Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for examining and processing complex motor vehicle and/or driver licensing applications received from the general public over the counter.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Have thorough knowledge of Motor Vehicle Code, procedures and regulations adopted by the Department of Transportation pertaining to registration and licensing.

Examines and processes basic and/or complex motor vehicle and driver license applications using a Personal Computer (PC) including but not limited to the following:
Driver Licensing:
Renew and/or replacement of regular or commercial driver license, occupational limited license, probationary license, ignition interlock licenses; renew or replacement of non-driver photo identification cards, update commercial driver license medical certifications, satisfy or process driver license restorations, process request for paid information for driver license information, satisfy bad check cases or refund request

Motor Vehicles:
Review and process applications for request of ownership to motor vehicles from existing Pennsylvania motor vehicles or vehicles purchased from out of state, issuance of various registration plates that are available to the public to existing or new motor vehicle records such as special organization plates, vanity tags, antique/classic/vintage registration plates, seasonal, farm plates/biennial certificates, also processes request for vehicles that have been imported or exported, process request for odometer reading corrections, process request for salvage vehicle titles, process regular motor vehicle registration renewals, updates , and/or replacements of credentials, request for weight changes to motor vehicles, record or remove lienholder information to motor vehicle records, restore registrations suspensions, process applications for persons with disability parking placards, create dead tag records for returned registration plates.

Research discrepancies and retrieves required documents to correct customer records.

Determines negotiability of checks and money orders.

Handle cash transaction and issues necessary change from own cash drawer.

Accepts various methods off credit and/or debit cards for payments for motor vehicle and driver license transactions.

Required to speak with customers face to face or via telephone.

Responsible for cash shortages within the guidelines expressed in Appendix “J” of the Clerical, Administrative, and Fiscal Unit section of the AFSCME agreement.

Responsible for ensuring that the correct fee waiver code is used and properly documented whenever a fee waiver is necessary to process a customer transaction. Complies with all aspects of the fee waiver guidelines.

Manual labor involves walking, stretching, bending, kneeling for extended periods of time, stooping, pulling, pushing, reaching, twisting, and/or carrying.

Assist supervisor in training new employees.

Monitors inventory of supplies.

May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to: early dismissals for inclement weather; the day before holidays; and special holiday closings.

Performs other duties as required.

Succession planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Safety
1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public.
2. Attend required safety training and adhere to the requirements of all safety manuals, policies and laws.
3. Immediately report to your supervisor and incident, unsafe practice or near miss.
4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols and appropriately react in the event of an incident.


Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Reviews insurance suspension letters and determines eligibility requirements to either start or restore from registration suspensions.

Reviews and determines eligibility for various restricted licenses available to applicants that meet specific criteria determined by regulations whose regular driver privileges have been suspended.

Determines whether or not faxed, photocopy or notarization is required when processing applications based upon set policy and or regulations.

Involves the research and review of driver history, microfilm, court documents to make decisions in eligibility for issuing, restoring, replacements of various driver licensing or motor vehicles credentials.
