Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

If this position is filled as an Air Quality Engineering Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of an Air Quality Engineering Specialist.

As an Air Quality Engineering Specialist, the incumbent will work as a professional in the New Source Review permitting section of the Air Quality Program in the Northwest Regional Office. The position involves the review of the Plan Approval applications and General Permit Applications, prior to construction of new air contamination source(s) and/or modification(s) to existing contamination sources(s). Recommends the issuance or denial of a Plan Approval/General Permit to the Regional Air Quality Manager through the Chief of New Source Review, on the basis of application reviews.

Per licensure requirements, this employee is under the responsible charge of a licensed engineer in the Air Quality Program in the Northwest Regional Office.

Conducts activities on facilities requiring engineering skills, assuring that all existing or potential air pollution problems are reviewed, handled and resolved in a manner consistent with the Bureau’s air pollution control program and the Rules and Regulations of the Department.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Conducts simple to progressively more complex Plan Approval Application reviews in accordance with Title 25 of the Department’s Rules & Regulations concerning construction, modification, reactivation, and operation of sources.

a. Reviews applications subject to New Source Performance Standards (NSPS) and the National Emission Standards for Hazardous Air Pollutants (NESHAPS), as well as, but not limited to, applications subject to State New Source Review (NSR), Reasonably Available Control Technology (RACT), and Surface Coating Operations.

1) These application reviews involve reviewing Best Available Technology (BAT), and applicability determinations for NSR and new sources, respectively. RACT/BACT/LAER database studies may be needed for control technology determinations, and research of existing permits and sources for lowest emission rates.

2) Application reviews involve making engineering evaluations of operating sources and/or associated air cleaning devices. This involves:

a) reviewing proposed control device specifications to ensure adequate reduction efficiency;

b) ensuring that monitoring devices are in place to aid in maintaining properly working equipment; and

c) requiring that preventative maintenance programs are in place to ensure properly working equipment.

2. Ensures that existing sources operate in compliance with the Department’s Rules and Regulations by conducting inspections of assigned facilities.

3. Carries out Roles and Responsibilities, including:

• Follows Standard Operating Procedures (SOPs).
• Implements the PAback Program for authorization applications/RFDs rec'd after 11/1/2023.
• Reviews permit applications.
• Enters appropriate data into eFacts.
• Drafts deficiency letters with regulatory citations.
• Identifies issues encountered and recommends solutions to Section Chief.


4. Participates in planning and development of assigned case enforcement actions. Obtains all information which may be necessary to bring the facility into compliance.

a. Makes engineering field evaluations and conducts active case follow-up inspections. This involves: 1) interviewing source operators to determine which operations might cause a problem; 2) inspecting air contaminant sources and air cleaning devices to ascertain their operating parameters and operating characteristics; 3) making recommendations to source operators for the abatement of air pollution problems; 4) writing technical reports and memos concerning findings of investigation; 5) writing letters to source operators outlining problems and/or violations of the department’s Rules and Regulations and recommending appropriate action for the abatement of air pollution problems.

b. Monitor stack tests conducted by engineering consultants or by the Bureau’s Division of Source Testing and Monitoring. This involves: 1) accompanying Project Section personnel on pre-test inspections to determine the adequacy of sampling facilities; and 2) monitoring and recording process and control equipment operating parameters to assure representative conditions during source testing.

c. Other associated work includes:

1) Conducts and participates in meetings and abatement conferences with industrial, governmental and/or community representatives to evaluate air pollution control programs and to resolve specific conflicts or problems evolving from any particular case.

2) Monitors order and agreement dates to assure compliance, conducts follow-up inspections when appropriate.

3) Disseminates and explains the Air Pollution Control Act and the Rules and Regulations to company representatives and the public.

5. Participates in the development of source specific ambient air sampling programs for specific cases.

6. Other work related duties.

a. Participates in activities with the Bureau’s Central Office and other Regional Offices. This involves: 1) providing information for special air pollution studies; 2) reviewing point source emission inventories prepared by private consultants; 3) attending meetings and seminars organized by Central Office on technical projects and studies; 4) participating in inter-regional inspections and tours to evaluate programs and controls of other sources located within the Commonwealth.

b. Maintains records and program activities as required; attends job-related training courses as required, communicates Departmental activities and requirements with industrial and municipal officials, consultants, and interested citizens.

c. Attends meetings and speaks on Department activities with public interest groups, private consultants, city planning commissions and providing public data and information.

7. Maintain a valid drivers license to operate the State vehicle whenever it is required.

8. When requested, attend late evening or night meetings as necessary to complete job duties.

9. Travel within and outside the State including overnight stay whenever it is required.

10. The employee establishes and maintains effective working relationships and effectively communicates orally and in writing.

11. Reviews Emission Reduction Credit Registry Applications, in a timely fashion, as assigned and specified by the supervisor.

12. Reviews Requests for Determinations for plan approval and/or operating permits in a timely fashion, as assigned and specified by the supervisor.

13. Ensures timely acceptance/processing of eDocuments, including documents and permit applications received through SharePoint, ePermitting, eRFD, OnBase, PSIMS, or other developed electronic systems. Ensures timely upload of final electronic documents to OnBase.

14. The employee performs other Air Quality related work as necessitated by the Air Quality Program's work load and demands.

15. a. Promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.
b. Inputs appropriate data in a prescribed format to meet data quality standards set
forth by guidance, training, and policy across all of DEP’s electronic data systems;
to include ensuring accuracy and completeness of entries, and where available, the use
of system specific tools to ensure duplicative entries and data quality issues are
minimized.

If this position is filled as an Air Quality Engineering Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.

As an AQES goals and objectives along with policy guidelines are assigned by the Supervisor. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Employee independently develops and implements a work program which is designed to achieve these goals. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality. Final decision making on permit issuance is left to the Section Chief and/or Program Manager. The AQES is expected to resolve technical issues encountered during application reviews, to the extent possible, with moderate supervision.
