Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Act as liaison for over 600 law enforcement agencies currently enrolled in the Department’s confidential/undercover program. Carry out and coordinate all aspects regarding the operation of the confidential/undercover program independently, reporting to Risk Management Office (R.M.O.) Manager. Independently responsible for maintaining the confidential/undercover program by developing personalized contact with each agency. Must interpret confidential/undercover policies and guidelines for all agencies and provide technical assistance to agencies conducting investigations. Independently analyze, approve or disapprove, and process applications for confidential/undercover driver’s licenses and vehicle registrations for Federal, State and Municipal law enforcement agencies. Must perform with the highest degree of confidentiality to maintain the integrity of the program and for the safety of the agency personnel that are utilizing our services. Act as liaison with the Program Management Office (P.M.O.) personnel to provide technical support and assist in system development and enhancements occurring within the confidential/undercover database. Required to work closely with the RMO Bureau Director, Division Managers, Section Managers, P.M.O. staff, Federal, State, Municipal law enforcement personnel including Department Chiefs, Criminal Investigators, Special Agents, District Attorneys, Inspector Generals, Detectives, Commanders, Investigative Analysts, and various clerical and technical personnel. All aspects of the confidential/undercover program are maintained exclusively through contact with the individual in this position. These services are unavailable through other Commonwealth agencies or personnel.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintain the Department’s confidential/undercover program which involves over 600 law enforcement agencies.

Prioritize and manage assignments and is solely responsible for the evaluation and accuracy of program results independently.

Perform public relations duties as direct liaison to Federal, State, and Local law enforcement agencies by interpreting the vehicle code and making recommendations based on Department policies.

Prepare and review Departmental correspondence regarding titling and registration procedures.

Prepare statistical data to track volumes relating to confidential/undercover motor vehicle and driver licensing requests.

Analyze processing procedures and system problems and prepares comprehensive findings and recommendations to P.M.O staff for corrections and revisions.

Perform daily quality check on confidential/undercover data to guarantee all information is 100% precise to ensure the safety and confidentiality of the law enforcement agent.

Provide highly sensitive information and support to Federal, State, and Local law enforcement agencies.

Serve as liaison for all law enforcement agencies where interaction is critical in maintaining the integrity of the program.

Conduct personalized customer service to all law enforcement agencies in program by structuring appointments on a daily basis to ensure receipt of secure credentials.

Perform as a technical consultant to Federal, State, and Local law enforcement agencies.

Receive applications for confidential/undercover vehicle registrations and driver’s licenses through personal contact with law enforcement agencies and through mail services.

Examine independently documentation for required information on bureau forms to ensure proper issuance of certificates of title, registration plates, cards, stickers, decals, or rejects applications because of discrepancies. Work independently with each agency if application information is incomplete or incorrect when received by mail.

Utilize a personal computer to data enter required information from bureau forms to program designed formatted screens to ensure proper issuance of certificates of title, registration plates, cards, stickers, decals, and sales tax receipts.

Identify and distribute specialized output generated for Philadelphia based agencies in the allotted three week timeframe established by the Department.

Ensure the proper receipt of all safety recall notices to the appropriate law enforcement agencies by evaluating computer generated information to ascertain ownership.

Notify law enforcement contacts when confidential/undercover registrations are due for renewal.

Prepare a file for each application and catalogs document file with other supporting documentation for that agency. Maintain a record of each license plate returned for cancellation or exchange transfer and record control numbers of the titles to be destroyed due to undercover registration or printing error.

Process, microfilm, purge, and dispose of all confidential/undercover driver’s licenses and vehicle registrations on a weekly, monthly, and yearly basis.

Maintain and update law enforcement database to reflect current personal contacts, phone numbers, and addresses.

Complete a depositing/accounting form to record fees for vehicles leased by law enforcement agencies.

Receive phone calls from law enforcement services, keeping records of dates, time, and vehicle inquired on and any other pertinent information.

Notify law enforcement agency contacts when an inquiry is made from an outside source against their officer and/or vehicle to determine if confidentiality has been compromised.

Provide program information to new agencies and determine if proper criteria is met according to Pennsylvania Consolidated Statues.

Approve or disapprove each application and collaborate with Department’s legal counsel for new or non-traditional agency applications.

Evaluate the validity of all requests for undercover driver licenses by interpreting Department records.

Assist in system development and enhancements of the confidential/undercover program, by the scripting of test scenarios to ensure the system is functioning correctly.

Make all revisions to the confidential/undercover forms.

Maintain statistical reports tracking volumes on a daily, weekly, monthly, and yearly basis.

Maintain and order the supply of forms, titles, registration plates, stickers, and decals needed to process applications. Upon receipt of order, place in appropriate area and update .Centric

Participate with Pennsylvania State Police to provide input regarding improvements in officer safety issues.

Work closely with the RMO Section Manager, Bureau Director, Division Mangers, Document Control Analyst, DEX Supervisors, P.M.O staff, and other section clerical and technical personnel.

Must be available on-call at all times, responsible for responding to law enforcement emergencies during and after regular working hours, as necessary.

Work overtime when required.
