Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises the work of a highway bridge maintenance crew performing manual labor and operating light to heavy equipment to perform standard or routine maintenance/repairs/replacement of bridges, culverts, retaining walls, roadway structures, drainage facilities, and buildings under management. This includes planning, carrying out, and finalizing all phases of a project or assignment. Supervises a specialized bridge maintenance crew in a variety of bridge maintenance duties at the direction of the District Bridge Maintenance Coordinator such as: bridge deck repairs/replacements;bridge superstructure repairs/replacements;bridge substructure repairs/replacements;scour protection improvements;variety of concrete repairs on bridges, retaining walls, and sign structures;bridge joint sealing;expansion dam repairs;bridge sign/sign structure installation/repair;various structural and non-structural steel repairs on a variety of bridge components;repair and/or replacement of truss members;parapet/bridge barrier/curb & sidewalk repairs;repairing/replacing bridge bearings, beam seats, scuppers and down spouts;box culvert replacements; and small bridge replacements. Supervises a variety of facility repairs throughout Allegheny County under the direction of the District Bridge Maintenance Coordinator Supervises a highway bridge crew to fulfill the environmental management requirements identified in the Maintenance, SAP, and Bridge Maintenance Manuals and designated for this title in the District’s Strategic Environmental Management Program (SEMP Manual) under the direction of the District Bridge Maintenance Coordinator and fulfills the environmental management requirements designated for this title in environmental training programs. Aides the crew in the performance of their tasks/assignments to meet operational demands within organizational requirements. Aides the Asst. Bridge Maintenance Coordinator and/or the Bridge Maintenance Coordinator in developing anticipated work schedules. Assigns/delegates/directs the work of subordinate staff to accomplish projects and assignments safely, efficiently, and effectively. Attends environmental training designated in the District’s SEMP Manual. Attends meetings as directed by the supervisor such as: Pre Job Meetings, After Action Reviews, Safety Meetings, Planning Meetings. Attends trainings as directed by the supervisor. Coordinates with supervisor to schedule trainings for self and subordinate staff in a timely fashion. Coordinates with supervisor to procure material and equipment necessary for operations. Coordinates with supervisor when support from other crews is necessary for operations. Conducts relevant safety talks with the crew daily. Conducts routine supervisory review of subordinate employee performance (EPR) on an annual or semi-annual basis. Conducts field visits of locations for documentation at the direction of the supervisor. Demonstrates and assists in ensuring compliance with proper work and safety methods for all maintenance crews involved with bridge projects. Ensures efficient staffing, material and equipment are available for assigned projects/activities. Ensures required safety precautions are taken, personnel are aware of responsibilities and hazards of work assignments. Ensures that all tools assigned to the bridge crew are available and in safe, working condition at all times. Ensures efficient alternate work activities are performed when unexpected conditions require changes to scheduled projects/activities. Ensures that all work zone traffic control is installed in accordance with Publication 213 or provided Maintenance and Protection of Traffic (MPT) plans. Ensures projects/assignments are efficiently and effectively completed within scope and in accordance with the relevant plans/details/specifications/standards Ensures self and subordinate staff are up to date on all required and relevant trainings and certifications. Enters payrolls through the Abledoc / Epayroll system daily for supervisor review. Inspects work site and potential work sites with and at the direction of the Asst. Bridge Maintenance Coordinator and/or the Bridge Maintenance Coordinator. Maintains organized reporting location for safe and efficient storage of tools, materials, and equipment assigned to the bridge crew. Provides clear direction to subordinate staff both orally and in writing. Provides electronic documentation (photographs) of completed/ongoing work activities to supervisor as requested via Department issued IT devices. Receives assignments/projects orally, in writing, or electronically by utilizing Dept. issued IT devices (computer/tablet/phone). Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the objectives related to the Strategic Environmental Management Program (SEMP). Also supports the efforts of other employees to meet these objectives. Schedules leave in accordance with Department policy. Performs other related duties as required. SAFETY 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate contractor operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor’s leadership 6. Promote a CULTURE that emphasizes safety as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving your staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. •Learn and improve through After Action Reviews (AARs). • Enforce accountability. SUCCESSION PLANNING: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. DEPARTMENT GREEN PLAN POLICY: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. FAIR LABOR STANDARDS ACT (FLSA) Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The incumbent must determine appropriate individual maintenance functions to perform on assignments and direct the workforce to carry out those assignments. The incumbent evaluates the skill level of the subordinate staff and makes recommendations on required training and opportunities for overall performance improvement. For each project/assignment, the incumbent is responsible for the safe and efficient performance of operations to accomplish the task(s). This includes determining means and methods and personal protective equipment (PPE) necessary to safely carry out the assignment(s) in accordance with the relevant publications and specifications (Pub 55, Pub 113, Pub 445, plans, etc.). A formal request to the supervisor must be made to order and obtain equipment, tools, and PPE that are not on-hand. For each project/assignment, the incumbent is responsible for determining and implementing safe work zone traffic control requirements in accordance with Publication 213 or provided Maintenance and Protection of Traffic Plans (MPT). For each project/assignment, the incumbent must determine appropriate staffing requirements to safely and efficiently accomplish the task(s). For projects/assignments that require supplemental staffing, a formal request must be made to the supervisor to coordinate. For each project/assignment, the incumbent must assess the material needs, determine on-hand/required material quantities, and follow up with a formal request to the supervisor for additional materials. For each project/assignment, the incumbent must determine the equipment required for the safe and efficient performance of operations to accomplish the task(s) and gather concurrence from the supervisor. A formal request must be made to the supervisor to coordinate use of Dept. equipment and/or rental equipment. |
