Position Purpose:

The work duties and responsibilities of this position involve the implementation of the programs of the Bureau of Air Quality within the Field Operations Deputate, of the Northcentral Region serving Bradford, Cameron, Centre, Clearfield, Clinton, Columbia, Lycoming, Montour, Northumberland, Potter, Snyder, Sullivan, Tioga and Union Counties.

The duties and responsibilities are as follows:
Administrative duties and responsibilities:

Promotes and exemplifies the Department's Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP's strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

Approves requests for leave and monitors use of leave and approves Travel Expense Vouchers in accordance with Regional and Department policies and procedures. Monitors staff overtime records.
Develops performance objectives and standards for staff.
Prepares Performance Evaluation Reports, reviews them with the Operations chief (Air Quality Program Specialist Supervisor) and discusses performance with subordinates.
Confers with Bureau of Human Resources regarding appropriate disciplinary action and implements same and responds to grievance at Step I after consultation with Operations Chief.
Interviews candidates and makes recommendations for employment of candidates.
Prepares training and development plans for staff.
Schedules staff for training courses and provides on-the-job training.
Monitors staff training by maintaining up-to-date training records for each and cost of such training.
Attends staff meetings and other meetings as a representative of the region.
Conducts meetings with staff to evaluate status of program activities and to disseminate policy to staff.
Prepares reports of program activities.
Reviews and comments on proposed regulatory and policy changes and evaluates the impact of these proposed changes on District facilities.
Ensures that staff is adequately equipped to perform their jobs and monitors usage of assigned vehicles.
Ensures timely and proper CATS reporting.
Provides for utilization of personal computers by ensuring that selected system programs are implemented on the PC computers.
Prepares, reviews and updates job descriptions as needed.
eFACTS/Air Information Management System (AIMS) - Emission Inventory
Reviews proposals for changes to the AIMS system.
Provides guidance to staff concerning technical and procedural matters.
Assists in the development of quality control programs to ensure acceptable information is available relevant to major sources within the district for use in evaluating PSD applications, offsets for non-attainment areas and emission reduction credit requests, and for use in modeling and special air pollution studies which impact regulatory decisions.
As appropriate, coordinates the development of locally derived emission factors for submission to central office and inclusion in AIMS.
Compliance - Inspection and Investigations
Assigns staff responsibility for full compliance evaluation inspections and establishes deadlines for work completion.
Assigns staff responsibility for air pollution complaints.
Reviews for technical accuracy and proper policy application, reports prepared by staff on the results of their full compliance evaluation inspections.
Reviews for technical accuracy and proper policy application, ambient air quality studies conducted to determine pollutant concentrations relative to compliance with ambient air quality standards.
Monitors completion of assigned activities and of appropriate follow-up actions.
Monitors/maintains compliance tracking systems, specifically the AIMS compliance module and eFACTS.
Conducts full compliance evaluation inspections and complaint investigations on an as-needed basis. Conducts visible emissions readings and uses field-testing equipment to aid in pinpointing potential problem areas as well as checking the accuracy of the facility's equipment monitors. Also, collects fuel and other material samples for Department lab analysis, to be used to determine what substances and quantities are being emitted. The data obtained may be used as part of the basis for taking enforcement action on the facility for noncompliance with Department regulations of special permit conditions.
Completes inspection reports and writes memos on any full compliance evaluation inspection conducted detailing the processes, control equipment and all pertinent operating data. Updates Facility Compliance Inspection Schedule to confirm that required inspection activities are scheduled and completed on time.
Sampling/Testing - Participates in the planning and development of ambient air quality sampling programs and assists with source stack tests to aid in determining compliance with Department regulations. Determines when a fuel monitoring/testing
program is necessary to assure compliance with Department rules and regulations. Evaluates the program proposed and reviews the data submitted under the program.
Assigns and monitors completion of multi-media inspections, maintains log and reports completed work to Operations Chief on a monthly basis.
Assigns and monitors completion of non-routine work hour inspections, maintains log and reports completed work to Operations Chief on a monthly basis.
Provides guidance to staff as required with emphasis on Pollution Prevention, Compliance Assistance and Energy Efficiency.
Compliance - Enforcement
Reviews compliance status of facilities and compliance plans and recommends enforcement scenarios to the Operations Chief.
Provides guidance to staff as to the enforcement options that can be taken and often times directs the staff member as to which option should be pursued.
Confers with Operations chief regarding appropriate enforcement action and coordination of enforcement efforts with the Office of Chief Counsel - Northcentral Region.
Develops and recommends to the Operations chief enforcement scenarios for regulation violations in accordance with applicable Bureau policies.
Upon notification by the Operations chief of the enforcement scenario to be followed, attends meetings with the violators at which they are advised of the proposed enforcement action and assists with negotiations towards a settlement of the violations, which have occurred, and a solution to the problems, which have caused the violations.
Testifies as required before district justices, the Environmental Hearing Board or other adjudicatory bodies.
Monitors progress of enforcement actions, penalty payments and abatement activities through use of the AIMS compliance module, eFACTS and the PC compliance status-tracking program.
Monitors increment of progress inspections specified in Department Orders to determine if they are being completed on time and if the source has achieved compliance at the end of the schedule.
Provides technical advice to legal counsel and, where necessary, provides expert testimony.
Permits
Determines the sources, which require permit action and assigns inspection responsibility to staff.
Reviews for technical accuracy and proper policy application reports prepared by staff.
Monitors completion of assigned work and appropriate follow-up actions.
Provides technical assistance to staff as required.
Confers with the New Source Review Section or Facilities Permitting Section (depending on facility assignment) regarding new plan approval applications, coordination of initial permit inspections and source testing requirements.
Confers with the Facilities Permitting Section or New Source Review Section (depending on facility assignment) on the issuance of Title V or State Only permits prior to their issuance.
Updates regional permit inspection schedule to assure all required inspections are completed in a timely manner and to prepare reports for the Operations Chief.
Consults and works in conjunction with the New Source Review Program or Facilities Permitting Section (depending on facility assignment) to resolve special engineering problems at facilities and consults to resolve any special problems associated with Title V and State Only permits.
Completes inspection reports and writes memos on any permit inspection conducted detailing processes, control equipment, and all pertinent operating data.
Asbestos Program
Assigns staff responsibility and establishes deadlines for work completion.
Reviews all "Asbestos Demolition/Renovation Notification" (AD/RN) forms and assigns staff responsibility for each.
Reviews for technical accuracy and policy, reports prepared by staff of all inspections, investigations or responses to inquiries.
Monitors completion of assigned activities and any required follow-up actions.
Provides guidance in development of enforcement scenarios where such is warranted and actively participates in its implementation.
Coordinates asbestos related activities of AQC - Northcentral Region, with Waste Management - Northcentral Region.
Interacts with the BAQC's Asbestos Coordinator at the Central Office level concerning sensitive issues, policy, etc.
Responds to inquiries relative to asbestos on an as-needed basis.
Other
Assigns and coordinates special projects.
Provides information to the media, governmental bodies, legislators and citizens through press releases, correspondence and public speaking engagements.
Attends Department and EPA training courses to maintain and develop the technical background required to evaluate emission source/control/air monitoring systems.
Reviews books, journals, and articles to maintain technical expertise in the air pollution control field.
Reviews Department regulation changes as they affect the function of the field staff (AQC) to assure compliance with all new requirements and to disseminate this information to the staff supervised.
Provides information to other Environmental Protection program areas regarding air quality regulatory requirements and concerns.
When necessary, participates in resolution of emergency incidents to minimize the environmental damage and assure the public is informed and protected in such an event.
Provides Operations Chief with a review and comments on potential impact on regional and district operations as affected by proposed regulations and revisions to Departmental policies and procedures.
Speaks to interested groups and meets with interested groups on air pollution matters.
Serves on Bureau of Air Quality committees that study various regulatory, enforcement and general program-related matters and which make recommendations on these matters to the bureau director.
Serves on regional committees as requested.
Makes use of PC computers in conjunction with various work-related activities.
Conducts companion inspections with staff as part of their performance evaluation as well as providing advice and guidance on inspection techniques.
Monitors pollution prevention and compliance assistance activities.
Assists with the identification of those facilities within the region impacted by the area source MACT requirements contained in 40CFR Part 63 of the National Emission Standards for Hazardous Air Pollutants (NESHAP).
Develops an inspection program and monitors its implementation of all area source MACT facilities within the region covered by 40CFR Part 63 NESHAP.
Assist with the identification of those facilities within the region impacted by the mobile equipment repair, and refinishing(MERR) regulations contained in Title 25 of the PA Code.
Develops an inspection program and monitors its implementation of all facilities within the region covered by the MERR regulations contained in Title 25 of the PA Code.
Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OPPEA by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community.
Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel.

Program goals and priorities are assigned by the Operations Chief. Periodic meetings are held to discuss important aspects of the program, significant case activity, and to review the general status of program activities in the district.
The Operations Chief does not assign specific work activities or schedules but outlines program goals and objectives which are then fulfilled by the staff. Special projects are reviewed by the Operations Chief.
Supervisory Position
Compliance inspection-related work is scheduled on a yearly basis. Permit inspection assignments are made as permits are issued based on geographic area. Reports prepared as a result of this work along with recommendations for action are reviewed as completed with follow-up actions discussed as required.
Casework is assigned based on geographic area, existing workload and expertise. Memos with recommendations for action resulting from inspections are reviewed and discussed with the inspector as required.
Scheduling and completing work assignments is the responsibility of the individual staff member; however, priority assignments or adjustment to the schedule or due dates may be made as necessary. Close supervision is only exercised for legal action and non-routine cases.
