Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional position in the field of environmental protection related to the statewide Water Quality Management (WQM) and National Pollutant Discharge Elimination System (NPDES) programs. The employee in this position is responsible for developing, coordinating, implementing, and evaluating statewide field operations assessment activities to insure uniform, timely, and appropriate implementation of the program’s objectives. The overall responsibility of this position is to assist DEP in ensuring facility compliance with the federal Clean Water Act, Pennsylvania Clean Streams Law and their implementing regulations to protect human health and the environment. This position works closely with regional office staff at various levels to meet program objectives.

Description of Duties:

The primary focus of this position is to develop, implement, and evaluate the surveillance, compliance, enforcement, and reporting elements of DEP’s statewide WQM and NPDES programs. Specific duties include the following:

1. Provides oversight of enforcement and inspection activities conducted by regional office staff, including the periodic review of enforcement and inspection documentation to ensure the programs are being properly implemented.

2. Assists field staff with complex compliance and enforcement issues, as well as non-routine inspection activities, as part of the program oversight.

3. Participates in and/or coordinates program initiatives relating to standard operating procedures, electronic reporting, data management, special studies, and investigations of statewide significance.

4. Evaluates training needs and develops and presents training to DEP staff and the regulated community.

5. Utilizes data management systems including but not limited to eFACTS, ICIS, SIS, and WMS to extract, transmit, and store information for program analyses and other purposes.

6. Coordinates the PA Nutrient Credit Trading Program, including certification, verification, registration, and data/web management.

7. Reviews permits, plans, monitoring reports, and enforcement actions to assess general compliance by the regulated community and performance by DEP staff in adhering to established policies and procedures.

8. Assists with and participates in EPA’s State Review Framework audit activities and routine EPA discussions on facility non-compliance.

9. Prepares letters, reports, and correspondence to exchange information with field staff, co-workers, the regulated community, and other agencies.

10. Assesses DEP’s compliance with EPA grant commitments and the statewide compliance monitoring strategy.

11. Serves as a program representative on workgroups and committees for the WQM and NPDES programs as assigned.

12. Serves in the capacity of an expert witness on behalf of the WQM and NPDES programs when requested to provide testimony to the Environmental Hearing Board, Commonwealth Court or other legal authority for Regional Office or Central Office needs.

13. Promotes the Department’s mission.

14. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

15. Performs other duties as assigned by the supervisor, Division Chief or Bureau Director.
