Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for directing the inspection of materials and workmanship on construction improvement projects within Engineering District [_9__] involving pavement reconstruction, bridge structures, and limited interchanges, ensuring that all work is completed in accordance with approved construction plans, standards, specifications, and contract documents.

Description of Duties:

Applies sound engineering practices and principles while managing moderately complex and multiple construction projects or phases of complex projects. Applies engineering judgement analyzing, advising, and supervising an assignment from its inception to completion in a professional, timely, cost effective, and safe manner.

Works as the inspector-In-Charge (IIC) on highway construction projects including roadway pavement reconstruction, guiderail installation, flood control, and bridge rehabilitation and replacements.

Resolves or provides engineering support to resolve issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects.

Analyzes project information to provide engineering support to the Assistant Construction Engineer (ACE)/Schedule Reviewer for contract scheduling and resolving issues that arise due to delays from any of the above issues. Participates in constructability reviews/meetings as required.

Complies and drafts documentation, work order justifications, technical reports, and correspondence for construction replated issues as required. Prepares and submits work orders and construction estimates. Tracks all material certification to ensure materials incorporated into the work are certifies and within specification.

Manages the inspection of materials and workmanship for compliance with contract requirements, established standards, publication, and specifications. Interacts constructively and professionally with supervisors, co-workers, subordinates, contractors, vendors, suppliers, property owners, and public at large, to provide a positive image for PennDOT.

Serves as project engineer to oversee all phases of highway construction including stakeouts, grading, paving, drainage, guiderail structures. And highway appurtenances (lighting, pavement markings, erosion control, traffic control, vegetation). During design, reviews plans for constructability and conducts project after action reviews at the completion of work.

Reviews projects to ensure they are maintenance friendly. Assists the Assistant Construction Manager/Engineer (ACM/ACE) making field decisions by conducting engineering reviews for determinations to alter plans, quantities, methods of work, and construction completion dates. Interprets project designs and plans and provides engineering and technical guidance to resolve discrepancies and ensure project work is completed as intended.

Oversees project documentation, material control and acceptance, contactor and consultant payments, project closeout procedures, semi-final inspections, and project acceptance. Resolves contractor disputes when possible and participates in claim meetings and pre-claim meetings when disputes cannot be amicably resolved.
Maintains project records on funds expended and percentage of job completions; prepares routine and special correspondence, and reports associated with assigned project responsibilities.

Assists the ACM/ACE in the development of engineering/inspection agreement scopes of work, advertisements, and engineering estimate.
Working with cross divisional personnel, reviews existing field issues related to various root problems (geotechnical, traffic, structural, delineation, etc.) and identifies potential solutions considering both construction field challenges and engineering principles.

Plans, assigns, prioritizes, and evaluates work of consultants. Evaluates consultant statements of interest, evaluates consultant performance, and resolves problems.

Assists District Geotechnical Engineer and District Structure Control Engineer in performing engineering design reviews and field evaluations.

Attends environmental training as required and demonstrates/implements sound environmental practices. Performs other related duties associated with the inspection of work and materials on highway construction projects as assigned.

Functions productively in winter re-assignments.

Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:

Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Essential Functions

 1. Direct the inspection of materials and workmanship on construction improvement projects.
 2. Read, write, speak and comprehend clearly. Apply engineering knowledge, principles, and standards
 3. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.

 5. Maneuver safely around moving traffic and construction equipment.
 6. React immediately to hazard warning devices, such as signs, sirens, and alarms.

 8. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 9. Travel to sites to inspect work of personnel associated with project construction to ensure compliance with project safety standards.
