Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Security Officer 1 provides safety and security functions in the maintenance of buildings, grounds and equipment of Loysville Youth Development Center a residential program for adjudicated delinquents. The person in this position is directly responsible to the Security Officer 2. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Checks and secures all buildings, grounds, fences, fence gates, and vehicles by routine patrols and surveillance in order to ensure the safety and security of the Loysville campus buildings, grounds and vehicles. Checks plant facilities and attempts to correct any minor malfunctions by direct observation of the operation of the heat plant and water supply system, in order to ensure the smooth operation of the plant facilities. Decides when it is necessary and calls Maintenance Manager in order to maintain facilities. Supports program functioning by participating in AWOL searches, assisting in cottage emergencies, transporting youth as needed, in order to ensure the safety and security on grounds and assist in the provision of quality childcare services. Operates the switchboard through receiving calls with tact and efficiency and by placing outgoing calls, and monitors radio calls and alerts in order to ensure the smooth functioning of the communication center. Performs front office duties by dispatching state vehicles, distributing and controlling of handcuffs and shackles, sorting and forwarding inter-office mail and delivering USPS mail, delivering emergency inhalers, photocopying material, recording night shift call-ins and following up on missed calls, overseeing distribution of keys and badges, coordinating AWOL searches, in order to ensure the agency-wide operation is coordinated 24 hours a day, seven days a week. Ensures safety and security of the campus by performing front gate duties to include operating and securing the front gate, controlling vehicles, pedestrian, and emergency traffic, providing minor maintenance of gate during inclement weather, processing visitors through distribution of badges, checking their ID, and checking for contraband and walking through metal detector. Monitors perimeter intrusion system and follows up on fence alarms. Maintains parking and traffic control on the Loysville campus in order to ensure safety and security. Re-fuels state vehicles when necessary when maintenance not on duty. Assigns and maintains reservation book, as well as receives and records rental fees to ensure smooth functioning of guest rooms in building 1. Functions as a team with other Security Officer Is through communication and cooperation, extending full cooperation to all departments on campus. Attends team meetings and training in order to stay current with all information. Is responsible for the making of employee badges for all facilities associated with Loysville Complex, to include YFC # 2, YFC # 3, SMSTU, NCSTU. Loysville Security makes all employee badges in cooperation with training department for Juvenile Justice Academy. ESSENTIAL JOB FUNCTIONS: Provides safety and security for residents, staff, and visitors on the grounds of the Loysville campus as well as providing security to the buildings by conducting checks on buildings, grounds, fence, fence gates, vehicles, and heat and water systems. Recognizes and records occupational hazards and follows safety precautions. Performs manual work such as lifting equipment and materials and climbing stairs. Maintains effective working relationships with other facility staff. Directs traffic as necessary and issues traffic violation citations, as well as issues badges. Works Security operations center base by monitoring radio, fireboard, paging system, telephone, perimeter intrusion system; by dispatching vehicles, sorting/distributing mail and operating front gate. Intervenes with residents in crisis situations to apply safe crisis management restraint. Transports youth to medical facilities in certain emergencies, transports self and others in searching for AWOLs and in other emergency situations. Employees in this classification are required to pass training courses in Safe Physical Management, CPR/First Aid, Suicide Intervention, Fire Safety/Theft Control, Cultural Awareness, and Child Abuse Identification. |
