Position Purpose:

As District Traffic Engineer, oversees District traffic control programs to include work zone traffic control, Intelligent Transportation Systems (ITS), traffic lighting/signals, incident/congestion management, pavement markings, signing, and line painting. Directly responsible for the supervision of the Safety Studies - WZTC Control Section (Safety Management), Signal Section (ITS and Congestion Management), and Operations Section (Traffic Engineering and Operations) and to ensure support of design, maintenance, and construction functional areas. Applies engineering knowledge, practices and principles to make sound decisions and judgments related to the completion of work assignments.

Manages the review of plans and project specifications and completes engineering submissions and calculations related to traffic signals and transportation systems communication infrastructure while implementing industry standard security protocols.

Performs and reviews mathematical calculations related to traffic flow, traffic signals , etc. and applies statistical analysis to make transportation system communication infrastructure related determinations while also implementing industry standard security protocols.

Reviews traffic issues and incidents and utilizes sound engineering judgement and practices to recommend strategic, effective safety improvements for inclusion in roadway construction projects.

- Instructs managers and other employees regarding field and office methods and policies related to proper traffic safety and operational activities.
- Monitors and tracks county RAR damage repair and invoicing. Provides monthly report to CMMs and management staff.
- Directs staff involved in soft-side safety initiatives (e.g., press releases, public education/outreach, risk management meetings, driver safety task force, etc.) to ensure that those components of the District's safety plan are met.
- Manages district line painting program and operations to ensure full annual completion of the line paint program.
- Ensures full utilization of all funding allocated to safety annually (e.g., LCSIP, HSIP).
- Manages the review of roadway and bridge projects involving ITS applications to ensure appropriate coordination and timely involvement of appropriate personnel and programs to optimize safe traffic flow under all conditions.
- Ensures legal and procedural compliance for ITS applications on Department force and consultant prepared highway and bridge project plans and provides assistance in unusual events and emergency traffic activities. Reviews specifications and standards for design and equipment utilized in ITS applications.
- Manages ITS projects ensuring appropriate utilization of technology applications, connectivity, and control of system components to maximize efficiency and safety of traffic movement.
- Directs deployment of Variable Message System (VMS) for special events, providing timely traffic advisories, and assisting in accident and emergency incident management.
- Manages activities for the design and inspection of signalization projects, reviews new or updated traffic signal installations, determines signal warrants based on department criteria, develops or reviews signal plans and phasing, prepares signal permits, and recommends alternate traffic controls as appropriate.
- Ensures the inspection of new or revised traffic signal installations for compliance with specifications and standards, and directs design and coordination of complex signal systems at intersections and along corridors with multi-phase signals operations.
- Oversees plans preparation or review for in-house and consultant design of signal and signal system construction projects, reviews temporary signals for construction projects and issuance of signal permits to contractors, and reviews computer programs used in the design and operation of traffic signals and signal systems.
- Works with other internal and external stakeholders to review various types of traffic studies such as, Point of Access Studies, Regional Congestion Management Studies, and Corridor Studies.
- Supervises staff involved in the preparation of, or prepares correspondence and responses to, complaints from a variety of customers on signal-related matters. Attends meetings with customer groups to exchange information regarding traffic control problems or studies being conducted
- Functions as the technically responsible person for the Traffic section, ensuring Department policy and regulatory compliance for consultant agreements. This includes establishing work orders, managing consultant progress, and approving invoice payments for Electronic Consultant Management Systems (ECMS) agreements.
- Supervises the review of traffic impact studies involving proposed locations for schools, shopping centers, housing developments and commercial establishments. Develops recommendations for consideration of highway occupancy permit issuance.
- Interacts with Department forces, consultant engineers, utility companies, metropolitan and regional planning groups, local police, fire and rescue companies, travel information organizations, special events coordinators, various state and local agencies, county control, state fire academy, and other disaster relief agencies.
- Oversees signals work, which includes the review of applications, design, and construction of traffic signals, signal systems, flashing warning devices, and traffic control.
- Reviews various types of studies such as Traffic Impact Studies, Point of Access Studies, Regional Congestion Management Studies, and Corridor Studies to ensure compliance with Department policies and regulations.
- Oversees District-wide signing, pavement marking, and work zone traffic control efforts, including those associated with department force projects, construction projects and Highway Occupancy Permit (HOP) applications.
- Develops and implements strategies to support the statewide Transportation System Operations Plan (TSOP), Regional Operations Plan (ROP), and the Pennsylvania Mobility Plan (PMP).
- Attends meetings with public officials, citizens, and special interest groups to implement transportation management system programs.
- Directs District adherence related to the review and issuance of permits, inspection, acceptance of work, processing of permit fees, and retention of records.
- Provides permit program information and technical guidance to district staff, applicants, consultants, and other interested parties.
- Assists Department and Commonwealth attorneys in the preparation for, and participates in, administrative hearings and judicial proceedings as required.
- Participates in Department project meetings that involve traffic signals or that have coordination with HOP projects.
- Plans, assigns, prioritizes, and evaluates work of subordinates.
- Interviews and selects employees, evaluates employee performance, approves or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches and counsels employees, and resolves problems.

SEMP/PennDOT Green Plan Policy:

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work -- i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.
