The Department of Human Services (DHS), Office of Income Maintenance (OIM), Bureau of Program Support is organized into four divisions. The Division of Statistical Analysis (DSA) role is to collect data, produce reports, provide analysis of various quantified data, and respond to requests for OIM data from a variety of sources, including the Deputy Secretary, other Bureaus in OIM, the Governor’s Office, the DHS Press and Communications Office, the Office of Legislative Affairs, county assistance offices, external organizations, and individuals from the public.

The Division uses numerous data sources and software applications, such as the DHS Enterprise Data Warehouse, US Bureau of Census, PA Labor and Industry, SQL, Excel, Access, and other files and reports from DHS in order to supply stakeholders with the desired information. In addition, DSA selects a statistical sample to insure accuracy of the Temporary Assistance for Needy Families (TANF), Medical Assistance (MA), Supplemental Nutrition Assistance Program (SNAP), and General Assistance (GA) programs and to meet federal reporting requirements.

The Division of Statistical Analysis produces reports on a regular basis and responds to specific data requests. Some of what the division does is listed below:

• Provides technical assistance to CAOs and management through assessment based on indicators provided through sample reviews, audits and quality control error-prone profiles as an integral part of corrective action initiatives.
• Analyzes Federal/state program rules, interpretations, applications and procedures to identify conflicts, variations and options. Convenes and leads corrective action work groups in the development of error reduction strategies and initiatives. Prepares mandated corrective action plans for TANF, Medicaid, FS, and GA and monitors and evaluates the effectiveness of implemented corrective action plans. Coordinates the automated computer matches of the active client database with other states and agencies.
• Develops and maintains major components of the comprehensive evaluation system to document the outcome and performance measures related to TANF implementation.
• Provides technical assistance for mandated Federal and state quality control case reviews to determine the accuracy of benefit delivery in the TANF, Medicaid, FS, and GA Programs, if needed.
• Prepares standard Federal and state quality control reports.
• Assists with analysis and prepares quality control estimates and reports upon request from various offices within the Department.
• Responds to data requests from state, county or local governmental offices or authorized private and public agencies.
• Manages a system for the maintenance of program and fiscal data on Cash Assistance, Medicaid, and Food Stamp Programs.
• Prepares required Federal and departmental reports.
• Prepares estimates, analyses and forecasts for use in administrative program and budget planning to include costs and effects of proposed or actual legislative, procedural or policy changes of a program or administrative nature.
• Conducts special studies and surveys at the request of the various offices in the Department or as mandated by federal regulations.
• Works in conjunction with other bureaus to create the Supplemental Security Income/Social Security Disability Insurance Outreach, Access and Recover (SOAR) report.
• Prepares application received reports for DHS web page.
• Prepares TANF Diversion and TANF budgets closed reports.
• Other duties as assigned.


SUPERVISORY CONTROLS:
This incumbent works under the direct supervision of the Director of the Division of Statistical Analysis, who is located in the Harrisburg OIM/BPE office, with work performance reviewed as part of regular performance evaluation. Although performance of duties and responsibilities is governed by established policies, procedures and regulations, the incumbent exercises considerable independence, initiative and judgment in their application. Technical issues, policy protocol and areas of problematic concern are discussed with the Manager. Integral to the successful accomplishment of the duties of the position is the incumbent's ability to make efficient use of the personnel assigned to the Division or the Bureau in fulfilling the numerous and varied responsibilities. In accomplishing this objective, the incumbent is expected to operate with minimal supervision. Assignments provided to the incumbent are general in nature and require the position to: identify critical components within the assignment, prioritize components by level of need, establish methods of addressing the components through the use of work plans, and project timetables, assume or delegate responsibility for task accomplishment, monitor goal/task progress and approve project findings. The incumbent is also expected to initiate and to encourage the initiation of projects/analysis by employees, based on knowledge of OIM mission, goals and program policy direction. The incumbent must develop a working knowledge of the benefit programs administered by OIM through the County Assistance Offices, reporting systems, data collection systems, structures, and data elements. The employee must understand the relationship between the County Assistance Offices, Operations, Policy and Budget functions in order to produce integrated reports that are useful for management decision making. In addition, the incumbent must have an overall grasp of DHS objectives, contracts and programs.

Applies intensive and extensive review and evaluation techniques and creative thinking in evaluating the program or project to produce an acceptable and usable work product for higher level planning, monitoring, or resource allocation. Develops data collection methods and tools for lower-level analysts or own use; gathers data, synthesizes or reassembles data collected by others; applies statistical, mathematical, or systems methods to analyze data to develop new facts and relationships. Prepares final work product utilizing graphs or tables prepared by others or self-generated and narrative or statistical information; presents information orally, in meeting format, or in narrative or statistical reports.

Provides technical assistance and statistical analyses for CIS/SNAP/OIM system development staff on current statistical output reports, new and revised state and federal reporting requirements, and new statistical reporting systems/procedures - i.e., Application Tracking Systems to ensure state and federal statistical reporting requirements are met.

Analyze and report potential impact of proposed or enacted legislative changes to existing programs and highlight demographics of impacted caseload. Work with policy and operations to determine potential system or reporting issues that may arise from these new regulations. Provide analysis for budgetary impacts of changes, along with cost projections when necessary.

Work closely with the Bureau of Information Systems (BIS) to develop consolidated databases, linking data from various sources within and outside the Department.
Contact computer programmers and system personnel to implement, design, document procedures and train staff to use these systems.

Plan and organize work, solicit input and direction, determines work priorities, set goals, reviews work performances and evaluates work performances. Mentor lower-level statisticians.

Studies and/or determines the effectiveness of income maintenance programs in meeting departmental objectives by discussing program operations with staff and reviewing reports and other data on program plans, operations and achievements.
Prepare, present, or explain to DHS and OIM leadership as well as to other OIM staff and other users, which may include Office of Legal Counsel, Office of Medical Assistance Programs, Office of Mental Health and Substance Abuse Services, Office of Budget, the PHHS Comptroller's Office, the Department of Health, the Department of Insurance, and the Office of Health Care Reform.

Represent the Division of Statistical Analysis on internal/external project teams and at meetings with other DHS program offices ensuring that the actions proposed are consistent with OIM policy and procedures.

Develop queries to collect information from the Enterprise Data Warehouse and the other available data files in OIM in order to evaluate the accuracy of various measures. Provide necessary information in response to ad hoc questions, and act as primary lead for OIM in responding to RTK requests through the Right-To-Know office. Coordinate with Data Governance for the release of any data that isn’t currently available publicly.

Designs, modifies, and maintains specialized/monthly reports for executive level staff.

Designs and develops queries using various software such as COGNOS, or SQL.
