Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position serves as a Penndot Driver License Examiner and plays a significant role in promoting highway safety by conducting standardized examinations to evaluate the skill and competence of both commercial (CDL) and non-commercial driver license applicants. When not conducting testing, the position also assists with the processing of counter customers at the Driver License Center, with a critical component being the examination of identity documents to combat identity theft and fraud. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Determines the physical and driving qualifications of applicants, and the mechanical conditions of vehicles for conformance to the established standards necessary for safe driving. Administers telebinocular, color perception, and other tests of vision. Administers non-commercial and commercial driver license knowledge examinations to individuals to ensure they have a knowledge and understanding of the Vehicle Code and traffic signs. Administers the non-commercial and commercial driver license pre-trip, skills and driving tests in accordance with Department standards. Examines applications, registrations, and permits for possible irregularities and fraud. Determines vehicle characteristics to ensure appropriate tests are administered. Checks motor vehicles for inspection stickers, lights, windshield wipers, and other mechanical features. Examines paperwork including applications; birth certificates; Social Security cards; marriage certificates; court documents; proof of residency documents; documents issued by the U.S. Citizenship and Immigration Service, Department of Homeland Security, and U.S. State Department; and documents issued by foreign countries for authenticity. Accesses various systems and databases to authenticate identity documents. Establishes an individual’s identity and eligibility for a driver’s license and/or identification card. Identifies fraud and mitigates the creation of false identities and identity theft. Processes test results and applications and issues driver license and identification card products to eligible applicants. Provides customers with information or services relating to driver’s license or identification card renewals, duplicates, out-of-state transfers, obtaining a Motorcycle license, obtaining and maintaining a CDL, be familiar with the various commercial license restrictions and endorsements and the requirements for each. Produces Restoration Requirements Letters upon request for customers appearing in person. Communicates information related to driver license applications, testing procedures, test results, and complaint processes to customers. Strictly adheres to all aspects of Driver and Vehicle Services’ Customer Service Policy. Complies with all aspects of the Fee Waiver Guidelines. Responsible for ensuring that the correct fee waiver code is used and properly documented whenever a fee waiver is necessary to process a customer transaction. Work overtime and travel to other Driver License Centers when needed. Correctly process and abide by all REAL ID regulations. Always Maintain a Clean, Organized and Accessible work area. Issues and scans Non-Native Born US Citizen/Non-US Citizen Courtesy Form – Additional Information Required to Process (DL-160) as required to customers. Adhere to and understands all Title VI requirements as it relates to job functions and customer service. Attends and completes required training. Performs other related duties as required. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Workforce and Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. |
