Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The main duties of this position are nuclear gauge calibrations, field evaluations of the American Association of State Highways and Transportation Officials (AASHTO) Product Evaluation & Audit Solutions pavement marking materials (PMM), optical tunnel testing, metals polishing /machining, and various duties pertaining to the nuclear gauge safety program. In addition, this position is cross trained to support the Physical Testing Lab. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs repair and calibration of nuclear moisture/density gauges. Operates a computer terminal and related software to conduct testing and calibration activities. Maintains nuclear gauge logs as required by the Pennsylvania Department of Environmental Protection. Performs nuclear gauge leak tests Administers distribution, tracking, and collection of nuclear radiation exposure badges (dosimeters) for Pennsylvania Department of Transportation (PennDOT) employees statewide. Packages and arranges shipment of dosimeters to districts and dosimeter service provider for evaluation and reporting. Performs Laboratory Testing Section radiation surveys. Tests PMM, raised pavement markers/snowplowable raised pavement markers (RPM/SRPM), sign sheeting materials/roll up signs (SSM/RUP), and various other related materials and prepares required reports. Performs duties required to conduct the field evaluation of the AASHTO Product Evaluation & Audit Solutions PMM test decks. Operates technically complex equipment such as a Delta LTL 3500, Delta LTL X, and BYK-Gardner Color Meter to evaluate retro-reflection, color, and durability. Assists in pavement markings forensics and analysis. Performs traffic control set-ups for the AASHTO Product Evaluation & Audit Solutions PMM test decks. Prepares metallographic specimens by polishing. Works independently under the guidance of a manager. Identifies samples for testing and equipment for calibration and assigns laboratory control numbers. Reviews TR-447 sample identification and specifications to determine which test methods are to be performed. Responsible for ensuring test equipment is properly maintained. Prepares samples and performs physical testing on polymers, concrete, steel, and other miscellaneous materials. Operates instrumentation and physical lab testing equipment and maintains a clean and organized work area. Works with a wide variety of metal and non-metal materials of substantial size and weight. Work comfortably on elevated fixed ladder manipulating both samples and tooling fixtures. Cross trains on physical lab test procedures. Maintains records of work performed including materials testing, equipment calibration, and related maintenance. Trains personnel in test methods and procedures under the direction of a manager. Fills out TR-447 forms for new products and samples from companies and inputs the information into the electronic Construction and Materials Management System (eCAMMS). Inputs all testing results into eCAMMS after the testing is performed. Participates in evaluation of new test methods and specifications and makes recommendations for improvements. Makes decisions on a daily basis as to which calibrations or tests get priority, specifications to follow, the required testing/calibration procedure used, and assures that priority testing is expedited. Keeps logbooks and records up to date. Assists in fabrication of specialized testing equipment. Responsible for preventative maintenance and replacement of analytical and traffic control equipment for the AASHTO Product Evaluation & Audit Solutions PMM test decks. Operation of certain pieces of equipment require the incumbent to possess a PA Commercial Drivers License (CDL). If the incumbent does not possess a PA CDL at the time of hire, they must obtain one within their initial 6-month probationary period. Must complete PennDOT Forklift Operation Training. Perform other related duties as required. This PD does not include every duty of the position and other duties outside of this PD may be asked. Safety 1. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA) Unless directed by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. Expected Work Results: See Work Results Section of Annual EPR. |
