An employee in this class performs advanced technical work in a staff capacity or supervises general acquisition functions to secure legal rights-of-way or real estate for other public purposes. Emphasis is placed upon the effective completion of projects to meet established schedules and priorities, or the comprehensive review of a variety of real estate acquisition or related documents and reports. Assignments are received in broad outline and completed work is reviewed by an administrative superior for results obtained and adherence to established policies and objectives. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assist the Unit Chief in the management of all Right-of-Way Administration and Outdoor Advertising Unit functions. This includes activities related to: 1. Review right-of-way projects and advise the Unit Chief of the status when districts request right-of-way (ROW) clearance certifications. Recommend the appropriate level of clearance i.e., conditional 1,2,3,4 or final. 2. Exercise Central Office signature authority for right-of-way claim payments, ID-056 invoices. Review work of subordinate section staff in the preparation of ROW claim payments and documentation for adherence to law, policy, and procedure. 3. Assist in the management and system administration of the Right-of-Way Office application database, (ROW Office). This includes preparation of change requests and problem reports for submission to the contracted system design vendor; test and approve changes to the system prior to implementation; assist in the development and maintenance of ROW Office Help screens; approve requests for access to ROW Office, assign the appropriate access security authorization) level; conduct ROW Office "help desk" assistance;provide formal and informal training to the ROW Office user community; conduct established problem troubleshooting techniques,Crystal Reports management, and XML interface operational assistance when necessary. 4. Utilize SAP access to confirm appropriate vendor information corresponds to executed Right-of-Way agreements for payment; conduct quarterly vendor record reviews in association with Comptroller and Integrated Enterprise System staff; Coordinate vendor issues with the Vendor Data Management Unit (VDMU) for IRS 1099 reporting requirements; verify Right-of-Way project encumbrance (SAP commitment) information when necessary; identify payment reversal situations, coordinate reversal requests with Comptroller and follow-up with written notification to the District originating the payment; understand SAP transactions relating to the Right-of-Way business process and run SAP reports when required. 5. Enter various Central Office Right-of-Way Administrator approval dates in the ROW Office as needed. 6. Highway Beautification Program Assists in the management of the Highway Beautification Program related to the control of outdoor advertising signs and junkyards. Establish and maintain a centralized computer-billing program for sign permit fees. Coordinates with the Office of Chief Counsel in the review and preparation of highway beautification cases for litigation and provide testimony as required. 7. Section Information Technology (IT) Coordinator Serve as the Primary IT Coordinator to provide personal computer and other peripheral systems guidance to users within the division and coordinate problem solutions with appropriate personnel. Maintain personnel database spreadsheet for accurate reporting. Assist in the development of web-based information on behalf of the Section Chief. 8. Other Functions Assist in policy development, and develop and implement procedures and forms to conform to all state and federal laws and regulations through the use of the Right-of-Way Manual, directives, correspondence, telephone, meetings and training activities. Draft amendments to legislation and regulations as necessary and provide analysis of proposed legislation affecting the above functions. Prepare responses and resolve issues arising from reviews and audits done by FHWA, Operations Review Group, Inspector General's Office, Auditor General, Comptroller, etc. Respond to inquiries and related correspondence received from the public, legislators, other agencies in accordance with right-to-know policy and meet with same as may be necessary. Develop and maintain a close working relationship with the Office of Chief Counsel, FHWA, Bureau of Information Systems, Office of the Budget (Comptroller), Contract Management Division, Office of Administration, District Offices, etc. Develop and provide training to District Right-of-Way personnel, develop and perform quality assurance reviews, and make field trips as necessary. Report to and advise the Unit Chief concerning the above functions. 9. Develops and generates management reports (e.g. cycle time reports, trend observation reports, system and process performance reports, etc.) from PC or mainframe database. Assist in establishing databases required for project reporting necessary. Supervise subordinate Section staff members. Perform related duties as assigned. 10. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability. ESSENTIAL JOB FUNCTIONS NECESSARY TO ATTAIN JOB OBJECTIVES: It will be necessary to understand and follow oral and written instructions and to master various PC and mainframe software packages and procedures. It will be necessary to interact both orally and in writing with office peers, with Department managers, and District personnel in order to carry out assigned responsibilities and work assignments. In many instances, it will be necessary to carry out assigned duties with a minimum of written and oral instructions from supervisory staff, thus requiring that the possible solutions to solving the problem be inferred from the span of knowledge held at the time. JOB LOCATION WHERE WORK IS PERFORMED: The bulk of the time will be spent in a structured office setting. At varying times however, it may be required that visits to District/County offices be undertaken as well as attendance in seminar like settings for various training sessions, meetings and hearings. EQUIPMENT USED IN JOB PERFORMANCE: The use of the following equipment is required - calculator, personal computer, telephone, and common writing implements. |
