Position Purpose:

This position is assigned to the Pittsburgh office and reports directly to the Air Quality Operations Chief.

The Air Quality District Supervisor assures implementation of the Air Quality program activities in a manner consistent with the Pennsylvania Air Pollution Control Act, the rules and regulations of the department specific to air resources deputate and regional policies.






Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

I. DIRECTING AND EVALUATING ACTIVITIES

A. Ensure that all required field work and corresponding written documentation is completed by the inspectors, which include the following: compliance monitoring inspections, source observations, permit renewal inspections, enforcement activities, emission inventory maintenance, complaint handling, ambient sampling and asbestos NESHAP work.

B. Methods used by the supervisor will include regular meetings with inspectors, activity report submission, and periodic checks in eFACTS and the Complaint Tracking System to make sure work is being completed in a timely fashion.

C. Review and approve the written work products of subordinates, prior to such work products being finalized, in all cases the work product is intended to be included in DEP’s public files. The supervisor shall ensure that the work products are filed, as per current policy.

II. ADMINISTRATIVE DUTIES AND RESPONSIBILITIES

A. Communicates regularly with staff to ensure that they are fully aware of Departmental policies and initiatives so they can implement them appropriately in their daily work.

B. Provides other general information that can enhance each subordinate’s ability to represent and work effectively within the Department.

C. Ensures that SWRO Air Program Management is promptly informed of issues which involve potential media, legislative or Regional Director interest, potential appeals of Program actions, inconsistencies between the DEP Regions, potential setting of new policy or precedent, personnel conflict, personnel performance issues, significant changes in personnel assignments, or significant positive personnel accomplishments.

D. Prepare annual and mid-year Employee Performance Evaluation Reviews, review and discuss performance with each staff member.

E. Coordinate with the Human Resource Liaison the posting of jobs to be supervised by the Air Quality District Supervisor and coordinate the interviewing and selection process.

F. Confer with the Operations Chief, Program Manager and Human Resources regarding appropriate disciplinary action.

G. Complete reports of district activities according to the schedule established by the Operations Chief.

H. Review and comment on proposed regulatory and policy changes and evaluate the impact of these proposed changes on district facilities.

I. Prepare, review, and update position descriptions, as required.

J. Approve subordinate requests for leave and monitor use of leave; review and approve Travel Expense Vouchers; ensure CATS entries of self and staff are completed, as per the current policy; schedule staff for training courses and provide on-the-job training.

K. Provide timely responses to Right-to-Know and Informal File Review request.


III. ENFORCEMENT

A. Review compliance status of facilities, progress of enforcement actions, compliance plans, and have a working knowledge of all compliance cases in the District.

B. Ensure that all enforcement actions are completed within the time frames required by Department policy.

C. Participate in the planning and development of case enforcement efforts with the Compliance Specialist, Air Quality Specialist, and legal staff.

D. Participate in negotiations with source owner/operator to enter into Administrative Orders, Consent Order and Agreements, Consent Decrees, and Consent Assessment of Civil Penalties.

E. Provide guidance to staff in preparation for hearings in cooperation with the Compliance Specialist.

F. Testify before district magistrates, the Environmental Hearing Board, and/or other judicatory bodies, as required.

G. Ensure that company reports such as MACT reports and Title V Annual Compliance Certifications are evaluated for the existence of repetitive, lengthy or potentially controversial violations. If such violations are found, the district supervisor should ensure that appropriate follow up documentation (NOV or violation closure memo, etc.) is completed.

H. May occasionally be assigned to do penalty calculations, consent document preparation and penalty negotiations for selected cases in the district.


IV. OTHER WORK-RELATED DUTIES

A. Participate in joint program (multi-media) inspections and Pollution Prevention Tours and training, as assigned.

B. Participate in activities with the Bureau of Air Quality and other regional offices. This involves (1) assist the Operations Chief and Program Manager in providing information for special air pollution studies conducted by the Bureau of Air Quality and in evaluating the impact of new regulations on sources or facilities within the district; (2) attend meetings and seminars organized by Central Office on technical projects and studies; and (3) participate in inter-regional inspections and tours to evaluate programs and controls of other sources located within the Commonwealth.

C. Attend job-related training courses as required; communicate Air Quality program activities and requirements with industrial and municipal officials, consultants, and interested citizens.

D. Promptly notify the Program Manager, Operations Chief and Community Relations Coordinator of any legislative inquiries, news media inquiries, EPA inquiries, potentially controversial complaint cases, or violations involving federal, state or local government entities.

E. Shall promote the four pillars of the DEP Vision: Operational Excellence, Climate Leadership, Cultural Competence, and Environmental Justice

F. Shall ensure the inputting of appropriate date in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

G. Operate a motor vehicle to travel to various field sites.

H. Other duties as assigned.

Decision Making:

The District Supervisor researches and prepares information needed for compliance decisions in addition to providing potential solutions to issues to the Operations Chief, Compliance Specialist, and/or Program Manager.
The District Supervisor provides input for the assignment of goals and establishment of priorities to the Operations Chief.
The District Supervisor confers regularly with the Operations Chief to discuss important aspects of the program, significant case activity, and to review the general status of program activities in the district.
The Operations chief reviews and approves any final written work product of the District Supervisor.
The District Supervisor assigns case-work, based on geographic area, existing workload and expertise. Staff schedule and complete work assignments; however, the district supervisor may assign priority cases or adjust the schedule or due dates, as necessary.
Staff is responsible for scheduling and completing all work assignments within specified time, and submitting reports to the district supervisor for review.

The District Supervisor handles routine administrative and technical matters independently, according to established policy and procedure, with little supervision.
The Operations Chief is to be consulted in situations involving deviations from normal procedure, or if changes to established procedures are contemplated.
