Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The incumbent in this position serves as an IT application manager for the following applications in the CDL/DL Unit, Bureau of Solutions Management (BSM) within the Infrastructure and Economic Development Delivery Center (IED-DC):
• eGovernment (eGov) for Driver and Vehicle Services (DVS) system with a focus on the business functions associated with the Driver Licensing and Control (DL&C) System
• Driver License Interface System (DLIS) for payment card functionality within the DL&C System
• Drug and Alcohol Clearinghouse (DACH) verification for commercial driver license related functionality
The applications manager also functions as a Business Relationship Manager between our customers and technical support for the indicated applications.
The primary objective of the Driver License and Controls (DL&C) System is to issue driving credentials upon verification and validation of identity and eligibility and to impose appropriate sanctions and penalties for failure to comply with state and federal vehicle codes and regulations. DL&C System also issues Photo ID credentials upon verification and validation of identity.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

The incumbent in this position serves as an IT application manager for large, highly complex, applications. Specifically, the incumbent is responsible for the duties below with regard to eGov, DLIS, and DACH:
1. Maintain effective working relationships with project and application stakeholders. This includes individuals from all levels from Front-line/clerical through senior management. Applications stakeholders are from within PennDOT, the Commonwealth, and external business partners.
2. Serves as liaison between application stakeholders and IT resources. Those IT resources may include Commonwealth employees, staff augmentation consultants, and Application Managed Services consultants.
3. Serves as the primary technical point of contact for the assigned applications.
4. Develops and maintains project plans for large, complex software development projects.
5. Actively manages software development projects, including management of tasks, resources, schedule, and quality for large, complex software development projects.
6. Serves as team leader of both IED-DC and contractor team members on software development and maintenance activities. This includes assigning and reviewing work and assuming responsibility for quality and schedule.
7. Provides support during regular business hours, after hours, and on weekends as needed to ensure appropriate service levels are met for the application.
8. Performs advanced business and technical analysis work to support current or planned applications development efforts, including feasibility studies, root case analysis, after action reviews, business process reviews, etc.
9. Collects and documents stakeholder needs and requirements, including change requests, enhancement request, defect reports, business requirements, technical requirements, etc.
10. Coordinates and participates as needed in applications development activities including design and development and assumes responsibility for meeting stakeholder needs and for compliance with Commonwealth and enterprise standards.
11. Coordinates and participates where appropriate in application testing, including unit, system, regression, performance, functional, and end-user acceptance testing.
12. Coordinates and participates where appropriate in application deployments, implementation, data migrations, etc.
13. Assists in architectural design development as needed for new functionality to support DVS business.
14. Prepares and maintains current technical documentation in accordance with enterprise standards.
15. Researches, analyzes, and applies information related to technical, management, and leadership disciplines aligned with the assigned applications and program areas and shares that information with others.
16. Serves on various work groups, committees, task forces, or other such groups on behalf of a specific application, the Bureau, or the Delivery Center.
17. Promotes accessibility within the organization and advocates for digital accessibility as a vital part of developing services that meet our customer and employee needs.
18. Promotes security for applications, systems, and customer data by advocating privacy and confidentiality processes that adhere to Federal and State mandates, Commonwealth Policies, and industry best practices and standards.
19. Manages IT consultant resources assigned to project team for work performance quality expectations, timely delivery of work output, and conformance to work practices.
20. Performs other related duties as assigned.
21. Be knowledgeable of, adhere to and contribute to established digital accessibility regulations and standards.

ADA Requirements:
Must be able to communicate both verbally and in writing with other employees, user staff, vendors and various levels of Department management; participates in meetings and presentations with project and other staff.

Operates a computer keyboard and views/reads a personal/mainframe computer terminal screen.

Equipment:
Personal and mainframe computer terminals and keyboards, manual and push-button telephones, calculator, various copy machines, printers, and common writing devices.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

The incumbent in this position is responsible for carrying out their duties in accordance with Commonwealth and Departmental policies, plans, practices, procedures, and with direction from the Director of the Bureau of Solutions Management. They are responsible for making or setting tactical-level decisions and procedures that are limited in scope to the specific applications assigned. Any matters regarding other non-assigned applications, other Commonwealth agencies, external business partners, fiscal, financial, policy, or legal issues shall be directed to their supervisor who may defer to the incumbent, take appropriate actions, or refer the matter to an appropriate individual or organization. All decisions and procedures made or set by the incumbent may be altered or vacated by the supervisor and superiors.

General and specific instructions are received from the Application Developer Administrator, Team Lead, or Project Manager. Evaluation of work performance is based both on Application Developer Administrator’s continuing review of achievements and on information gained through periodic conferences and pre-defined scheduled team and one-on-one meetings. Aptitude, performance, and attitude are evaluated during the period as work assignments become progressively more difficult.
