Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assist with a variety of technical duties in the inspection of materials and workmanship on highway construction or bridge construction projects to ensure all work is completed in conformance with approved construction codes, plans, standards and specifications.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists with inspections of all phases of transportation construction work. Assists with checking grades, elevations, structure stake-out and roadway stake-out with contractor/surveyor.

Assists in completion of documents and checks work performed by contractors and participates as a team member as part of the inspection staff as outlined in the Project Office Manual (Publication 2) and as required by Publication 408.

Utilizes computer and iPad in completing project documentation and perform direct entry of daily documentation into an electronic documentation system.

Assists with interaction with Department staff, other federal, state and local agencies, legislators and the general public to ensure the effective administration of transportation construction projects.

Completes Project Site Activity Reports (PSA's), mathematical calculations and all applicable construction project documentation manually or electronically. Assists in resolving field construction problems that are encountered.

Performs standard construction inspections with placement of materials such as cement concrete, bituminous concrete, drainage materials and all materials applicable to transportation construction.

Assists with producing reports as needed and/or required for project records and interprets the results to track progress and schedule. Tracks and checks material quantities and testing utilizing either manual or computerized methods

Performs mathematical calculations to determine consistency of materials being used, draw sketches, note field plan changes, and maintain consolidated construction inspection progress and quality control reports associated with the work being accomplished.

Provides compaction testing (visual non-movement method) of sub-surface strata, soils, aggregate, etc. during construction.

Assists with the direction, coordination, and control of the District's field construction project records and documentation and assists with PennDOT Project Collaboration Center (PPCC), Electronic Construction Management System (ECMS), Labor Compliance, EEO, MCCID, MCMPT, MCPSA, VSIR, MCDocs, MCFA, MCPL, and GeoSnap.

Assists with ensuring that transportation projects are completed in accordance with all existing regulations, policies and procedures and in an expeditious and cost-effective manner.

Follows proper attendance, call off and leave scheduling procedures; ensures start/stop times, breaks and meal periods are observed; and ensures effective use of work time.

Complies with all state policies and HR directives.

Maintains safe work environment for self and others by following proper safety procedures and use of protective equipment; maintains and encourages awareness of work area conditions and initiates proactive accident/injury avoidance measures; reports all accidents/injuries immediately and seeks proper medical treatment to minimize risk of further injury.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Attends environmental training as required.

Performs other related duties as required.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Essential Functions
: Provide a list of essential functions for this position. Example: Transports boxes weighing up to 60 pounds.
 
 1. Inspect the workmanship and materials on highway construction projects to ensure compliance with codes, plans, specifications, and safety standards.
 2. Read, write, speak, and comprehend clearly.
 3. Input/retrieve information utilizing electronic devices such as an iPad.
 4. Maneuver safely around moving traffic and construction equipment.
 5. React immediately to hazard warning devices, such as signs, sirens, and alarms.
 6. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
 7. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 8. Travel to sites and inspect highway construction projects.
 9. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 10. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.
