Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews plans and completes engineering submissions and calculations related to traffic engineering and safety studies while implementing industry standard security protocols for the justification of existing or new traffic restrictions or patterns. Utilizes sound engineering judgment and practices to recommend traffic related safety improvements for inclusion in projects. Establishes, eliminates, or changes stop/yield/multi-way stop applications, pedestrian control measures, regulatory signs, warning conditions, pavement markings, delineations, speed limits, truck restrictions, no passing zones, and highway safety corridors; collects and analyzes crash data and other roadway information; and prepares drawings for conception designs based on recommended mitigation measures. Prepares technical reports for the justification of safety improvements. Completes official permit forms. Identifies projects that help achieve goals for safer travel and reduction of fatalities and serious injuries. Investigates and recommends low-cost safety improvements for resurfacing, restoration, and rehabilitation (3R) projects, surface treatment, and highway safety projects; develops project scopes and other contractual documents such as cost estimates and plans for crash clusters and statewide safety programs; completes in-depth safety reviews for projects as part of the preliminary design process; and evaluates project alternatives and the safety benefits of completed projects and/or develop crash modification factors. Perform, review and recommend approval of traffic engineering and safety studies including traffic impact studies in accordance with the Pennsylvania Code (Title 67), department’s standards, specifications, and policies with primary emphasis on traffic control and traffic safety. Prepare, review and recommend approval for traffic related plans, including traffic control plans, traffic signal construction plans, signing and pavement marking plans, ITS, HOP and other plans in accordance with all applicable regulations, policies and the standards. Conduct traffic studies for speed limits, stop signs, yield signs, turn restrictions, weight limits due to traffic conditions and other non-electrical traffic control devices and prepare permits for such restrictions. Review and evaluate submissions for hazardous school walking routes. Review and provide comments in EPS for utility pole permit applications. Review projects to identify crash related problem areas and substandard features which could potentially be safety hazards. Analyze crashes to determine if there are patterns that can be cost effectively addressed within the scope of the project. Suggest appropriate low cost treatments or systematic improvements. Offer safety recommendations to District Safety Engineer or District Traffic Engineer. Retrieve crash data for internal and external customers adhering to the current RTKL using the department's computerized crash record system (CDART). Draw crash diagrams as requested. Participate in continuing education opportunities and keep up with the latest highway design and safety standards through training courses offered by the department. Investigate citizen and municipal complaints related to safety issues on the state highway system Perform crash data analysis to assist the Tort Coordinator and the Office of the Attorney General with Tort Litigation issues. In conjunction with other members of the Traffic Engineering Unit, apply a teamwork approach towards maintaining the Traffic Unit Speed Limit Log, Utility Pole Permit Log, the database for non-electrical traffic restrictions on state highways, and any other databases containing traffic safety information. Work with local police, municipal officials and community groups to encourage practices which help promote highway safety. Work with the District Safety Press Officer in various capacities; provide traffic and engineering information relevant towards the duties of the Safety Press Officer. Performs other related duties as required. Safety 1.Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2.Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3.Immediately report to your supervisor any incident, unsafe practice, or near miss. 4.When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5.Evaluate contractor operations: -Immediately stop unsafe actions -Engage in ongoing safety dialogue with the contractor’s leadership 6.Promote a CULTURE that emphasizes SAFETY as a core value: -Immediately stop any unsafe actions. -Incorporate safety into all discussions, deliberations, and decisions. -Continuously communicate the safety direction. -Inspire employees to be a MODEL for safety. -Encourage and support safety initiatives and programs by participating and involving staff. -Recognize safety daily. -Acknowledge EXTRAORDINARY achievements. -Learn and improve through After-Action Reviews (AAR’s) -Enforce accountability. Succession Planning: (Employees) Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA) (Employees): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.50/8.0-hour day. |

Particularly sensitive or high profiles requests are reviewed by the Supervisor or higher-level Manager. |
