Position Purpose:

The Environmental Planning Supervisor is responsible for assisting the Section Chief and other Department managers in developing and integrating environmental related policy, procedural and technical guidance into Department planning, design, construction, maintenance and operations activities. In addition, is responsible for coordinating, tracking, and reporting on the Bureau's environmental and related documents. This position is responsible for the review, interpretation and implementation of new/revised regulations, legislation, and rules relating to environmental affairs and issues. Coordination with other divisions, Bureaus, Deputates of the Department and other state and federal agencies is required.

Description of Duties:

The responsibilities involved with this position require the following to be performed:
• Research, interpret, apply and develop PENNDOT programs and policies based upon federal and state laws, rules, legislation and regulations
• Act as advocate for the PENNDOT Districts on project specific issues that require elevation to management and require intergovernmental or resource agency resolution
• Serve as the technical expert and point-of-contact for the Unit’s Areas of Responsibility and Core Functions
• Provide technical expertise and assistance to our customers (i.e., technical “go-to” persons)
• Liaison with intergovernmental and resource agencies as authorized
• Attend scoping field views as required, or requested
• Attend public meetings / hearings as required, or requested
• Manage Statewide Open-end contracts, MOAs, MOUs and the like. Review historical encumbrances and compare to actual usage. Encumber an estimated, yet adequate, amount of funds for Central Office and District utilization while being fiscally responsible.
• Prepare Department responses to Legislative inquiries
• Prepare and recommend Section program and initiative priorities
• Integrate technology into daily operations
• Train (e.g., attain certifications and licensure), mentor, and retain staff
• Develop or update handbooks, incorporating previous Strike-Off-Letters (Sols)
• Develop and provide training to our customers (including videos) in planning, design, construction and maintenance areas.
• Provide Quality Control and Assurance on NEPA and Act 120 related documents
• Develop, implement and manage Streamlining Project Delivery Programs
• Assist in planning and participating in the Environmental Managers meetings
• Participate in national and State professional organizations as authorized
• Oversee and coordinate work involving environmental policy development, project related assistance, environmental agency coordination and document review in the areas of planning, design, construction, maintenance and operations. Oversee and supervise the work of three (3) technical staff persons, as well as environmental consultants.
• Provide policy and procedural guidance on environmental issues to Department managers, supervisors, staff and consultants.
• Plan and organize work, assign work, determine priorities, set goals and review work performance.
• Evaluate employee performance and sign EPR's.
• Review grievances and complaints, conduct initial investigation into causes and conditions, discuss with employee and resolve or recommend solution to grievances and complaints.
• Interview prospective employees and recommend selection.
• Interpret rules, regulations, policies, procedures, standards and objectives of the Bureau and the Department for subordinates.
• Interpret contractual/administrative rights and obligations for subordinates and keep work environment abreast of changing conditions.
• Approve leave requests and monitor sick leave for patterns of abuse.
• Carry out work with a minimum amount of supervision.
• Serve as Section Chief when necessary.

Succession Planning
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy
As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA)
Unless directed by your supervisor or manager, comply with stated work hours for the 7.5 hour day.

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Works largely independently, within objectives set out at the start of the fiscal year. Expected to address requests for assistance from District professionals in a timely manner. Given wide latitude in how issues are to be resolved.
Staff are expected to elevate complex or controversial projects to the section chief. Work assigned is both program general, project and/or task specific, either verbally or in writing depending upon need or circumstance.
Exercises considerable freedom of judgment in making technical and administrative decisions. Work is reviewed as necessary to determine results on time-specific assignments and to assess overall direction, soundness, and completeness of recommendations, and adherence to policies and objectives of programs. Supervisory review is conducted as necessary to determine results on time specific assignments.
Work assigned to staff includes both functionally specific and general office management assignments. Review is generally by monitoring, unit staff assignment logs, comment review status logs, interim reports, open-end contract monthly reports, and by reading review comment letters and contract assignment letters. Specific projects are reviewed individually. Monthly meetings are held to assess overall direction and quarterly forms and evaluations are conducted.
