Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for the coordination of recruitment, placement and filling of all vacant, approved positions for Region 10 field office. Submits requests to fill through the PAR system and maintains a detailed log on the status of all vacant positions. Schedules interviews and works with facility supervisors/managers in the creation and review of interview questions to ensure they meet required perimeters. Schedules TB’s for selected candidates and establishes start dates in conjunction with facility management. Coordinates hires with centralized HR staff and DOC Management to ensure a smooth onboarding experience for new hires. Serves as the liaison for the Enterprise Recruitment team by coordinating onsite events and attending job fairs to assist in recruiting candidates for Commonwealth jobs. Assists employees and the general public by supplying and explaining employment/promotional opportunities in accordance with Bureau of Talent Acquisition and Planning policies and procedures and Merit System rules. This is accomplished through face to face interactions, telephone calls, and written correspondence. Serves as the Worker Compensation liaison between Region 10 field office and the Workers Compensation Resource Center. Receives, reviews for completeness, and enters WC packets into ESS. Advises supervisors and conducts necessary follow up. Coordinates the WRI and non-WRI modified duty program for staff. Assists supervisors and managers with finding appropriate modified duty placements. Analyzes WRI medical documentation and restrictions. Collaborates with the supervisor/manager of the injured employee, and Deputies/Major and the Superintendent of the facility to determine a work assignment that the employee can work within their restrictions to ensure a low risk of reinjury. Recommends work assignments to management for review and approval. Reviews medical documentation to ensure approval is consistent with existing policy. Collaborates with facility supervisors and develops modified duty position descriptions. Prepares modified duty approval letters. Communicates outcome to OA, Injury. Reviews medical documentation containing restrictions for employees’ returning from WRI and coordinates the preparation of the modified duty PD and communicates with Enterprise WRI. Notifies Enterprise WRI of concerns with modified duty assignment, any changes to the employees’ work status, or the employee’s return to work. Tracks and monitors approval periods and extensions of modified duty. Serves as the HRIS Reporting expert for Region 10 field office. Runs complement reports monthly and distributes to appropriate staff. Runs seniority reports, OT equalization reports as required by the CBA for multiple unions, staffing vacancy reports, and any ad hoc reports as requested. Provide the weekly status report to the Superintendent’s secretary and ensures Admin Staff reports are updated weekly for the FHRO. Serves as the E-PAR/Service Now Ticket Coordinator for the region. This includes classification and organization management requests (Reclass/Reallocate, Temporary Working Out-of-Class, and Change Supervisor Position). Gathers and verifies pertinent information from employees and management for each request. Processes decentralized Change Supervisor Position requests in SAP, and routes all other requests through Service Now for evaluation and processing. Serves as the institution’s Online Position Description (PD) coordinator. Establishes and maintains tracking/monitoring systems to ensure that accurate and current PDs are in place for institutional complement. Issues reminders and provides technical assistance to supervisors in the use of the Online PD (OLPD) Tool application. Provides training/guidance on appropriate position description content standards, and makes recommendations for PD revisions. Provides guidance to supervisors and managers on handling leave abuse cases and serves as a resource person for administering the combined leave program. Researches and analyzes employee leave records, which involves reviewing time clock punches, biometrics, and leave history in SAP in order to monitor attendance trends and identify potential misuse patterns. Collaborates with supervisors to determine if there is a pattern of leave abuse (i.e., calling off every Friday or a connection to paid leave, etc.). Reviews leave balance quotas to see if they are negative or will go into the new year negative. Provides guidance to supervisors on the use of leave restrictions. Instructs supervisors on the proper application of leave restrictions for an employee depending on the situation. Drafts leave restriction memo. Generates reports and monitors AW absences. Provides guidance and answers to employees and managers on the use of CP or CN (Combined pre-scheduled vs Combined non-prescheduled leave) and when an employee can get into their LTS (long term sick leave). Assists employees with general and technical human resource related questions regarding leave, time, pay, and seniority. Conducts new employee orientation and coordinates Get Healthy events. Researches files, policies, procedures, and reviews and compiles data necessary to complete special projects. Attends all DOC mandated training as well as job specific training as required.
