Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs a full range of highway equipment and fleet management duties in a County Maintenance Organization including but not limited to analysis, recommendation, and budgeting for equipment and fleet development; coordination of maintenance, repair, and dispatch of equipment and vehicles; overseeing maintenance and repair facilities; and planning and supervision of subordinate workforce.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plans, directs, administers, and manages a program of preventative maintenance and repair of the highway equipment program for Schuylkill County Maintenance Organization.

Develops the fleet model and budget for repair, replacement, maintenance, and dispatch of heavy construction and automotive equipment.

Plans and coordinates the upkeep of all facilities where maintenance and repair take place, and equipment storage facilities.

Plans and oversees garage activities related to payroll, shop management, and the storeroom.

Reviews work of mechanics and other garage personnel for quality and quantity of work accomplished.

Inspects assigned equipment to determine need for replacement, repair or maintenance.

Negotiates with dealers or garage owners concerning charges for repairs, parts discounts, and to ensure warranty inspection.

Assigns particular pieces of equipment to individual operators ensuring that each operator is qualified and properly certified to operate that equipment. Administers equipment operator training, testing and certification program.

Maintains equipment inventory, monitors usage, and assigns equipment to stockpile for usage. Maintains tool inventory and approves purchasing of all shop and foremen tools. Prepares or supervises the preparation of time, progress, and equipment reports, and submits reports to supervisors.

Administers the rented equipment program and the Wright Express fuel program.

Coordinates maintenance of buildings and grounds.

Participates in investigations of accidents involving state-owned equipment including accident reporting and damage repairs.

Approves and recommends emergency part requisitioning where needed to repair automotive vehicles.

Coordinates the transfer of equipment from one county to another.

Responsible for accurate time reporting for operator, mechanics, and building maintenance related personnel.

Establishes safety procedures for the operation and repair of equipment and ensures they are complied with.

Assists in the distribution of liquid fuels to county and other commonwealth equipment.

Ensures garage facilities are maintained in a clean orderly condition.

Oversees and evaluates training for assigned subordinates. Approves leave, evaluates performance, handles grievances, conducts initial investigations, and resolves complaints.

Ensures facilities meet SEMP guidelines

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Independently determines the appropriate repair processes to perform through evaluation of the equipment’s existing condition, age, and costs associated with the repair, continual use, or schedule for disposal and replacement.

Participates in county wide planning sessions to help negotiate available manpower and equipment resources for scheduling of projects and work plans.

Evaluates the effectiveness of garage operations and recommends and implements new processes.

Independently determine priorities of work assignments.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Experience:

1. Valid “Class 7” or “Class 4” State Inspection License.

2. Valid Pennsylvania Commercial Driver’s License (CDL) or equivalent “Class B” or “Class A” with air brake restriction removed.
