Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The review of Highway Occupancy Permits and plans in field for accuracy in conforming to Department regulations and standards. Reviews include determination of location, accuracy, drainage, safety and geometric. Coordination within the Department with other units to assure accuracy of drainage narratives, safety near signalized intersections, geometric designs and structures analysis.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews, also, include close contact with private companies in the preliminary stage, private development corporations, small businesses and the general public.

Assist the Permit Project Engineer in gathering existing roadway conditions for documentation on extensive Highway Occupancy Permit Project (for example: sewer project, water main installations).

Research of existing Highway Occupancy Permits to conclude if existing conditions are parallel to conditions stated in the permit.

Reports to and coordinate all activities through the Assistant Permits Engineer.

Is responsible for all permit activity within an assigned geographic area. Field views all permit applications within an assigned geographic area prior to application approval and at closeout to assure compliance with the issued permit. Forwards all field view applications to the Permits Engineer for review through the EPS system (e-permittting).

Meets with the permit applicants as required to aid in the application processes, attend other field views and meetings as assigned by the Assistant Permits Engineer.

Reports any conditions found in the field not in compliance with permit regulations to the Assistant Permits Engineer. Issued citations and letters of warning to permit offenders as required. Keep all required records and files, prepares regular and special reports and performs other duties as required.

Sample and Test Materials:
Collects samples of materials such as aggregate, concrete, bituminous asphalt products, and other
materials used in highway construction projects. Performs testing or submits samples for testing by
others. Analyzes the results to ensure products meet contract materials requirements

Work is dependent on submissions, phone calls and work directed from the District Office.

Majority of applications for review will be handled through the EPS (e-permitting system).
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
