Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administrative duties and responsibilities: Approves requests for leave and monitors use of leave and approves Travel Expense Vouchers in accordance with regional and Department policies and procedures. Develops performance objectives and standards for staff. Prepares Employee Performance Reviews (EPR’s) and discusses performance with subordinates and reviews with regional environmental program manager. Confers with Labor Relations, Bureau of Human Resources, regarding appropriate disciplinary action after consultation with regional environmental program manager (AQP). Reviews, investigates, resolves and recommends solutions to grievances and complaints. Interprets union contract and administrative rights and obligations for subordinates, in accordance with Human Resources’ direction. Interviews candidates and makes recommendations on hiring. Prepares training and development plans for staff. Schedules training courses for staff. Monitors staff training by maintaining up-to-date training records for each. Attends staff meetings and other meetings as a representative of the region. Evaluates workload of the Operations unit and makes recommendations where appropriate. Conducts meetings with staff to evaluate status of program activities and to disseminate policy. Prepares reports of program activities. Reviews and comments on proposed regulatory and policy changes and evaluates the impact of these proposed changes on regional facilities. Ensures that staff is adequately equipped to perform their jobs. Ensures timely and proper Labor Distribution reporting. Provides for utilization of computers by ensuring that selected system programs are implemented on the computers. Ensures the proper use of GPS units. eFACTS/AIMS-Emission Inventory Reviews staff proposals and initiates requests for change to the AIMS system. Provides guidance to staff concerning technical and procedural matters. Assists in the development of quality control programs to ensure acceptable information is available relevant to major sources within the region for use in evaluating PSD applications, NSR applications and for use in modeling and special air pollution studies which impact regulatory decisions. As appropriate, coordinates the development of locally derived emission factors for submission to central office and inclusion in AIMS. Compliance - Inspection and Investigations Assigns staff responsibility for full compliance evaluation inspections and establishes deadlines for work completion. Manages the air pollution complaint-handling program in accordance with regional procedures and monitors completion of appropriate follow-up action. Reviews, for technical accuracy and policy conformance, reports, letters and correspondence prepared by staff. Reviews for technical accuracy ambient air quality studies to determine source emissions relative to compliance with ambient air quality standards. Sampling/Testing - Participates in the planning and development of ambient air quality sampling programs and source stack tests to aid in determining compliance with Department regulations. Provides guidance to staff as required with emphasis on Pollution Prevention and Compliance Assistance. Monitors completion of multi-media inspections. Monitors and actively participates in the companion inspection program Monitors completion of non-routine work hour inspections. Compliance - Enforcement Reviews compliance status of facilities and compliance plans with air quality district supervisor and the compliance specialist and recommends enforcement scenarios to the regional environmental program manager. Provides guidance to staff as to the enforcement options that can be taken and often times directs air quality compliance specialist as to which option should be pursued. Supervises negotiations with source operators and reviews orders and agreements for appropriate review and approval. Confers with regional environmental program manager regarding appropriate enforcement action and supervises coordination of enforcement efforts with the Office of Chief Counsel and EPA when applicable. Develops and recommends to the regional environmental program manager enforcement scenarios for regulation violations in accordance with applicable bureau policies with emphasis on Pollution Prevention and Compliance Assistance policies. Supervises preparation of summary citations and draft Consent Agreements, Consent Order/Agreements, Department orders, etc. Reviews all legal documents prepared by the air quality compliance specialist and forwards where applicable to Legal Services through regional environmental program manager and regional director for approval. Upon notification by the regional environmental program manager of the enforcement scenario to be followed, supervises compliance actions towards negotiated settlement of the violations, which have occurred, and a solution to the problems, which have caused the violations. Testifies as required before district justices, the Environmental Hearing Board or other adjudicatory bodies. Monitors progress of enforcement actions, penalty payments and abatement activities. Provides technical advice to legal counsel and, where necessary, provides expert testimony and/or presents the Department's case in court proceedings. Monitors increment of progress inspections specified in Department orders associated with facilities to determine if they are being completed on time and if the source has achieved compliance at the end of the compliance schedule. Meets with EPA on a regular basis to provide compliance status reports on facilities listed as high priority violators. Participates in enforcement abatement conferences in cases where penalties and compliance schedules are negotiated. Arranges for key staff members to attend. Permits Determines the sources, which require permit action and assigns inspection responsibility. Reviews, for technical accuracy and policy conformance, reports, letters and correspondence prepared by subordinates. Monitors completion of assigned work and appropriate follow-up action. Provides technical assistance to staff as required. Confers with New Source Review Section and Facilities Permitting Section regarding new plan approval applications, coordination of permit inspections and source testing requirements. Monitors the submittal of recommendations for operating permit re-issuance, denial or suspension to the regional manager. Monitors the scheduling of yearly inspections of all permitted air pollution sources and air pollution control equipment to assure operational compliance with permit conditions, Department regulations and sound engineering practices. Consults with New Source Review Section and Facilities Permitting Section to resolve special engineering problems associated with facilities. Reviews compliance review forms submitted by applicants seeking plan approvals and operating permits. Confers with Facilities Permitting Section and New Source Review Section regarding Title V applications and State-Only applications, coordination of inspections, technical issues and emission fees. Monitors, supervises and directs any and all enforcement actions through to resolution which originate from the Facilities Permitting Program and the New Source Review Program. For any facility, which must pay emission fees but fail to do so, the operations chief oversees the collection of the overdue fee plus any penalties and interest due. Asbestos Program Assigns staff responsibility and establishes deadlines for work completion. Monitors completion of assigned activities and any required follow-up actions where the potential for enforcement exists. Provides guidance in development of enforcement scenarios where such is warranted and actively participates in its implementation. Coordinates asbestos related activities of AQP - Northcentral Region, with Waste Management - Northcentral Region. Interacts with the BAQ's Asbestos Coordinator at the Central Office level concerning sensitive issues, policy, etc. Responds to inquiries relative to asbestos on an as-needed basis. Other Assigns and coordinates special projects. Provides information to governmental bodies, legislators, consultants and citizens through correspondence and public speaking engagements. Prepares, reviews and updates job descriptions as required. Attends Department and EPA training courses to maintain and develop the technical background required to evaluate emission source/control/air monitoring systems. Reviews books, journals, and articles to maintain technical expertise in the air pollution control field. Reviews Department regulation changes as they affect the function of the field operations staff (AQP) to assure compliance with all new requirements and to disseminate this information to the staff supervised. Provides information to other Environmental Protection program areas regarding air quality regulatory requirements and concerns. When necessary, participates in resolution of emergency incidents to minimize the negative environmental damage and assure the public is informed and protected in such an event. Provides regional environmental program manager with a review and comments on potential impact on regional operations as affected by proposed regulations and revisions to Department policies and procedures. Speaks to interested groups and meets with municipal, county and federal officials on air pollution matters, and changes in program policies, procedures, Department rules and regulations. Serves on Air Quality Program committees that study various regulatory, enforcement and general program-related matters and which make recommendations on these matters to the bureau director. Utilizes the E-mail system to receive as well as send communiqués relevant to program activities. Serve on regional committees as requested. Through clerical support staff, utilizes tracking systems on the computer to assist in the monitoring of the emission inventory program, the permit program including permit fees and the compliance-monitoring program. Uses PC for work related activities. Conducts companion inspections with field staff and supervisors. Assists with the identification of those facilities within the region impacted by the area source MACT requirements contained in 40 CFR Part 63 of the National Emission Standards for Hazardous Air Pollutants (NESHAP) and monitors implementation of the inspection and enforcement program relative to these facilities. Assists with the identification of those facilities within the region impacted by the mobile equipment repair and refinishing (MERR) regulations contained in Title 25 of the PA Code and monitors implementation of the inspection and enforcement program relative to these facilities. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OETD by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. The regional environmental program manager does not assign specific work activities or schedules, but outlines program goals and objectives, which are then fulfilled by the staff. Special projects are reviewed by the regional manager. Performance is reviewed at least annually as directed by the Commonwealth’s Employee Performance Review system. Supervisory Position Full compliance evaluation inspection work is scheduled on a yearly basis as well as, permit inspection assignments. Reports prepared as a result of this work along with recommendations for action are reviewed as completed with follow-up actions discussed as required where potential enforcement is involved. Work is assigned in the form of program goals and objectives and the employee exercises freedom in determining specific goals and objectives. Close supervision is exercised for legal action and non-routine cases as required to assure appropriate compliance actions by the air quality compliance specialist. Performance is reviewed at least annually as directed by the Commonwealth’s Employee Performance Review system. |
