Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provide employment and training services to eligible veterans and eligible spouses who meet the statutorily specified definitions of an individual with a significant barrier to employment or are members of a veteran population as identified by statute and regulation.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintain, enhance, and apply knowledge of workforce development programs, services, policies, regulations, legislation, and procedures.

Maintain and continually improve knowledge of Microsoft applications for work products and services.

Implement and maintain services related to programs required by WIOA, including Wagner-Peyser, veterans, Trade, and other legislation as needed by veterans with significant barriers to employment

Provide targeted eligible veterans with comprehensive assessment of education, skills, and abilities.

Identify employment barriers and appropriate employment goals.

Provide group and individual career coaching.

Train veterans in communication, interviewing, professional conduct, and personal maintenance skills.

Develop an Individual Employment Plan for veterans receiving individualized career services to identify employment goals, objectives, and appropriate services.

Enroll and assist veterans in enrolling in PA CareerLink® online.

Contact veterans by phone, email, or mail to discuss programs and services, job matches, and/or to refer them to postings for which they are qualified.

Review open/active files of current veteran customers and contact those with significant barriers or in Priority status.

Provide outreach to eligible veterans as cited in current Veterans’ Program Letters and other guidance at onsite and off-site locations as indicated operationally.

Provide customized labor market information to veteran customers.

Document all services provided to veterans in CWDS and other applications.

Provide data and information for federal Quarterly Manager’s Report by supervisor’s deadline.

Establish and maintain professional relationships with local organizations that serve veterans (e.g., hospitals) for referrals.

Establish and maintain professional, productive relationships with staff in local and neighboring PA CareerLink® and Board offices.

Complete assignments on time, justifying any requests for deadline extensions.

Actively participate in meetings and on committees; prepare related reports.

Update calendars in Outlook on a daily basis.

Adapt to changing legislation, regulations, and policies to provide services and complete assignments.

Establish priorities among assignments to meet objectives and deadlines.

Communicate with supervisor on activities, deadlines, problems, and solutions through reports, discussions, and meetings; use “chain of command” effectively.

Listen and speak to customers, colleagues, and partners in a professional manner to exchange knowledge and ideas.

Represent BWPO and PA CareerLink® at local, regional, and state meetings, trainings, job fairs, and conferences; prepare related reports.

Use and comply with appropriate federal, state, and BWPO policies and procedures.

Complete travel plans and reports in compliance with commonwealth policies and procedures.

Perform related work and duties as required.
