Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Transportation Technician is a beginning level position performing a variety of construction inspection activities and related duties and technical duties with payment audits and work order justifications on construction projects to verify final pay quantities and generate final estimates and work orders within Engineering District 2-0 to ensure all work is completed in conformance with approved construction codes, plans, standards, requirements, specifications and Quality Control Plans.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Under guidance of higher-level inspectors, provides as needed inspection services associated with Materials, Field and Geotechnical Inspector assignments on an as needed basis to ensure compliance with contract documents to meet Department goals of reduced cost while maintaining quality.

Participates in the review of documentation of work units completed, and materials used to ensure accuracy and conformance to Department policies.

Provides assistance in the testing of materials and inspection of the work being performed. Interprets contract and Departmental specifications and requirements to the contractor in testing and sampling methods.

Utilize current documentation systems and audit module, navigate through ECMS, ECS, and PPCC systems for project documentation setup, field reviews, field and final audits of construction projects.

Under the guidance of higher level technicians, will participate in prioritizing and setting up project records to ensure they are available for project startup date; performing field reviews and interim audits of current construction projects.

Assists Finals Unit by checking records in and properly archiving them when projects are completed. Responsible to ensure records are disposed of in accordance with Department policy.

Participates in the auditing of final estimates and/or final work orders for accuracy to balance contract item quantities that reflect changes determined by the final audit.

Participates in the review of project documentation, calculation methods, computations and payments, ensuring they are correct and comply with prescribed Department standards, contract specifications and special provisions, policies, procedures and pay limits.

Under supervision and guidance verifies, by a comprehensive statistical audit, that final quantities and payments submitted by Department personnel for construction projects completed in the manual or computer documentation systems are correct.

Conducts a technical review of audit findings with construction personnel to identify discrepancies and deviations found in payments, documentation, calculation methods, computations, and cross sections and recommends solutions to supervisor or higher-level technicians.

Verifies item quantity records utilizing cross references to field survey books, field inspector's diaries, and Project Site Activity reports for proper transposition of quantities and coding methods of arriving at authorized payments as needed.

Assists in the performance of a variety of responsible technical duties associated with the use, coordination, and control of automated and manually kept records in construction management on all highway construction projects.

Assists in the review of asphalt & diesel price adjustments utilizing various formulas, spreadsheets and specifications to determine if completed correctly. Verifies estimate adjustment calculations are correct and in compliance with established department procedures.

Assists in the review and auditing of submitted construction project work orders submitted by Project Management staff to verify are complete, accurate, and to substantiate payments.

Under supervision, performs audit of work orders generated within the district.

Will develop knowledge of requirements that constitute a force account breakdown, and working knowledge of all codes pertaining to cost functions, participations, funding, variable descriptions, and operations.

Provides support to assistant construction engineers and inspectors in charge for work order and estimate activities relating to ECMS II.

Creates and maintains, with assistance of supervisor, Work Order Quality Assurance according to Pub2, POM.

Provides routine and special correspondence, reports and/or spreadsheets that may be associated with assigned duties.

Attends meetings required to substantiate audit findings.

Assists with the direction, coordination, and control of the District's field construction project records and documentation and assists with PennDOT Project Collaboration Center (PPCC), Electronic Construction Management System (ECMS), Labor Compliance, and EEO areas.

Travel to field sites as required.

Perform other related duties as required.

Safety:

5. Evaluate the contractor’s operations:
•Immediately stop any unsafe actions.
•Engage in an ongoing safety dialogue with the contractor’s leadership.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review.

FLSA:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for 7.50 hour/day.

Essential Functions
