Position Purpose:

This position provides paraprofessional support within the DOC Human Resource Office Field Region 10, which serves SCI Mahanoy and SCI Frackville, to ensure its operations are conducted efficiently and effectively. The holder primarily serves as the Time Advisor.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Time Management: This position serves independently as the Time Advisor, responsible for auditing, monitoring, overseeing and recommending appropriate action to the timekeepers and the time and attendance program in the region. In coordination with the FHRO, the incumbent determines the training needs, develops appropriate training programs and conducts training to support and assist four timekeepers. Responsible for ensuring compliance with the absence and overtime policies and procedures of the Commonwealth of Pennsylvania and the Department of Corrections. A thorough knowledge of ten collective bargaining agreements, memorandums of understanding, and various side letters, pay schedules, management directives relating to time and attendance, Personnel Rules, Executive Board Amendments, and rules and regulations for both Standard and Combined Leave programs is required to perform the routine duties of this position. Also required is the knowledge and ability to interpret policy, contracts, side agreements, and other procedural documents to ensure the institutions are in compliance with all leave and attendance policies and procedures, including the Fair Labor Standards Act. Provides guidance, to timekeepers on proper procedures to pay accurate overtime, charging proper absences and entering substitutions as they impact the work schedule. The incumbent is responsible to review payroll post audits and ensure compliance with resolution in a timely manner and advises FHRO of non-compliance. Researches and enters transactions to process payment for quota compensation and entitlement once verified of eligibility via holiday payout, combined leave sell back and compensatory payout. Receives and assists timekeepers with various reports relating to absence and attendance errors. Investigates attendance and absence issues timekeepers cannot answer via payroll error form submitted by employees. Produces correspondence, creates reports and generates reports to employees and supervisors concerning absences and attendances.

Monitors timeclock usage, pulls timeclock punch history, provides supervisors with reports bi-weekly and responds to questions related to time and attendance.

Role Mapping: Completes and submits role mapping changes via Helpdesk Ticket (HDT) to Org Management to assign various roles to employees.

Processes requests for working out of class assignments via Service Now ticket and ensures timely coding of higher pay for the employee.

Separations: Receives notification of employee intent to resign or retire and completes appropriate notifications and memo for superintendent signature. Completes investigative work in SAP to ensure the employee’s record is accurate and ready for separation action. Completes and submits E-PAR to the HR Service Center for action and follows up to ensure completion.

Work Schedule Assigner: Responsible for entering permanent work schedule changes in SAP. This requires knowledge of basic, rotating, and variable schedules.

Incumbent is responsible for updating supervisory changes in SAP for Corrections Officers, and via HDT for all other staff.

Greets visitors and provides assistance or directs them to the appropriate HR staff member.

Reviews, interprets, and applies policies, procedures, union agreements, and directives relating to all assigned tasks and seeks guidance and direction as needed to ensure an understanding of changes implemented.

Typing: Types memorandum, letters, schedules, and miscellaneous correspondence for Human Resources. Follows through with mailing and distribution of routine letters and correspondence.

Performs other related duties as assigned by FHRO.
