Position Purpose:

Provide professional land management and environmental management work statewide for the Agency and manage certain aspects of the Game Commission’s Oil/Gas and Mineral (OGM) Recovery Program. This position develops, coordinates, implements, evaluates, and promotes statewide oil, gas, and mineral resource programs designed to protect wildlife resources and their habitats.

Description of Duties:

Monitor and review oil/gas resource recovery operations occurring on State Game Lands to ensure compliance with existing permits, leases and agreements and to assess the impacts of such operations to wildlife populations and habitats, hunter/user experience and critical ecosystems such as streams, springs, surface waters and groundwater.

Conduct periodic field inspections of sites actively being developed for oil, gas, and mineral resources. Evaluate existing oil and gas infrastructure for integrity and report identified issues to supervisor and / or operators. Works directly with assigned operators and administers oil, gas, and mineral resource development on leased and severed State Game Lands.

Evaluate and review construction, storm water management, and other plans and/or permit applications submitted by oil/gas operators on State Game Lands with an emphasis on avoiding, minimizing, and mitigating impacts to wildlife, wildlife habitats, and sportsmen.

Investigate and resolve environmental impacts resulting from oil/gas resource recovery operations occurring on State Game Lands which may have adversely impacted wildlife populations, habitats, critical ecosystems, streams, springs, surface water and/or groundwater.

Research and interpret title abstracts, deeds, and leases in an attempt to determine ownership of mineral rights in surface and subsurface.

Prepare, process, and manage non-surface use agreements, restricted surface use agreements, amendments, consent to assignment agreements, and transfers for oil and gas agreements on State Game Lands.

Manage, prepare, and process restricted surface use agreements to manage oil and gas development on State Game Lands with severed oil, gas, and mineral estates.

Initiate, evaluate, and coordinate the bidding, leasing, and bonding/surety process for oil/gas recovery operations on State Game Lands. Maintain official files of legal agreements and original bonds.

Manage, audit, and track State Game Land leases, agreements, and contracts to reflect compliance with provisions, terms, payments, and obligations. Assist with managing associated GIS files, database records, and tracking spreadsheets.

Evaluate the State Game Land system for potential oil and gas production and natural gas storage opportunities.

Evaluate current, as well as project future oil and gas production using various statistical analyses and by generating and interpreting decline curves for wells operating under Commission oil and gas lease contracts.

Coordinate and collaborate with regional staff to manage projects involving the reclamation of previously impacted oil and gas development sites, to ensure the adequate restoration to original (or as near thereto) conditions at these sites. These activities include the plugging and abandonment of orphaned, abandoned, and/or non-productive current wells, the environmental restoration of areas where releases or spills have occurred, the disassembly and removal of all piping, tankage, and any other unsightly appurtenance otherwise associated with these activities, and the re-grading of the properties to near original contours.

Use geospatial and geographic information systems (GIS), databases, and other methods to compile, analyze, and present OGM Division data and information. Routinely utilize GIS to plan, map, evaluate, and develop alternatives for oil, gas, and mineral development proposals.

Create, manage, and maintain spatial data related to active lease tracts, terminated lease tracts, Commission subsurface ownership, producing wells top hole locations, producing wells horizontal well bores, pooled units, and other OGM Division specific spatial items.

Manage internal and external data, correspondence, and miscellaneous files in accordance with established internal processes and Commission protocols.

Serve as the primary point of contact for Declaration of Pooled Unit submittals. Ensure complete submissions and coordinate with OGM Division staff for the review and response to requests.

Routinely utilize PA Department of Environmental Protection (DEP) data systems to review regulatory actions, well status and production, and coordinates with DEP staff regarding oil and gas operations.

Provide guidance to Regions and Management regarding technical issues for various natural gas, oil, water, and geology related topics.

Maintain a working knowledge of the Pennsylvania Game and Wildlife Code, the Pennsylvania Game Commission Policy Manual and Standard Operating Procedures (SOPs), Pennsylvania Fish and Boat Code, The Department of Environmental Protection regulations for Oil and Gas Management, Solid Waste, Air Pollution Control, and Clean Streams Act; The Federal Endangered Species Act of 1973; and Stormwater Management Act.

Represent the Commission in an alternate status, as needed, at the Environmental Quality Board Meetings at PADEP offices.

Evaluate the programs and policies of Federal and State Regulatory Agencies as they relate to Title 34 Game and Wildlife Code and the potential environmental impacts from oil/gas and mineral recovery operations throughout the Commonwealth. Evaluate pertinent Environmental programs and policies of Local, State, and Federal Regulatory Agencies, pertaining to regulated industry practices and their potential impacts to Commonwealth’s wildlife resources; provide written or oral recommendations based on past, current, and proposed policies and regulations.

Represent the Commission’s oil/gas program interests at meetings with regulatory agencies and the public.

Provide technical training and recommendations, to include seminars and oral presentations, to appropriate Commission personnel on the Commission’s Oil/Gas Recovery Program; environmental impact assessments and procedures; protection of critical and unique wildlife habitats; Local, State and Federal Regulatory requirements, policy and technical guidance manuals relating to oil/gas recovery operations and construction projects.

Attend training and seminars and review documents on wetland identification and delineation processes, wetland plant identification and delineation processes; soil identification; environmental policies and regulations; computer operation; report writing, wildlife habitat management techniques, and State and Federal endangered and threatened species of birds and mammals.

Provide comments and recommendations to PADEP and industry intended to avoid, minimize or mitigate potential negative impacts of proposed oil/gas operations to wildlife, including threatened and endangered species and their habitats and ecosystems.

Correspond with the public and industry regarding the Commission’s concerns on oil/gas recovery operations on State Game Lands.

Represent the commission in various scientific studies for pollution abatement and best management practices, as well as current and proposed environmental regulations that may impact Commission’s policy and administrative directives promulgated under Title 34 Game and Wildlife Code.

Assist and/or work closely with other professional scientists planning, implementing, and collecting data/results from scientific studies as may relate to other Local, State and Federal charge, with respect to environmental protection and regulations governing oil/gas recovery operations in the Commonwealth.

Provide input and write content for the Agency’s OGM Manual and Wildlife Habitat Manual.

Maintain a Desk Manual for the position and keep the manual up-to-date with detailed notes/descriptions or processes involved in completing duties and tasks assigned to the position.
