Monitors outdoor advertising devices and junkyards along the interstate and federally aided primary highway systems. Reviews and approves permit applications and maintains lease and disposition files. Collect fees due on non-payment of permits. Utilize and use HBMS to complete legal process on non-payments, reconcile records yearly, perform surveillance on all billboards and upload data to HBMS.
Monitor all Junkyard permits and applications. Approve and upload permits to HBMS.

Negotiates with property owners and their representatives for all types of acquisitions and relocation claims and demonstrates knowledge of real estate laws and market.

Research deed information on parcels and contacts property owners or representatives to discuss project impact on properties

Reviews appraisal information and makes fair market value offers, discusses relocation and improvement options, and attempts to negotiate an amicable claim resolution.

Initiates declarations of taking when appropriate, assists owners in relocation efforts, and gives legal testimony on assigned property claims.

Participates as design project team member to provide technical right-of-way assistance and provides liaison with right-of-way acquisition consultants on department projects. Provides advice and helps resolve problems, interpret policies, rules, regulations, and contract interpretation issues.

Records deeds and notice of condemnation, records plans, files court papers associated with the declarations of taking, memorandum of prothonotary, proof of service, and meets with attorneys to satisfy dockets.

Performs assigned property management activities such as execution of joint and interim leases, demolition, and boarding and sealing of buildings. Monitors condition of Department-owned properties to ensure appropriate maintenance is performed to avoid liability.

Reviews appraisal reports and inventories of improvements in preparation for meetings with claimants.

Advises the claimant of their legal rights and benefits under the Eminent Domain Code.

Explains the Department’s policies and procedures relevant to the right-of-way acquisition, vacating dates, the various types of settlements, the appeal process, Declaration of Taking, site view, Board of View, and jury trial.

Assures that required property owner notification letters and portfolios are prepared and delivered, photographs taken, titles searched and offers are made. Discusses affected properties with supervisor to ensure letting schedules are met and helps resolve difficult problems.

Provides relocation assistance to displaced persons and business, computes supplemental payments on relocations, keeps the property manager informed of the status of settlements on claims where demolitions are involved, and performs duties to assist property management.

Prepares and maintains all required records and reports, testifies at hearings, and assists the attorneys in court cases.

Determines the accuracy of information of ROW/HOP documents such as property title information and initiates appropriate action to correct/obtain correct information.

Coordinates and facilitates through the Permit Unit and Department representatives in conjunction with the permittee and/or their agents all required documents to obtain clear title to all properties to be conveyed.

Schedules plan checks for HOP right-of-way plans and prepares correspondence between the Department and the permittee as it relates to the HOP right-of-way plans.

Performs reviews of right-of-way documents associated with HOPs to ensure accurate right-of way-plan review and property title information.


Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Review right of way plans and deed information to assist Project Manager in providing an accurate, timely final R/W plan.

Enforce employee safety procedures and equipment use on active projects to maximize employee services in the field.

Work may involve courthouse research into land ownership and work with local municipalities to verify information. Verify and inspect sign and property locations to evaluate if they are conforming to policy. Work is reviewed by supervisor for accuracy and adherence to policies and procedures.

Essential Functions
