Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for maintaining the operability of the steam boilers, heating boilers, chilled water system(s), cooling tower(s), and standby generators for the Department of Corrections (DOC) State Correctional Institution (SCI) at Mahanoy. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The following duties are completed in support of the CENTRAL UTILITY PLANT and are accomplished in accordance with all applicable policies, procedures, and guidelines. 40% Performs repair work and routine/preventative maintenance on all equipment to ensure proper functionality. Cleans and maintains central air compressors located within the plant and boiler room. Monitors hot water and chilled water expansion tanks to ensure they maintain proper pressures. Identifies issues and takes corrective action measures. Rectifies any deficiencies identified by the boiler inspector. 15% Tests chilled water, condenser water, hot water, and condensate water. Maintains testing logs and inventory of water treatment chemicals, reagents, and other supplies necessary for completing mandated testing. 10% Performs annual start-up and shut-down of cooling tower(s) and chilled water system(s). 10% Maintains standby generators which includes checking fluids, testing batteries, and readying fuel day tanks. Performs fuel tank inspections and completes checklists. Monitors fuel levels, usage, and leaks on the fuel tanks. Identifies and performs necessary repairs. 10% Oversees inmate workers in the performance of janitorial and/or maintenance work details while assigned to the plant. Monitors inmate movement during operational hours and processes sign-out sheets. Maintains a safe and secure work environment. Conducts searches of inmate workers and work areas for contraband. Ensures tool control and caustic/toxic supply inventory records are maintained. 5% Performs general housekeeping. 5% Communicates daily with the supervisor and addresses any concerns or issues. Completes assigned paperwork, documentation, and daily inventories. 5% Performs other related duties as assigned. ESSENTIAL FUNCTIONS: 1. Exercise care, custody, and control over inmates 2. Apply physical force and intervention when appropriate and necessary 3. Demonstrate and oversee inmates in the standard principles and practices used in boiler plant maintenance and repair 4. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp 5. Be mobile over all types of physical surfaces and levels 6. Spend prolonged periods of time working indoors as well as outdoors in all weather conditions 7. Spend prolonged periods of time standing or walking 8. Work all shifts and posts as required by operational necessities and emergencies 9. Work mandatory overtime in compliance with provisions of the Collective Bargaining Agreement, with little or no advance notice, whether on or off duty at the time of notification 10. Maintain regular and reliable attendance 11. Use and maintain various equipment and tools used in the maintenance and repair of a boiler plant 12. Operate basic office equipment 13. Properly wear all portions of assigned uniform 14. Effectively communicate verbally and in writing 15. Establish and maintain effective working relationships 16. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet) 17. Visually observe inmates’ activities 18. Administer emergency medical assistance to inmates and staff 19. Attend and participate in all mandatory training and/or testing 20. Travel as required |
