Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned duties and responsibilities in the Mobile Sources Section of the Bureau of Air Quality’s Division of Air Resources Management (ARM) to develop State Implementation Plan (SIP) revisions and implement strategies for reducing air pollution from mobile sources (e.g., cars, trucks, buses, planes, ships, trains, construction and lawn equipment, etc.) in the Commonwealth in accordance with Federal and State laws and regulations including the Federal Clean Air Act, PA Air Pollution Control Act and regulations adopted under the Acts. The individual in this position will provide technical support for the SIP planning process using generally accepted methods and techniques; perform analyses for the purpose of developing SIP revisions, rulemakings and technical guidance; and assist in the implementation of adopted strategies to reduce air pollution.


Description of Duties:

1. Develops and prepares proposed revisions of Pennsylvania’s SIP to reduce air pollution from mobile sources, which may include final regulations, supporting data, analysis, and materials in accordance with the Clean Air Act, PA Air Pollution Control Act and related EPA and Pennsylvania rules and guidance.

2. Develops and prepares proposed and final new or revised regulations, including presentations to advisory boards, participation in public hearings or meetings, and development of responses to comments received from stakeholders in accordance with the Clean Air Act, Pennsylvania Air Pollution Control Act and related EPA and Pennsylvania rules and guidance.

3. Analyzes existing mobile source and air pollution emissions data using databases, spreadsheets, and/or computational models to support SIP revisions, regulatory analysis, program development and/or implementation and present results into a form that can be understood by the intended audience.

4. Develops technical familiarity with mobile source emissions models commonly employed by the Commonwealth and other state and federal agencies, interprets the results of these models and determines their relevance to air quality planning in Pennsylvania.

5. Works with Department contractors providing data and analytical services that contribute to the development of SIP revisions, regulatory analysis, mobile source emissions studies and other analyses.

6. Analyzes proposed determinations for transportation conformity from transportation planning and general conformity for other types of federal projects for compliance with federal and state requirements, and Pennsylvania’s SIP.

7. Develops and conducts presentations of mobile source issues, programs, and related information with technical and regional staff, industry, governmental officials, advisory committees, stakeholders and the public. Serves as an air quality liaison in dealings with other Commonwealth agencies, as assigned.

8. Monitors and reports on proposed and final regulatory or policy actions by the EPA or California Air Resources Board (CARB) as related to mobile source programs and initiatives. Monitors CARB mobile source regulation adoption and program implementation in other states as relevant to Pennsylvania.

9. Assists in the development of mobile source emissions reduction implementation strategies and educational or outreach materials.

10. Work with other DEP units, other agencies, and stakeholders on implementation and administration of adopted statewide strategies such as the Pennsylvania Clean Vehicles Program, Pennsylvania Heavy-Duty Diesel Emissions Control Program, idling restrictions, and vehicle emissions inspection maintenance under direction of the Group Manager.

11. Prepares letters, memoranda, reports, technical guidance, public education materials, briefing materials, and correspondence for consideration and approval by management and Executive Staff.

12. Works with national and regional air associations on federal air issues affecting mobile source emissions on behalf of the Bureau and/or Air Resource Management Division. This includes but is not limited to membership and participation on mobile sources related standing committees managed through the Ozone Transport Commission (OTC), Mid-Atlantic Regional Air Management Association (MARAMA), and the National Association of Clean Air Agencies (NACAA).

13. Participates in and attends training programs and meetings as required to maintain the necessary knowledge, skills, and abilities needed to perform assigned duties.

14. Coordinates work with approved local air pollution control programs, and other states' air pollution control programs, regional air pollution control organizations and EPA, as necessary. Consults with representatives of industry, academia, and private citizens, as needed under direction of the Group Manager.

15. Provides technical assistance to the Department’s legal staff in preparation of legal action, and reviews legal documents and Court decisions to determine program impacts.

16. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems.

17. Supports and promotes the Department’s mission and values.

The Air Quality Program Specialist in this position makes recommendations regarding measures to reduce the emission of air contaminants from mobile sources and the implementation of mandatory and voluntary programs. General tasks are conducted with minimal supervision. Decisions that impact other sections, divisions, the Bureau and Department must be discussed with and approved by the Mobile Sources Section Chief and the ARM Division Chief, as appropriate. Decisions that impact the Bureau of Air Quality, other Bureaus within the Department, Federal, State and local agencies require the Bureau Director’s approval.
