Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as a member of the District Paint Crew and performs a variety of manual laboring duties in a safe manner following PENNDOT policy and procedure. Supports the Maintenance Department, in the Line Painting Section, to ensure pavement markings are consistent with Departmental goals and objectives.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs a variety of duties associated with the operation of a truck-mounted highway pavement-marking machine.

Performs required pre-operation safety checks of assigned equipment fluids, tires, lights, hoses, and gauges. Makes visual observations, manual adjustments, reports findings in written or oral format as necessary. Employee mounts equipment; operates a variety of hand and foot controls.

Operates a remote right or left pavement line paint gun and ensures that the proper application of single and double paint lines is maintained. Monitors and reacts properly to pressure gauges, meters, and other indicators, while work is ongoing.

Operates the paint truck, in traffic, such that no erratic lines are observed while maintaining speeds required for proper application rates and line spacing. Therefore, must be able to understand the various operational systems on the paint truck; i.e., air, electrical, hydraulic, heating, etc.

Operates a supply truck, weighing over four tons (unloaded), for the field transfer of line paint, glass beads, solvents, and related pavement-marking supplies.

Requires the handling of loaded bead pallets, paint totes, and a variety of tools, materials and equipment manually or through use of a forklift or other mechanical means.

Complies with Department policies regarding equipment maintenance, including lubrication, fluid and pressure levels, minor mechanical and electrical repairs, and cleaning and painting. Assists with winter shut-down overhaul. Also applies routing preventive maintenance procedures to specific working parts of line-painting apparatus, as well as minor vehicle maintenance duties, such as oiling and greasing.

Makes repairs to the painting equipment in the shop, as well as making field repairs, if necessary, to reduce time.

Prepares daily reports and provides data for reports submitted by crew foremen. Compiles daily reports of gallons of paint consumed and current reading of foot counters in order to comply with Department requirements.

Participates in the Department's periodic Medical Surveillance Program and Hazardous Material Handling Physical Requirements, as outlined by the Federal Motor Carrier Safety Regulations.

Performs other related duties, as required, including winter assignments in other units. The assignments may involve all duties and physical requirements associated with the operation of snow removal equipment.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Experience:

1. All positions require an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks (HT) and loaders (LD), and two additional pieces of construction and maintenance equipment at the time of application and continuously maintained while in this job.

2. In addition, all employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of two additional pieces of construction equipment within the probationary period.

3. All positions require possession of an active Pennsylvania Class A or B Commercial Driver’s License or equivalent with the Air Brake Restriction (L) removed. Certain positions may require that E or O restriction is removed.


4. All employees must obtain an active Tank Vehicle Endorsement (N) during the probationary period and continuously maintain it while employed in this job.


5. Certain positions or equipment certifications may require an employee to obtain an active Hazardous Materials Endorsement (H).

6. Based on hire date, positions may require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

Essential Functions
