelligent Transportation Systems (ITS) devices including, but limited to, Dynamic/Variable Message Signs (D/VMS), Highway Advisory Radios System (HAR’s), Closed Circuit TV cameras (CCTV’s), RCRS entries, and maintain accurate records.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

-Continuously monitor Live traffic data tools, CCTV's, Scanner, CB radio and 800MGZ radio.
-Receive and respond to all calls into the Traffic Management Center (TMC)/Road Condition Reporting System (RCRS) phones.
-Activate D/VMS and HAR’s.
-Enter events into RCRS.
-Monitor Pennsylvania State Police (PSP) & CRC emails.
-Maintain daily TMC call log.
-Write down all events on current ITS activation form
-Maintain Emergency Detour maps in all systems including IRP maps in RCRS.
-Provide 24/7 assistance as needed to Regional Traffic Management Center (RTMC).
-Maintains daily dairy.
-Attend various ITS meetings and exercises.
-When ITS operator is needed, provide ITS and RCRS services remotely after hours when required up to time of handoff to the RTMC.
-Maintain IRP library
-Remotely operates emergency traffic signal systems as needed.
-Coordinates District-wide ITS device activations by working with County Maintenance organizations, Construction Unit, Regional Traffic Management Centers (RTMC) and State Emergency Operations Center (SEOC) and other stakeholders.
-Ensure emergency detour information is current in all systems, including at minimum, maps of detour routes, and course of action, emergency roster phone listing, and a mailing list. Also, this includes the field inspection of the detour routes twice a year and ensuring missing and damaged signs are replaced.
-Be available 24 hour/7 days a week for ITS duties during incidents/events unless otherwise relieved by supervisor or other operator.
-Assists with the preparation of ITS contracts.
-Assists with preparation or reviews special provisions for ITS and maintenance projects as directed.
-Assists with catalog cuts for approval either at District level or for Central Office
-Maintains ITS downtime database.
-Maintains and organizes operation manuals for the TMC/ICC.
-Participates in District Scopings as needed.
-Assists with/performs field device inspections of ITS devices and records findings for ITS maintenance contract as directed.
Assists supervisor by performing field investigations and analyzing ITS criteria to determine solutions for traffic control issues.
Assists supervisor by gathering and analyzing traffic data, such as crash data, accident cluster locations, high speeds, passing areas, etc. to determine with devices are warranted; location of devices, and to prioritize projects.
-Apply knowledge of highway design and construction as related to ITS traffic control.
-Attends appropriate National Incident Management System (NIMS) training for PennDOT.
-Provide technical field diagnosis and repairs to equipment when required.
-Maintain files and records related to TMC.
-Performs other related duties.

Succession Planning:

*Take and active role in succession planning by completing a Career Development Plan in Collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:

Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. failure to comply with Department Green Plan Policy shall be documented in employee's performance review.

Fair Labor Standards Act (FLSA):

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

- Assist ITS Supervisor in developing and maintain the District 4-0 SOP Manual.

- Implement correct ITS devices, messages, sequencing, location, timing, etc during incidents/events response

- Work is performed with considerable independence and with general instructions from the supervisor or other in charge during the time of ICC activation.
