Position Purpose:

Performs engineering reviews in the field of hydrology and hydraulics in the Permit Section of the Waterways and Wetlands Program for implementation of the statewide programs for Dam Safety and Waterways Management and Floodplain Management mandated by the Dam Safety and Encroachment Act (Act 325, as amended) and the Floodplain Management Act (Act 166) and Erosion and Sediment Control under the Clean Streams Law.

If this position is filled as an Environmental Engineering Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of an Environmental Engineering Specialist.

Description of Duties:

•Conduct technical permit application reviews as required by the Dams Safety and Encroachments Act, Chapters 105 and 106. This involves reviewing the hydrologic and hydraulic analyses of proposed water obstruction and encroachment projects. Also responsible for the review of 105 General Permits, waiver request and project reviews.

•Permit application review includes conducting detailed review, analysis and preparation of an engineering recommendation on applications for permits submitted by individuals, corporations, and municipal agencies, as well as state and federal agencies.

•The review involves engineering problems in hydrologic and hydraulic design of structures which must be properly addressed to assure adequacy and conformance with the Rules & Regulations of the Department. The position utilizes both conventional and recently developed methods in hydraulics and hydrologic analyses, synthetic and non-synthetic hydrology, computer modeling, open channel and structural hydraulics. The reviewer utilizes knowledgeable of the methods of construction and theory of hydraulic structures such as bridges, culverts, stream enclosures, detention basins, and flood control projects.

•Conduct and assist the Conservation Districts in conducting engineering reviews of NPDES Storm Water Construction permit applications required under Chapter 102. The work is undertaken as part of the statewide program on Erosion and Sedimentation Control mandated by the Clean Streams Law and implemented under Chapter 102. This involves the review of erosion and sediment control plans and post construction stormwater management plans of various proposed construction projects. These projects vary from small 1 acre sites to large sites consisting of hundreds of acres. The sites vary from housing sub-divisions to large complex industrial and commercial developments. Reviews are conducted using available Department manuals, policy and procedures.

•Specific duties include the review of hydrological and hydraulic computations, design and installation of channels of conveyance and best management practices (BMPs), stormwater management facilities, stabilization measures, construction techniques, materials specifications, soils and agronomic considerations.

•Participate in preconstruction conferences and perform inspections of earthmoving activities and post construction BMPs individually or with the Conservation District.

•Provide technical assistance to conservation district technical staff pertaining to erosion and sedimentation control and post construction stormwater management for permitted and non-permitted sites.

•The engineering recommendation includes special conditions needed to control unusual aspects of the projects reviewed and to properly protect the environment.

•The position is responsible for performing dam inspections as part of the statewide program of Dam Safety mandated by the Dam Safety and Encroachment Act. The inspection involves visually checking for defects in existing dams, discussing the deficiencies with the owner, and coordinating with Dam Safety in Harrisburg to insure that the deficiencies are corrected. After the inspection, a detailed report outlining the condition of the crest, upstream slope, downstream slope, outlet works, intake structures, and spillways is developed and submitted to Dam Safety in Harrisburg. The report includes an assessment of the hazard potential of the dam.

•Perform inspections of new dams under construction. The work involves a meeting with the owner, contractor, and owner’s engineer to review in detail the design and specifications of the dam including discussions about material testing and quality control. Conduct periodic inspections with the owner’s engineer to verify that work is being done within acceptable engineering and construction practices. Participates in a final inspection where the owner’s engineer who certifies that the dam is properly constructed.

•Conduct field investigations under the Dam Safety and Encroachment Act and the Flood Plain Management Act to determine the cause and nature of the complaints and recommend action to remedy the problem. Participate with the County Conservation District in the investigation of erosion and sedimentation complaints and recommend action to remedy the problem. Work in conjunction with the DEP attorney and Conservation, Restoration and Inspection Section staff to develop the necessary technical information to undertake enforcement. Serve as a technical witness in courts or hearings before the Environmental Hearing Board and assist the Department's legal staff in court cases concerning the Waterways and Wetlands Program.

•Participate in flood disaster activities as required which may include short-term assignments to the field under the state or federal emergency preparedness programs, and issue emergency permits from the field office for all types of temporary structures under the Dam Safety and Encroachment Act.

•Respond to correspondence relating to the Dam Safety and Encroachment Act, the Flood Plain Management Act and the Erosion and Sedimentation Control Program. Has regional responsibility of several counties to coordinate and provide program services. This includes working with the Conservation Districts to help provide training seminars to applicants and owners on NPDES Stormwater Construction Permit requirements.

•Coordinate application reviews of projects with various federal, state, and local agencies.

•Utilize computer equipment, systems and programs, including the use of email, word processing programs, spreadsheets and routinely input data into Department databases, such as eFACTs, SAPs, Complaint Tracking System and the PA Natural Heritage Program (PNHP/PNDI).

•Recommend changes to the administrative aspects of the program and work procedures to increase the permit application review efficiency and streamline the process.

•Travel throughout the Southwestern PA field area. Statewide and out-of-state travel may be required to attend meetings and training, and may include overnight travel.

•Serve as the technical “In-Charge” one day a pay period to respond to DEP and public requests for information or assistance. Responsible to coordinate and respond to the inquiries.

•This position requires extensive communication both written and verbal in both an office and a field setting.

•Attend meetings, seminars, and courses in order to provide the Department with state of the art methods of hydraulics, hydrology, Erosion and Sedimentation Control, computer methods, and storm water management.
•Operate mobile technology and equipment necessary to perform field duties.

•Successfully conduct Department business utilizing tele-work technology.

•Implement various Department initiatives such as Permit Decision Guarantee program, Project Syllabus, e-permitting, SAP and EFACTs data entry.

The Section Chief assigns various permit applications, dam inspections, complaint investigations, and other projects. The work assignment is reviewed in progress and at completion for technical adequacy, quality and completeness. The Section Chief, the program staff in Harrisburg, and other staff in the Region may be consulted whenever major issues or very complex technical questions are raised.

In accordance with the responsible charge provision of Act 367, Engineer, Land Surveyor and Geologist Registration Law, the responsible charge professional providing review and oversight of the work is the Section Chief.

Assignments will be designed to develop the employee's technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy and quality.
