Position Purpose:

This is a 12-month on-the-job training wherein the employee learns to perform duties that result in the promotion to a Transportation Planning Specialist 1. Employees learn how to perform a variety of complex technical and business functions that support transportation planning and engineering within the Bureau of Planning and Research Geographic Information Division Cartographic Information Unit at PennDOT.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Learns and assists in the development and update of statewide or metropolitan plans through geospatial analyses of completed, in progress, and planned transportation work using transportation planning, environmental, self-created, and other relevant data and information.
Learns and develops proficiency with Bentley, Adobe Creative Suite, and Esri ArcGIS software to create, maintain, analyze, and distribute spatial data and to produce maps, charts, graphics, and other visual displays of data.
Learns and develops and can discuss Geographic Information Systems (GIS) based applications including but not limited to VideoLog, Interactive Straight-Line Environment (ISLE), PennDOT OneMap, Posted and Bonded Viewer, Road Condition Reporting System (RCRS), Crash Data and Retrieval Tool (CDART).
Learns and assists in the composition of letters, e-mails, and reports responding to inquiries about spatial and cartographic products, including executive correspondence and Outlook resource account submissions.
Learns and assists with the development, implementation, and maintenance of graphic data files including, but not limited to, various boundaries e.g. political subdivisions, legislative, planning organizations, urbanized areas, GIS base maps, and centerline files including the rectification to ortho-photography in support of the statewide mapping program.
Learns and develops an ability to adjust to changes creatively and effectively in transportation planning project requirements and offers alternative courses of action.
Learns and develops proficiency with gathering, assessing, linking and updating of transportation data layers by maintaining synchronization with Roadway Management System (RMS), Local Roads Mileage System (LRMS), and other sources supporting statewide and metropolitan transportation plans and programs, functional class activities, bridge maintenance, traffic data collection, and benefits other agencies.
Learns and develops proficiency maintaining, linking, editing, and documenting statewide boundary data files including political subdivisions, legislative, congressional, Metropolitan Planning Organization (MPO)/Regional Planning Organization (RPO), reapportionment, urbanized areas, school districts, and others as required.
Learns and assists with the development and maintenance of PennDOT’s local road network to ensure compliance with Federal Highway Administration initiatives to include All Road Network of Linear-Referenced Data (ARNOLD), Highway Performance Monitoring System (HPMS) and Model Inventory of Roadway Elements (MIRE).
Learns and develops competency in Microsoft Office Suite including Outlook, Excel, Word etc.
Learns and develops proficiency in various graphics and mapping software such as Adobe Creative Cloud, Bentley MicroStation, and Esri ArcGIS Suite.
Learns and develops knowledge of computer programming principles, including but not limited to SQL, HTML, Python, and Arcade, to support transportation planning initiatives. Plans and tests applications utilizing geospatial technologies. Research, evaluates, tests, and recommends geospatial technologies for implementation to improve transportation planning, analysis, and operational efficiency.
Learns and assists in the regular generation and publishing of scheduled scenario maps including but not limited to, pavement cycles, State Route Segment Maps and Legislative District Maps.
Learns and assists with production and maintenance of cartographic and related products including but not limited to, General Highway Series (Type 10) and County State Route (Type 3), Supplemental Municipal Mileage (Type 5, 5B, and 5C) map production, Tourism and Transportation Map (TTM) production.
Learns and develops proficiency with maintaining Pen Tables, Color Tables, iParms, and using Interplot Organizer software to ensure quality PennDOT cartographic product line output in accordance with due dates and deadlines.
Learns and assists with the acquisition of graphic and spatial data sets from outside sources that are deemed useful for cartographic functions.
Learns and assists with the creation and maintenance of spatial metadata for Transportation Planning and Engineering data according to Commonwealth GIS policies and standards.
Learns and assists with the maintenance and routine publishing of various base maps, including but not limited to, the PennDOT vector base map.
Performs other related duties to carry out Geographic Information Division business.
Training, including out-of-state travel, may be required.
Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

This is a trainee position, and work is assigned in accordance with the job functions and geared to increase the employee’s knowledge and abilities.
The Section Manager and Supervisor determine which work assignments go to this position.
The employee assists the Supervisor with tasks assigned by the Manager. Tasks are targeted to develop the employees for future advancement. In decision-making situations, the employee prepares options for the Supervisor and Manager including recommendations for consideration by the Supervisor and Manager.
All assignments are reviewed by the Supervisor for content and completeness.

Essential Functions

 8. Applies coding, scripting, and geospatial modeling to analyze land use patterns, evaluate planning scenarios, and support data driven decision making.
 9. Ability to interpret data, maps, and ortho-imagery.
 10. Ability to travel, occasionally and attend job-related training.
