Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The purpose of this position is to support the Division of Newborn Screening and Genetics mission of timely hearing screenings, evaluation and enrollment into Early Intervention by administering the Early Hearing Detection and Intervention (EHDI) program, serving as a liaison to submitters and other stakeholders, and providing program evaluation through data analysis. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administers the EHDI program in accordance with EHDI and Department guidelines, protocols and timelines to ensure all newborns receive a valid hearing screening, appropriate diagnostic evaluation, and treatment services: •Assists in the preparation of the EHDI program budget to ensure funding for program activities is identified and available. •Identifies out-of-hospital screening centers throughout the Commonwealth to ensure equipment and training is provided as necessary to increase screening rates. •Responsible for monitoring the out-of-hospital screening program performance to ensure program efficiency. •Serves as the project officer for the HRSA Universal Hearing Screening Grant, including the preparation of the grant application, budget and narrative, annual progress reports, yearly request for continued funds and carryover requests to ensure that funds are maintained and distributed in accordance with the grant. •Serves as the project officer for grant agreements/contracts that result from the federal grant funding to ensure program compliance. •Develops grant agreements, amendments and budget revisions as necessary; provides technical assistance to grantees as needed; monitors fiscal and programmatic activities; reviews and approves invoices; and conducts on-site monitoring to ensure that funds are maintained and distributed in accordance with the grant. •Prepares contracts, grant agreements, Requests for Proposals, Requests for Applications, Invitations to Bid and other procurement documents to secure funding and grantee services. •Improves public awareness and knowledge about newborn hearing screening in order to offer recommendations, technical assistance and educational services to health care providers to improve services. Serves as liaison to submitters and other stakeholders in accordance with Department guidelines, protocols and timelines to ensure communication, education, and support to program partners is clear and accessible: •Acts as a liaison to submitters (hospitals, birthing centers and midwives) and other stakeholders in support of newborn hearing screening, associated follow-up, outreach and education services to ensure all newborn hearing screening partners are educated on program policy and initiatives. •Acts as staff liaison to the Infant Hearing Screening Advisory Committee and the EHDI Advisory Group to ensure effective communication and planning occurs. •Communicates with state, regional and national organizations in order to improve program outreach. •Participates in projects and meetings with groups such as the National Center of Hearing Assessment and Management (NCHAM), Early Hearing Detection and Intervention (EDHI) systems, and Centers for Disease Control (CDC) in order to stay up to date with recent activities. •Responsible for the completion of the CDC annual EHDI survey in order to compare EHDI program data with national averages and best practices. •Supports the Cytomegalovirus (CMV) reporting process by assisting submitters record and submit CMV screening outcomes, and assimilating CMV education, guidelines and best practices to program partners and collaborators. Provides EHDI program evaluation and data analysis in accordance with Department guidelines, protocols and timelines to ensure program efficiency and effectiveness: •Performs program and data quality assurance activities and monitors program performance order to ensure the program deliverables are being met. •Conducts periodic needs assessment, prepares reports, and analyzes findings as part of ongoing program evaluation and modification in order to evaluate effectiveness and efficiency of programs. •Utilizes the newborn screening data system in order to review individual hearing cases, review program data, and utilizes reports in the system related to newborn hearing screening. Miscellaneous: •Maintains confidentiality of any Protected Health Information (PHI) encountered during the performance of job duties pursuant to the Health Insurance Portability and Accountability Act (HIPAA) in order to limit the disclosure of this information. •Becomes familiar with and is cross-trained in activities conducted by newborn screening program staff, including administration, outreach, education and follow-up in accordance with Division guidelines in order to support the Division as necessary. •Recommends program priorities in relation to Department, Bureau and Division goals in order to ensure the EHDI program stays current with internal and external initiatives. •Performs other related duties as required to meet the goals of the Division of the Newborn Screening and Genetics, Bureau of Family Health and the Department of Health. •Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |
