Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides technical and fiscal support in financial system designs and business process management of the Fee Accounting component of Driver and Vehicle Services' computer processing systems: the Driver Licensing system (DL&C), the Motor Vehicle system (CARATS), Modernized Vehicle and Driver Licensing System (MVDLS), Commercial Motor Vehicle system (CMV), Financial Application (FA), and the tag inventory system (.Centric). Ensure thoroughness, quality assurance, and auditability in the Fee Accounting component. Performs monthly electronic payment bank reconciliations.

Description of Duties:

Responsible for the Bureau's new technology development and implementation of the Driver Licensing and Motor Vehicles fee accounting system enhancements and procedures to support the use of credit/debit cards in payment of fees, and the installation of automated Driver Licensing Offices and Decentralized Services.

Responsible for analyzing potential financial accounting system software and hardware modifications to support DL&C system production maintenance to include development of assessment reports identifying options which are compared in terms of cost, risk, level of functionality delivered, estimated resource hours to complete the work, and recommending a course of action.

Responsible for the design development and analysis of critical system generated reports to provide critical accounting and management information and to diagnose potential financial accounting fail-points in the Driver Licensing and Motor Vehicles systems.

Provides technical expertise in the development of BDL Management Information Reporting. Performs statistical manipulation of data using structured computer languages such as Crystal Reporting, DB2/QMF, MARK IV and SAS.

Participates in special projects, task forces, and performance improvement teams to analyze and recommend solutions to streamline and build quality assurance and sound financial accounting into the Driver Licensing and Motor Vehicles systems processes. Performs cost benefit analysis.

Serves as team lead or member on Driver and Vehicle Services System Maintenance projects. Responsible for the analysis and approval of assessments.

Utilizes research of Driver Licensing and Motor Vehicles documentation, interviews, site inspections in the technical analysis and development of process flows and of manual and automated procedures. This development includes the assessment and recommendation of the use of new hardware and software.

Responsible for the development of comprehensive System Test Plans relating to Fee Accounting. Develops test conditions and expected results to ensure full shakedown of program modules and adequate regression testing of the Driver Licensing and Motor Vehicles systems. Organizes, trains participants and coordinates the execution of User Acceptance Testing.

Responsible for the chargeback program to ensure PennDOT receives payment for products and services obtained through our Web site.

Responsible for monthly electronic payments bank reconciliation.
