Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs on site safety reviews, as the District Project Safety Officer (DPSO), on highway construction projects. Track, receive, and review IIC monthly safety review checklists on all projects in construction status. Enforces Department work and safety rules. Provides expertise on safety and labor compliance matters. Monitors and identifies potential safety hazards on construction projects and communicate deficiencies to appropriate personnel. Represent the Construction Unit for the District's Office Safety Committee by attending the meetings and keeping the Construction Unit aware of new information. Attends pre-construction conferences to inform contractors of safety required submissions and safety responsibilities, and reviews contractors' safety plan. Track, review, and distribute contractor's safety plan submitted by the contractor. Responsible for directing and administering programs to assure contractor with all applicable Federal, State Labor, and Safety Laws, and EEO Regulations within the District. Reviews wage rates and classifications submitted by contractors prior to construction to assure proper job classification, wage rates and benefits for contractor's employees are included in the contract proposal and are in accordance with appropriate labor regulations and prevailing local labor practice. Resolves such discrepancies by contacting local unions, the Department of Labor and Industry, contractors and occasionally Central Office Labor Compliance personnel. Recommends wage rates or classifications where none exist. Attends Pre-Construction Meetings to inform contractors of Federal, State, and Departmental regulations and procedures which must be complied with. Explains penalties for non-compliance, answers questions, etc. On a continuous weekly basis, assures compliance with Labor and Safety requirements by reviewing or supervising the review of contractor's payrolls, making unannounced field visits to perform spot check interviews with contractor's employees and reviewing records of spot check interviews, wages, hours, and classifications which are documented by project inspectors. Independently investigates and resolves discrepancies and employee complaints by reviewing records on work site conditions, meeting with contractors and occasionally consulting with local unions, Central Office Labor compliance personnel and construction safety staff. Assures that letters of corrections or supplemental payrolls are submitted to comply with requirements. On major complaints or violations, conducts in-depth investigation including complete payroll audits and field interviews. Provides support to project field personnel in contract compliance. Answers questions from contactors, their employees and construction inspectors regarding Safety and Labor Compliance. Prepares correspondence as needed to perform job. Perform the duties of a technical reviewer and data input for the purpose of uploading all sub-contractor approvals over $5,000.00 to the Treasury website. This complies with the Right to Know Law enacted February 14, 2008. Access and utilize the Department PennDOT Project Collaboration Center (PPCC) website to perform contract administration duties including uploading, downloading, reviewing, editing, approving contractor and consultant submittals in a timely and effective manner. Works as the Inspector-In-Charge on a highway construction project with limited variety of work operations or serves as an assistant on a larger project by supervising assigned operations. Supervises the inspection of materials and workmanship at all phases of highway and bridge construction for compliance with the contract requirements and established standards and specifications. Performs project documentation such as recording measured quantities and test results. Compiles and drafts documentation for work order justifications, prepares and submits work orders, prepares and submits construction estimates. Tracks all material certification to ensure materials incorporated into the work is certified and within specification. Supervises the inspection of materials and workmanship for compliance with the contract requirements and established standards and specifications. Verifies cuts and fills, checks elevation grades and structure stakeouts, and supervises the inspection and placement of all material. Interprets contract requirements to contractor and subordinates and instructs subordinate sampling, testing, and inspection techniques. Interprets plans, draws sketches, performs mathematical calculations, measures and calculates quantities, reviews quality control plans, checks material certifications, and prepare reports. Assists in resolving field problems encountered. Provides for the preparation of reports and maintenance of required records. Assists Assistant Construction Manager/Assistant Construction Engineer with making field decisions to alter plans, quantities, methods of work and construction completion dates. Interprets project designs and plans and provides technical guidance to resolve discrepancies and ensure project work is completed as intended. Provides assistance for or performs quality assurance testing of materials and inspection of work on highway and bridge construction projects. Witnesses or performs tests relating to aggregate gradations, compaction control, specific gravities, absorptions, air entrainment, slump and so on that may occur at a concrete or bituminous plan, on a construction project or at an aggregate source. Assures that materials conform to contract agreements, design criteria and Department plans and specifications. Prepares material samples for shipping to testing laboratories. Prepares documentation to support materials sampling and testing. Reviews and prepares documentation to authorize payments to contractors and consultants. Communicates expectations and concerns to business partners, customer and coworkers. Communicates with other project engineers to resolve problems and coordinate staffing, equipment, and information. Keeps supervisor and staff informed of important project information and upcoming operations. Plans and organizes work, assigns work, determines workflow and reviews work performance. Prepares or reviews and signs employee performance evaluations and determines subordinate training needs. Receives grievances and complaints, conducts initial investigations into causes, discusses with employees and resolves or recommends solutions. Reviews and acts upon requests for leave. Reviews and signs payrolls. Develops subordinates by planning training and development activities. Access and utilize the Department’s Engineering and Construction Management System (ECMS) website to perform contract administration duties including but not limited to the creation, submission, review, and approval of Project Site Activities, work authorizations, work orders, estimates, contract adjustments, material certifications, source of supply, DBE payments, ECMTS checklist, contractor evaluations, design surveys. Utilize mobile applications and software packages including but not limited to Skype, Microsoft TEAMS, Mobile Construction Documentation app (MCDocs), Project Site Activity (PSA) app, Force Account App, Concrete Inspection Daily report (CID) App, Maintenance and Protection of Traffic (MPT) App, Visual Site Inspection Report (VSIR) App, Keystone Environmental e-permitting System (KEES), Sample ID App, Electronic Construction and Materials Management System (eCAMMS), PDIF exposure report. Becomes proficient with required documentation procedures and attains a working knowledge of the ECMS and Mobile Computing documentation system. Receive assignments with modest technical instructions and works with some independence at organizing and directing work, making decisions and interacting with superiors, peers and direct report employees. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Attends environmental training as required. Travel to field sites as required. Performs other related duties as required. Safety: 1. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After-Action Reviews (AARs). Enforce accountability. Succession Planning: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |

Utilizes independent judgment to resolve minor issues that normally arise on construction projects involving construction, plan, surveying, or fabricating errors, omissions, or changes due to field conditions. Resolves or provides support in resolving issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects. |
