Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Contract Management Section, Division of Business Relationship Management, Health and Human Services Delivery Center (HHSDC); this position reports to the Contract Management Supervisor. This position provides IT contract management services to agencies in the HHSDC which includes the Department of Human Services (DHS), the Department of Health (DOH), the Department of Drug and Alcohol Programs (DDAP), Pennsylvania Department of Aging (PDA) and the Department of Military and Veteran’s Affairs (DMVA). |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work is assigned by the Contract Management Supervisor and/or the Lead Project Controller Assists with contract management issues for both internal and contracted staff throughout the deliverable management process, by managing contractor artifact deliverables from the point of submission through and including disposition. Communicates with all HHSDC Business Relationship Managers, Project Managers, system business users and other stakeholders on the project status maintaining tracking logs and is a liaison during the day-to-day management of the project in accordance with the Contract. Assists Contract Management Supervisor, Contract Management Team, Business Relationship Managers and Project Managers to organize and manage project deliverables by collecting and tracking project documentation. Manages documentation throughout entire life cycle by electronically filing for the full retention period. Performs Contractor User Management in accordance with Contract Appointments and Terminations and coordinates all user access with the Human Resource Center and Information Technology groups. At time of appointment validates requests for access, inputs HR requests for userid and employee number. Throughout the contractor’s tenure validates and inputs requests for software installations and access to a variety of projects, applications and services. Ensures timely removal of contractor userid including all associated software and access to projects, applications and services at the time of contractor termination. Provide processes, tools and techniques for coordinating and managing multi-agency enterprise projects. Participate in developing, improving and standardizing project management tools and processes. Assist project teams on the use of the proper deliverable management processes; artifact and deliverable review; track and analyze artifacts and deliverables for review and disposition, document and deliver status reporting. Performs other duties as needed. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Work is given in terms of broad range of goals and objectives and employee is expected to establish solutions within existing enterprise and departmental IT and Project Management processes, policies and standards. Supervisor may review work as necessary but relies on this position to take initiative to perform tasks accurately and efficiently without being micromanaged. Person is delegated to technical, large scale, HHSDC projects in which incumbent is expected to assist in the planning, controlling, monitoring and tracking. Responsibilities are carried out within a broadly defined mission. Achievements are measured in terms of contributions to efficient operations and the fulfillment of HHSDC objectives. Work is reviewed from a project management perspective in terms of feasibility, effectiveness and fulfillment of program and project objectives. |
