Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for addressing customer service inquiries through telephone conversations, e-mails, office meetings and field meetings with HOP applicants and designers. Makes customers aware of the need for correct procedures and standards for traffic and hydraulic design. Reviews and investigates design and drainage reports.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews submissions of traffic design, and construction considerations for the Highway Occupancy Permit (HOP) Applications for low, medium and high volume driveways in Bucks, Montgomery and Philadelphia Counties. After a thorough review check of the submitted plans and calculations, a memo of our comments and recommendations is prepared.

Reviews ADA Ramps associated with HOP's. Utilizes the Department's electronic permitting (EPS) system to review Highway Occupancy Permits.

Completes drainage reviews and designs requested by other PennDOT units such as Maintenance and Project Management.

Investigates traffic and drainage problems, applies engineering analysis and recommends solutions and preparing appropriate engineering reports.

Attends office meetings, field meetings, performs field views and attends final inspections when necessary.

Designs and reviews using engineering analysis and best practice methods as assigned by the District Services Manager.

Coordinates and schedules weekly Highway Occupancy Permit (HOP) collaboration workshop meetings for District 6-0 between various stakeholders for HOP applications and multimodal projects.

Provides engineering expertise and expert testimony for the Department's defense in Tort Cases.

Overtime compensated on specific functions where approved in advance.

Performs related duties as assigned.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:

Commit to following the Department’s Green Plan Policy (PUB 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Fair Labor Standards Act (FLSA)
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Duties are generally performed in an independent manner. Complex matters or matters for which there are no clear guidelines are discussed with the Traffic Services Manager before letters or recommendations are finalized. Work is check as assignments are completed with a comprehensive qualitative review occurring on a quarterly basis
