Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Collects, reviews, and participates in analysis of work plans to assist management staff ensuring the program is balanced and the labor, materials, equipment, and funds necessary to complete work plans are available. Collaborates with management staff in completing adjustments to work plans as required. Assists management by reviewing and analyzing data from Systems Applications and Products (SAP) Plant Maintenance and Roadway Management System (RMS) to ensure program goals are achieved and overall system control is maintained. Utilizes SAP to review foreman payroll information for accuracy. Utilizes reports to monitor work data information including production units completed, man-hours spent, equipment utilization, and material usage in fulfillment of work plans and works with appropriate staff to resolve any inaccuracies that may occur. Monitors roadside contracts services (i.e., tree trimming, spraying, mowing, dead deer pickup) to verify completed work activities. Assists and Coordinates Herbicide Spraying Activities. Coordinates tree contractors/matches approved work sites to crash clusters: Inspects highways within an assigned area to determine maintenance needs of tree cutting; scopes out project site locations, cost estimates, documentation, file maintenance & various tracking reports for tree cutting; coordinates work with vendor; matches approved work sites to crash clusters; reviews completed work; reviews 609 form to ensure proper payment to contractor; reviews Low Cost Safety reports (produced by District) to identify tree related items; and works with District to determine if body of work is low cost safety Monitors Dumpster Maintenance Contract: Works with Highway Foremen and the vendor to schedule pick-ups, verifies pick-ups are completed, maintains Strike Off of pick-up requests, and researches/resolves any discrepancies prior to payment. Supports cyclical maintenance activities: Runs SAP reports to monitor cyclical maintenance activities (i.e. crack sealing, seal coating, shoulder cutting); keeps track of worked performed and compares with the Annual Work Plan; keeps County Manager, Assistant Managers and RPC updated on completed work. Monitors Rental Equipment Usage to Planned work: Assists roadway program technicians with the rental equipment process; reviews payrolls for rented equipment hours; compares submitted hours with contract to ensure proper payment; identifies discrepancies; works with RPC to resolve discrepancies; and keeps track of hours paid and updates RPT2's to ensure enough hours are identified in SAP. Provides regular updates of Maintenance-IQ to support Maintenance Activities. Monitors SAP reports to minimize Zero Usage, Inventory Turnover, and assists RPC with the running of Zero Usage and Turnover Inventory reports and distribution of these reports. Works with RPC to ensure appropriate action is taken; works with RPC and RPT 2 with the preparation and analysis of SAP and AO reports used to improve materials and services usage efficiency, maintenance services activity efficiency, inventory accuracy and maintenance material quality. Coordinates litter pickup projects: Implementation (of Contract documentation), administration & coordination of field activities of litter pick-up groups such as Great Pennsylvania Cleanup & Adopt A Highway (AAH), this includes preparing and processing paperwork and applications, gathering/ordering supplies and signs, coordinating material/supply pick-ups and drop offs; meeting with public in conjunction with these programs and coordinating litter pick-up. Serves as Right to Know (RTK) Coordinator for County: Coordinates and administers the Right-To-Know Law in reference to the Open Records provision of this law; gathers requested RTK information for the District RTK Coordinator; composes and posts Safety Data Sheets (SDS) and Hazardous materials (Hazmat) labels for all materials stored at each stockpile; procures supplies to support field operations; works with the RPT(PA) 2 to coordinate and process the STD- (Surplus Property Disposition Form) and all requirements associated with the surplus process; and works with RPT2 to purchase non-contract/non-inventory items. Assists RPT(PA)2 with purchase requisitions, good receipts, transfers, issues and other SAP/CSR/SRM or other transactions required with the administration of summer and winter bulk materials. Serves as the County’s Primary Invoice reconciler. Processes multiple types of vendor payments including direct expenditure invoices, funds commitment invoices, SAP purchase order number invoices & other types of invoices. Verifies vendor invoices (including bituminous & fuel adjustments) are correct. Processes non-purchase order invoices as the receiver. Prepare & process SAP-7 (create SAP funds Commitment Reservation form) & SAP-8 (Adjust SAP Funds Commitment Reservation form). Reviews open commitment reports in AO and works with purchasers to decide whether to continue, close out, adjust or cancel purchase orders which have expired or no longer used. Process & prepare commitments for land leases. Prepares & processes documents required for payment for the replenishment of funds needed to maintain minimum balance of postage in the postage meter. Prepares and processes requests from vendors establishing documentation for PennDOT’s tax exempt status. Prepares and processes documents for liquidated damage claims resulting from damages caused by problem vendors. Prepares and processes payment for foreman ice purchased during the entire summer season. Prepares and distributes monthly spreadsheet identifying County manual list of contracts for the purchase of materials, services or equipment. Waste Tracking: Works with RPT(PA) 2 to maintain Waste Tracking Spreadsheet, to document waste type, vendor, classification of waste, processing method, units/quantity, cost, etc. Submits information to District Office. Ensures toner cartridges are properly recycled. Work with Automotive Mechanic Supervisors on procurement and payment of 813 purchases. Reconciles garage purchases monthly when necessary. Enter all items purchased by the garage on the US Bank Active Pay (access on-line) website. Responsible for the data entry of all project 813 items procured in the county. Responsible for the yearly visual verification, accounting and coordination of Capital Equipment Management Inventory System (CEMIS) inventory by traveling to each stockpile to visually verify the equipment issued to the stockpile/foreman. Records manufacturer, model number & serial number of each piece of CEMIS equipment. Crossed trained to back-up other RPT1 Back-up for Storeroom Responsible for storeroom functions which include, preparing purchasing requests for storeroom supplies, receiving, storing, and distributing parts and supplies, and performing storeroom inventory functions. Travel overnight, as required, to attend training sessions. During Winter Season (November to April) provide radio coverage when needed per County Procedure. Performs other duties as required. Implements the environmental protection requirements of maintenance work activities performed by the employee. Also, fulfills the environmental management requirements designated for this title in environmental training programs. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives. Attends environmental training designated for this working title. SAFETY: Assess your environment and be responsible for your safety, the safety of co-workers, and the public. Attend required safety training and adhere to the requirements of all safety manuals, policies and laws. Immediately report to your supervisor any incident, unsafe practice or near miss. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.) know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. |
